On behalf of the State of Japan and at the request of the Prime Minister, I have been asked to reach out to possibly arrange for a diplomatic meeting between the United Kingdom and the State of Japan. This can either be done at a location within the United Kingdom or Japan and would be with the Deputy Prime Minister.

The UK and Japan have a long history with both ups and downs, but definitely for a majority of the time things have been looking up. We would like to continue that trend and re-establish whichever relations the United Kingdom is willing to engage in. I look forward to your response.

Dear Minister Aya Tanaka,

Firstly, thank you for your email and interest in opening communications between the United Kingdom and State of Japan. I have been assigned as the UK Ambassador to Japan and look forward to working with you.

We would certainly love the opportunity to participate in such a diplomatic meeting and can see it been a great first step to building up relations, especially like, as you mentioned, we have a long history. Due to our upcoming election in the next couple of months, I would suggest scheduling such a meeting for afterwards due to the expected change in our policies. Therefore, depending on your available, I would like to suggest an initial visit between myself and a suitable member from your government in March 2003 if this is permissable?

If you could please advise if this date is suitable or if you have any preferred date from March on wards, please let me know.

While we would have liked to meet with your government earlier, I can understand that elections can make scheduling such meetings difficult. If you do find the possibility to meet sooner that would still be preferrable, however assuming that is not the case my government is generally available at any moment. While the Prime Minister or myself may be unavailable there will always be a suitable person within the Cabinet or my Ministry to meet with an ambassador. Please send us a message when you are able to do so and we will make the arrangements.

Of course we do hope your elections go well and ask that you extend Japan's congratulations to whomever ends up winning the election.

Apologies for the delay in getting back to you. I have spoken to the Foreign Office since the conclusion of the 2003 Election and can confirm we are now in a position to make arrangements for a UK-Japan visit.

I would like to propose that your government would host the visit which would be attended by our new Foreign Affairs Secretary, Emma Ryan, and myself.

Towards the end of the visit, we would like to schedule a full state visit for your government to the UK later in the year.

Your offer sounds perfect and the State of Japan will gladly host the Foreign Secretary. We are currently available so you may travel here anytime you want. As a rough outline for such a visit I propose that on the first day we host a gala at the Ministry of Foreign Affairs with yourself and the Foreign Secretary as our guests of honour, this will allow the Foreign Secretary to rest after the long flight and simultaneously offer a relatively relaxed atmosphere for our delegations to meet each other. The second day we would like to dedicate to a meeting with the President where relations may be discussed in the full formal setting, as befitting a power with the prominence of the United Kingdom.

I hope you find these plans acceptable and look forward to meeting with you and the Foreign Secretary.
