Thailand's most recent brazen action to close an ongoing diplomatic conversation is not only extremely trubling but demonstrates Thailand wanton disregard to any attempt to amicable resolve this legal dispute. Should Thailand fail to respond to this email and formalize a date for an official meeting between the Russian Justice Ministry and their Thai Counterparts within 30 days, the Russian Federation will bring a formal legal challenge to the International Court of Justice and seek financial damages and injunctions against Thailand.

Thailand's decision to make a mockery of international correspondence in closing diplomatic channels not using Thailand's NSST protocol is unacceptable and demonstrates Thailand is not interested in amicable resolving this dispute. The decision to prohibit digital communications with addressed affiliated with the Russian Federation is condemned and swift counter-measures shall be taken if not lifted.

The Russian Federation in the strongest terms possible warns Thailand from continuing to take actions making it akin to a rogue actor. It is a matter which seriously has harmed Russo-Thai relations. The Thailand's government as the actor responsible for the illegal re-sale of 10 Gepard-class Ships, in violation of Rosobornoexport's terms and conditions, and wantonly disregarding Russia's arms export laws is a condemnable action.

On the following cable, the Thai Government prematurely closed diplomatic channels to the ongoing conversation to resolve the dispute. In the following cable, the Thai Government despite a warning issued by Rosoboronexport asking it to not proceed it the illegal sale choose to ignore the warning, proceed with the sale, and use the abuse the ICJ's proceedings to cover its illegal action. Despite all this, the ICJ's advisory opinion affirmed Rosoboronexport's position and despite this Thailand has failed to rectify the issue. The Russian Federation finds Thailand's wanton disregard over this very serious issue to be of serious concern. Should it not be rectified within a meeting held 30 days from the delivery of this letter, the Russian Federation will raise legal challenges to the ICJ an seek a binding opinion.

As previously stated, Thailand would have no mean to receive the communication unless the Russian Government wishes to communicate through a secure channel, especially since the Thai Government is not involved in such an action nor the sale of the Gepard-class Frigates.
