In private, plans had been drawn up for undercover detectives to observe and gather surveillance on the General Association of Korean Residents headquarters in Tokyo. Nobody would know of the operation bar the officers involved and their superiors. They would specifically be targeting the Chairman of the organisation, Ho Jong-man who was a North Korean national.
Two officers would position themselves in an unmarked police car down the street so they had view of the entrance and they began gathering intelligence via the means of taking pictures of prominent figures entering and leaving the buildings in the hope of picking up anything. Both officers would be carrying a loaded SIG Sauer P220 if things went sour.
