With the Imperial State of Iran transitioning away from the self-imposed isolation fostered by the Ayatollahs and Iran taking a leading place among the community of nations, an economic, social, and political revolution is sweeping over the whole of Iran. After decades of international isolation and anctions, the lost oppurtunities and stagnation of past decades is finally at a close, as the Imperial State of Iran is rushing headlong into the future and seeking to once again become the cultural, economic, industrial, and social hub of the Middle East, as Iran clearly was before the 1979 Islamic Revolution.
While the Imperial State of Iran has many advantages that allow for this goal to become obtainable within several years time, such a vast energy wealth, an expanding industrial and technical base, a skilled workforce, and a central geographic location, it is simply foolish not to recognize that isolationism, sanctions, and lack of investment into several key sectors, such as national infrastructure, ensures that all of us within the Imperial State of Iran truly have our work cut out for us as we look to rapidly modernize our nation from top to bottom, while we dramatically expand our nations economy and expand our people's horizons at breakneck speed.
Clearly this is no small task, it is vast in ambition and scope, requiring thoughtful guidance, sound decision making, a farsighted vision, significant technical skill, willing and capable foreign and domestic partners in both the public and private sectors, and of course heavy funding, as we look to make Iran the clear cultural, diplomatic, economic, military, political, and social hegemon of the Middle East, as we were before the 1979 Islamic Revolution. It is the strong desire of the Shahanshah of the Imperial State of Iran, that FCI will become one of our critical foreign investors, contractors, and suppliers, as we search for private firms to partner with the Imperial State of Iran during this exciting time in our history.
With the Imperial Council for National Development and Infrastructure of the Imperial State of Iran and the Ministry of Commerce and Finance of the Imperial State of Iran having identified the areas of the Iranian economy that are in the most urgent need of investment, modernization, and reform, due to their current state hindering the empires economic growth, it has quickly become clear that FCI is the ideal private sector partner for the Imperial State of Iran as we begin this great undertaking. As FCI acts as a critical private financial institution, but also as a supplier of much of the technical expertise, equipment, and technology necessary for the first phase of the Imperial State of Iran's major reform process to succeed. So with that in mind I will give a brief overview of the products and services offered by FCI, which have interested the Imperial State of Iran so greatly.
1. The Imperial State of Iran is looking to secure an initial $25,000,000,000 loan from FCI, which the Ministry of Commerce and Finance wishes to payoff within 24 months.
The majority of this loan (60-70%) will be invested into products and technical services that are offered by FCI and FCI's many subsidiaries, which offer the necessary products, technical skills, and essential services, to fully develop, drastically expand, and fully modernize Iran's soon to be restructured commercial aviation industry, along with our vital transportation and energy infrastructure, as well as acquiring the necessary warplanes, warships, and border surveillance systems that are required to protect the Imperial State of Iran's borders and sensitive economic interests. This arrangement will be truly mutually beneficial for your firm and the Empire, should your firm chose to accept the Imperial State of Iran's loan application.
2. With the consolidation and reform of the majority of Iran's civil aviation industry, should FCI approve Iran's loan application, the newly formed Imperial Iranian Air and the newly formed subsidiary domestic carrier of Imperial Iran Air, will look to make a major purchase of airliners from Airbus Group. With the purchase of over a dozen long-range airliners, the likely candidates being the Airbus A340-600 or Airbus A330-800neo airliners, along with the purchase of at least three dozen Airbus Airbus A320neo airliners. An additional inquiry shall be made into acquiring a sizeable number of ATR-72-600 regional airliners from Airbus Group to replace aging regional airliners currently in service with Iranian carriers.
3. The expansion and modernization of Iran's nationwide main line rail network and infrastructure by Thales Group should the loan application meet with success. At present only 3% of Iran's total passenger volume and 8% of Iran's total freight volume is moved by rail, which puts a strain on Iranian roadways and makes both the transportation and purchase of goods less efficient and more costly throughout much of Iran. Therefore to ease the congestion on Iran's major highways and to more efficiently and cost effectively transport goods and people throughout the empire, Imperial Iranian Railways is prepared to offer Thales Group a no bid contract, which will see Thales Group designing and directing the construction of new rail lines by local Iranian firms, designing and directing the expansion of existing rail lines by Iranian firms, modernizing all existing rail lines and rail infrastructure, and providing Thales Groups main line rail systems, which improve the availability of train, increase overall rail capacity, and provide better predictability and punctuality when it comes to arrivals and departures. With the ultimate goal being to raise Iran's total passenger volume traveling by rail to 6-8% and Iran's total freight volume traveling by rail to 18-20%.
4. Should FCI accept the Imperial State of Iran's loan application, FCI will also be contracted to provide the Imperial Iranian Air Force with a fleet of modern multirole utility helicopter, heavy-lift helicopters, strategic transport aircraft, refueling aircraft, and multirole fighter aircraft.
5. Assuming FCI accepts Iran's loan application, Thales Group will be awarded a no bid contract for the acquisition and construction of a Thales BOR-A 550 and 560 ground, sea, and low level air surveillance network along the entirety of Iran's eastern and western land borders and sohthern maritime border. This system will reduce the overland drug trade and smuggling routes, while denying terrorist groups unobserved entry across our borders, and ensuring that our coastal waters and air space remain safe and free of intruders.
I'm hopeful that the Imperial State of Iran's offer to and interest in FCI is shared by your firm and I would like to stress that the Imperial State of Iran is entering but the first phase of the planned major economic reforms, restructuring, and modernization efforts. It's our hope that upon the successful completion of the first phase of our efforts, FCI and it's subsidiaries will again be a major private sector partner of the Imperial State of Iran once again, as the Empire looks to dramatically expand Tehran Reza Shah International Airport, expand and modernize the ports of Abadan, Bandar Abbas, Chabahar, and Bandar-e Anzali, as well as expanding and modernizing Iran's roadway network with an additional 5,600 km's of highways, 745 km's of freeways, and 3,000 km's of main roads. While additional contracts related to the sale of both commercial and military aircraft are likely to be forthcoming as needs arise. So it is my hope that you understand the tremendous scale of the opportunity FCI has by doing business within Iran during this unique period of Iranian history and the value of the contracts that the empire is looking to award.
Due to the intricacies and complexities of our offer, I welcome you or one of your representatives to fly to Tehran in order to meet with myself and some of the other principal ministers relating to this potentially massive deal and hopefully come to an agreement as quickly as possible.
