Jace left: recover money.

I have refunded the 14 billion, however, recalling the previous Support Ticket, I did not verify enough.
We're refunding this as it was loaned just before Jace left, and due to lack of clarification previously.

Contracts do not take into account a Government Collapse. If a government collapses in future from a loan, that money will be lost.
This is the risk of doing loan business, regardless of a contract, and First Choice's biggest problem when it comes to loans (They've lost hundreds of billions).
To confirm; I've refunded the money but if a loan is given out again and they leave, the money, regardless of contract, does not get returned.

Yeah, I know. I count usually with government collapse due to inactivity. Thus, after 1 in game month Of not paying (2 weeks rl) i can consider it breached and reclaim the money with the player still "in the game". Is my assumption correct?

If the player is in the game, then yes. It would come directly out of their accounts.
If a government collapses, the money is lost permanantly. Of course, you can raise this with the next player who gets it, decrease their credit score [if you use them], but if a government collapses, the money is gone entirely. :)
