After months of campaigning, with Prime Minister Junichiro Koizumi leading the Yes campaign, the Japanese people narrowly agreed to change the Constitution from the one created in 1947 to the one creaed in 1889 known as the Constitution of the Empire of Japan. It significantly expands the power of the Emperor and the aristrocracy and restores the Japanese military to a non self-defense posturing. The Prime Minister said its a proud and maturing day for Japan to return to its former glory. Protests already have begun in major cities such as Tokyo, Osaka and Nagoya mainly led by the Japanese Communist Party and other minor left-wing groups opposing the change.
In addition, laws have been changed which recreates Tokyo City, consisting of the 23 special wards of the Tokyo Metropolis, as a government ordnance designated city which means Tokyo will become a municipality again and municipality rights over the 23 special wards will be revoked.
