Greetings Mr. Bourne. You can see from my title who I am and what I do. I have been assigned many tasks, one of which is the complete expansion, renovation and modernization of Port Harcourt and Port Onne in Nigeria. These ports must also be capable of both military and shipping applications.

The Port of Onne Complex contains two major terminals: the Federal Ocean Terminal and the Federal Lighter Terminal. The Federal Ocean Terminal has 750 meters of quay and three births. The Federal Lighter Terminal has 1670 meters and four berths operated by Intels. The berths have been repaired and deepened to eight meters to accommodate some larger vessels.

We would like to expand both terminals by three times and extend the max draft to 15 meters.

The Port Harcourt Project, would also need to be tripled in each aspect:

The Federal Ocean Terminal in Port Harcourt has a 1320 meter long quay with alongside depth of 10 meters. The industrial area covers 500 thousand square meters, and there are 46 thousand square meters of warehouse areas available.

Port Harcourt’s Federal Lighter Terminal has a 1675-meter long quay with alongside depths from 8 to 10 meters at low tide. The terminal contains a 400 thousand square meter industrial area and 33 thousand square meters of warehouses.

We are looking at something like:

  • Container berths: 52
  • Quay length: 15,500 m
  • Area: 600 hectares
  • Max draft: 16 m
  • Quay cranes: 190
  • Designed capacity: 35,000 kTEU
Bear in mind, this is for shipping as well as military applications. We are hoping to split our Naval bases between Port Harcourt and Port Lagos. In the next 5 years, the Nigerian Navy shall have:

1 Aircraft Carrier

75 Surface Ships
5-8 Submarines


I would like a rough estimate of the total cost of the project. How many permanent and temporary jobs it will create. And an estimate of the time it will take to complete the project.

I would like to inquire if your company Lone Star Construction is available for major infrastructure projects at this time? We recently ran into issues in regards to some projects due to the ones that bought into the contracts defaulting on them before the contracts could be completed. The ones which we believe you may be able to assist us with are the following

There are 364 Industrial Parks in total within Vietnam in three Industrial Zones. Industrial Zone North, Industrial Zone Central, Industrial Zone South. We want to update, upgrade, and add to some of the 364 Industrial Parks in all three zones over a 5 year period.
The Industrial Parks in Question Are

North:
Song Khe - Noi Hoang Industrial Park, Luong Son Industrial Park, Mai Son Industrial Park, Luong Son Industrial Park, Song Cong Industrial Park, Phu Ninh Industrial Park, Long Binh An Industrial Park, Dong Pho Moi Industrial Park, Southeast Industrial Park, etc.

Central:
Bim Son Industrial Park - North Zone A, Lam Son Industrial Park, Cua Lo Industrial Park, Ha Vang Industrial Park, Gia Lach Industrial Park, North Dong Hoi Quang Binh Industrial Park, Quan Ngang Industrial Park, Tu Ha Industrial Park, Phong Thu Industrial Park, Hoa Cam 2 Industrial Park, Hoa Ninh Industrial Park, etc.

South:
Sonadezi Chau Duc Industrial Park, Hiep Phuoc Industrial Park, Tan Phu Trung Industrial Park, Dong Nam Industrial Park, Phuoc Dong Industrial Park, Tan Phu Dong Nai Industrial Park, Ong Keo Industrial Park, Bau Xeo Industrial Park, Loc An - Binh Son Industrial Park, Long Duc Industrial Park, Long Khanh Industrial Park, Giang Dien Industrial Park, etc.

Large State owned industries such as textiles, food, furniture, plastics and paper make up only 14% of the economy.
We wish to also invest into factories for a automotive industry which will include vehicles from Vinaxuki
High tech industries must be a part of any proposal. Example being computers.
Updates to the Z111 Factory are required

There is a total of 2,600 kilometres (1,600 mi) of railway in Vietnam. There is 2,169 km (1,348 mi) of 1,000 mm gauge and 178 km (111 mi) of 1,435 mm (4 ft 8 1⁄2 in) gauge. There are 39 total rail tunnels with a total length of 11,512 km (7,153 mi), 1,790 rail bridges, and 278 rail stations.
We want all tracks modernized and maintenance, all bridges either maintenanced, upgraded, or replaced, all tunnels inspected and maintenanced as well as possibly upgraded, and all rail stations updated with modern systems and possibly rebuilt.
We want a High Speed Rail system linking Hanoi to ho Chi Minh City.
We also want to have a modernized electrified rail system in place.
We also want trains for public transport and freight
Finally we want a proposal for a Metro system in Hanoi and Ho Chi Minh City.

We want to have reliable and modern public Bus transport systems with new buses included in the cities of:
Ho Chi Minh City
Hanoi
Da Nang
Haiphong
Bien Hoa

We wish to update the airports of Vietnam and bring up their capacity and capability. Not only that but build what isn't there. Vietnam wishes to upgrade specifically the Air traffic control systems of existing airports and build currently non exsistant airports. The airports in question are:

Noi Bai International Airport.
Tan Son Nhat International Airport.
Da Nang International Airport.
Cam Ranh International Airport.
Phu Bai International Airport.

Vietnam wants to build a Nuclear Power plant of modern design to provide power to the people of Vietnam and possibly sell excess energy abroad. Bid submitter shall select the location.

Within 5 to 10 years Vietnam wants to replace all of it's Coal and Gas Turbine power stations with hydroelectrical, biomass, wind, and solar power stations.

There is also the Agriculture, Forestry, Fishing Mechanization Contract which will likely require some solid roads to be built in order to facility increased yields. If you can put us in contact with companies that you work with that can supply the mechanization needed that would be great.

Around 40% of the economy is in agriculture, forestry, and fishing. Around 60% of the population is employed in agriculture, forestry, and fishing.
Crops of interest include rice, coffee, cotton, peanuts, rubber, sugarcane, and tea.
Agriculture, Forestry, Fishing must be mechanized in order to increase efficiency and decrease total population in this sector.

We can pay for these projects on a monthly basis per period.
