Dear Prime Minister,

It is with extreme sadness that the Korean nation has received word of the tragedy that occurred in your country. If there is anything the Korean nation can do to help you need only say the wold and we will do whatever it takes.

At the same time I would also like to request if the State of Japan might be willing in resuming relations. While historically these have often been tense, there have also been good times. Especially in recent decades.

I look forward to hearing from you.

First of all I must thank you for your offers of support and aid, as my Ministry of Foreign Affairs has commented, we have a strong need of medical personnel. Especially those who have experience and/or knowledge dealing with chemical weapons.

At the same time I share your desire to resume relations, I propose that after this crisis I could visit Seoul to speak with my counterpart in person.

It would be our absolute pleasure to welcome you to our beautiful capital. Please let us know once you have the time and we will make our arrangements as soon as possible.

Additionally I would like to inform you that after consulting the relevant government departments we have managed to find 2,500 doctors and 4,000 nurses trained and experienced in dealing with the aftermath of chemical weapons. They along with aid donated by Koreans and the Korean Red Cross shall be transported via Transport Aircraft from the Korean Air Force to Japan.

(Timeline wise this post takes places near the end of January)

With the crisis in Japan for now over, it was finally time to begin moving on as a nation again. With that in mind Kasumi had several foreign policy commitments. Able to formally wear the President title now that both the National Diet and the population had passed the required amendments, she would depart on Japanese Air Force One (the modified Boeing 777 for government use) for Seoul. In some ways, with this being her first state visit, it was a dry run for the planned 'Eurotrip'. Due to the still heightened security conditions the plane would be escorted by two Japanese F-15Js until they entered Korean airspace. Once inside the pilots would communicate with the Korean air traffic controllers on how to proceed.

Once the Japanese Boeing appeared on Korean radar there would be a moment until the transponder successfully showed its identity as Japanese Air Force One. Having already received instructions the jet would be guided to Incheon International Airport. Once the plane had landed at its designated and reserved runway the President would be welcomed by an honour guard from the Korean Armed Forces and the Korean Army band performing the Japanese anthem. Each member of the band and the honour guard would wear a black band out of respect for those who died in the New Years Massacre.

As soon as the Japanese President met with Kim Dae-jung the older Korean man would smile "Welcome to the Republic of Korea, madam President. Please allow me in person to once again offer my sympathies for you and your people. Any loss of life is tragic but the scale of your loss is more than any leader in this modern age should bear. I am sure we will discuss this more in private, but I promise you my and my government's full cooperation in finding anyone involved in the attack on our soil. Korea will not be a refuge for criminals. Please if you will follow me we can go to the Blue House and speak about business in private"

After receiving the Japanese President's approval both leaders would be escorted to a convoy that was already waiting for them. Any aides and security the Japanese had brought with them would be allowed to travel in the cars following them while a single guard would be permitted to be in the car with them.

After driving through Seoul in record speed due to the roads being cleared and blocked off in advance of the convoy, the Blue House approached in the distance.

The Blue House, so named for the blue roof, was for decades the primary residence of the President of south Korea and now of the reunified Korea. Once the motorcade arrived both Presidents would be escorted inside the building and from there to a luxuriously furnished and decorated conference room. After being offered refreshments the Korean president would begin speaking.

"Madam President, as we said in our original letter we would like to begin our relations with Japan on a new leaf. Considering that I am pleased to state that after conferring with my Cabinet and the Opposition we have all agreed to offer you and the Japanese people a gift. Originally this was intended purely to celebrate a new and free East Asia, now this is also to honour the dead. The Republic of Korea will recognize the Japanese claim to the Liancourt Rocks, simultaneously we are willing to establish by treaty that we hold no claim to the island of Tsushima. Beyond this I would love to hear your opinion on the security situation in our part of this beautiful continent"

Flying into the capital Kasumi couldn't help but enjoy every moment of the way there. It being her ancestral home, Seoul had always held a special place in her heart and especially with the beautiful view of the city from the air it was always heart-warming to come there. As she stepped out of the plane and into the delegation that had been prepared to welcome her Kasumi finally understood how the people she welcomed to Tokyo must have felt. After approaching the Korean President and hearing his words she nodded in appreciation.

"Thank you Mister President, as part-Korean myself you cannot imagine just how much your words mean to me. I will convey your sentiment back to the people in Japan and I am confident they will appreciate it as much as I do. I also have no doubt about your intent to work with our investigation and I promise you that Japan holds no ill-will over the actions of some people who likely weren't even under your government's jurisdiction when the crime on Korean soil occurred."

After following the President and being taken to the waiting cars Kasumi would once again enjoy the view, but this time for the surface. Rushing through the usually busy streets of Seoul felt almost as surreal as when her own convoy in Tokyo first did the same when she ascended to the Office of Prime Minister.

Once at the Blue House, before entering Kasumi would say a quick prayer in her head for her late grandmother, who would no doubt be beyond excited if she knew about it.

As was polite Kasumi would let her Korean counterpart open the talks before engaging in the discussion herself.

"Thank you Mister President, I would like nothing more than to not only start our relations on a new chapter but in fact an entirely new book. Past administrations have often gotten stuck on blame games, and that is not the East Asia I want for the 21st century. So, thank you for your willingness to recognize our territorial claims. On a similar note I wish to inform you that my government has voted and the Emperor has agreed to an act of apology never done before for the crimes of the Japanese nation to the Korean nation and people. Namely the act of dogeza. On a day deemed most appropriate by your government we would like to engage in this act to show your nation our deep regret. Additionally we are willing to reopen legal topics considered closed by treaty before such as individual reparations to Koreans who have suffered and their descendants as well as collective reparations to keep the memory of the past crimes alive. As for the security situation of East Asia. The State of Japan considers the Republic of Korea and Republic of China as natural allies. We consider the People's Republic of China an enemy to our entire way of life. As such we would like to establish extensive military, economic, and cultural ties with both the Korean and Chinese peoples while containing Beijing as much as we can"

Dae-jung listened carefully, making sure to let every word of his Japanese counterpart set in, making sure to hide his emotion as he did not want to give away his thoughts just yet.

"Madam President, you humble me with your intent to perform this great act of sincere apology to my people. I am sure this will go a great way to easing the concern of even the most adamant Japan opponent in our country. Especially your willingness to do so after my people were involved in such a horrendous action. I am also sure that your willingness to attach financial consequences to the apology will ease the pain in those still alive from those times or their descendants. As a child during your country's occupation of mine I remember all too well what your predecessors did, but then I believe you have heard about that from your own ancestors that suffered a similar fate. The ability to close this chapter once and for all would be a great comfort to my administration and my nation.

As for the red menace to our west, I can only agree that a policy of aggressive containment is essential to protect our independence and way of life. Especially since our unification made us an actual border state that means we need to be especially careful about our security situation. At the same time I also need to think about the opinions of our citizens previously under a supposedly communist regime and how they might react to what could be considered collaboration with what they were raised to think of as one of the two most dangerous enemies to them versus the country they were told was their friend.

I do however think your actions promised to day would give me enough fuel to contain their response and will gladly agree to cooperation on these fields. Do you perhaps have a draft document I could see?"

Kasumi smiled at the revelation just how much the Koreans seemed to share with Japan as far as the status of their portion of the continent was concerned and just in general.

"Of course you are correct in considering the position of how your citizens may respond. I know it will be some convincing for my own people and especially the Korean portion of my population that still claims loyalty to the deposed North Korean regime. We did have some documents prepared but admittedly the handover of Takeshima was somewhat unexpected so that was one of the options we did not prepare for" She said before turning to one of her aides who gave her a nod. "It appears that despite this my people still have managed to edit one of the documents while we were talking" She continued before taking the SakuraPad and presenting it to the Korean President for approval.

TREATY OF FRIENDSHIP, COOPERATION, AND TERRITORIAL RESOLUTION BETWEEN THE STATE OF JAPAN AND THE REPUBLIC OF KOREA

Preamble: The State of Japan and the Republic of Korea, hereinafter referred to as the "Parties," wishing to strengthen their relationship, promote peace, stability, and prosperity in the region, and resolve outstanding territorial issues, have agreed to enter into this Treaty of Friendship, Cooperation, and Territorial Resolution.

Article 1: Mutual Defence and Military Cooperation

1. The Parties shall maintain a strong commitment to mutual defence and security cooperation, and shall consult and cooperate on matters of mutual interest and concern, including defence planning, exercises, and intelligence sharing.
2. In the event of an armed attack against either Party, both Parties shall act in accordance with their respective constitutional processes and international law to ensure the defence and security of their territories.

Article 2: Sovereignty over Takeshima (Dokdo)

1. The Parties recognise that the issue of sovereignty over Takeshima (Dokdo) has been a longstanding dispute.
2. The Republic of Korea acknowledges and hereby transfers full sovereignty over Takeshima (Dokdo) to the State of Japan.
3. Japan shall assume full sovereignty, administrative control, and responsibility over Takeshima (Dokdo) with immediate effect.
4. Both Parties agree to cooperate in ensuring a smooth transition of sovereignty and the maintenance of peace and stability in the region.

Article 3: Free Trade and Economic Cooperation

1. The Parties shall promote free and fair trade relations and cooperation in various economic sectors.
2. Efforts shall be made to eliminate barriers to trade, encourage investment, and enhance economic collaboration.

Article 4: Technological Cooperation

1. The Parties shall cooperate in the fields of science and technology, including research and development, innovation, and information exchange.
2. Joint initiatives may be pursued in areas of mutual interest, including space exploration, renewable energy, and advanced manufacturing.

Article 5: Cultural and Educational Exchanges

1. Both Parties shall promote cultural and educational exchanges, encouraging mutual understanding and people-to-people connections.
2. Initiatives may include academic cooperation, cultural exhibitions, language programmes, and educational scholarships.

Article 6: Intelligence Sharing

1. The Parties shall engage in intelligence sharing on matters of mutual concern, including but not limited to security, terrorism, and regional stability.
2. Such intelligence sharing shall be conducted in accordance with each Party's domestic laws and regulations governing intelligence matters.

Article 7: Dispute Resolution - Japanese-Korean Treaty Court

1. To resolve any disputes arising from the interpretation or application of this Treaty, a Japanese-Korean Treaty Court shall be established.
2. The Court shall consist of six judges, three from Japan and three from Korea, appointed by their respective governments.
3. The Court shall rule unanimously in all matters brought before it.

Article 8: Ratification and Entry into Force

1. This Treaty shall enter into force upon the exchange of instruments of ratification by the competent authorities of both Parties.

Article 9: Termination and Notice Period

1. Either Party may terminate this Treaty by providing written notice to the other Party.
2. Upon termination, this Treaty shall remain in effect for an additional three months from the date of the termination notice.

IN WITNESS WHEREOF, the undersigned, being duly authorised by their respective governments, have signed this Treaty.

Dae-jung looked over the treaty, not finding any fault with it he passed the tablet to his aides. Once all agreed he was sufficiently satisfied that the treaty was not only good but also certain to pass the legislature for ratification. With that he would attach his signature to the document.

"I am very glad we were able to settle these topics and begin a new age of cooperation in this new century. To add strength to our friendship and as a sign of our commitment to the People's Republic of China I would like to propose some kind of joint exercise. I understand that your forces are currently preoccupied but perhaps we could hold these exercises in April or May"
