As you may be aware, the Canadian government put out a public tender in the 1980s for a nuclear-power submarine for the Navy. The Trafalgar-class submarines were offered to us by the British government, however, the tender was cancelled before purchases could go forward. But, we are now re-opening this tender and it is our hopes that this offer remains open through your company.

In light of the above, we kindly request a detailed proposal from Nexus Defense outlining the terms and conditions of the potential sale, including the following key aspects:
  1. Pricing and Financing Options: Present a clear and transparent pricing structure for the acquisition of the 12 submarines, including associated support packages, warranties, and maintenance arrangements. Additionally, we would appreciate information on potential financing options that could facilitate the procurement process.
  2. Delivery Schedule: Outline the estimated timeline for the delivery of the submarines to our naval base CFB Halifax, Nova Scotia.
  3. After-Sales Support: Describe the post-delivery support services offered, including maintenance, spare parts availability, and technical assistance.

We look forward to furthering discussions and, potentially, to establishing a mutually beneficial partnership with Nexus Defense in the acquisition of these critical assets for the Royal Canadian Navy.

Firstly, thank you for your email and interest in the Trafalgar-class Submarine, it's certainly a procurement we can support and I can work to get you the best deal possible. To answer the three areas of focus mentioned within your email, please see my notes below:

There are several key elements to our pricing structure, this includes:

Subtotal The cost for materials and general production of the equipment, in this case, submarines.
Maintenance Fee An optional addition but this consists of an additional fee that would grant you access to all technical elements to allow you to maintain it, including us providing you spare parts but the work is carried out by yourselves. Without this, any work would require separate quotation and be done at one of our facilities.
VAT This is a tax imposed by the British Government.
This will then sum the gross amount.

For 12 Trafalgar Submarines, you would be looking at the following:

Subtotal* 5,360,981,047.20
Maintenance Lic.* 1,072,196,209.44
VAT Amount* 1,072,196,209.44
Gross Amount* 7,505,373,466.08

In terms of financing, we don't have any fixed plans because we feel every client has their own limitations. We are happy to discuss any finance plan that would benefit you based on your affordability, or budgets.
This plan would also be detailed on a Contract of Sale.

The Delivery would be subject to the finance plan discussed and is subjective to the date the contract is signed. Construction would begin within the first few days off signing and delivery of 12 fully-complete Trafalgar's would be around 4 months.

If you have a maintenance licence, all technical specifications are provided, parts but the only caveat is that maintenance is carried out by yourselves as and when.
Without one, any maintenance could only be done at a Nexus facility and would incur a cost depending on the work required.

Other than that, our after-sales team would work to support you indefinitely.

If this is something you'd like to proceed with, I would require some further information:

  • Project/Program name for the procurement of the Submarines.
  • A unique reference that you would use to identify the contract.
  • What kind of affordability you would have in terms of finance plans and how you would like to pay for the procurement.

Regarding the pricing structure, we have reviewed the breakdown you provided, and we find it acceptable. The subtotal, maintenance fee, VAT amount, and gross amount fall well within our tender's budget of 8,000,000,000.00USD.

The government of Canada will continue forward with the purchase of a maintenance license, allowing us to conduct maintenance ourselves as needed.

In terms of financing, we would like to pay in two installments. We can send the first installment of 4,000,000,000.00USD to Nexus immediately, with the remaining 3,505,373,466.08$ paid out in the beginning of August 2002. Please let me know if this finance plan is suitable for your company.

The estimated delivery schedule of approximately 4 months from the date of contract signing is impressive. We are eager to move forward with the procurement process, and you will find the necessary project/program name and unique reference number below.
