"Dear Pham Binh Minh,

It is with pleasure that I make formal contract with the Socialist Republic of Vietnam. As close neighbours we have many issues and opportunities to discuss, notably regarding territorial disputes in the South China Sea and making sure trade continues to flow smoothly from the Indian Ocean through to East Asia. I would like to meet with you at the earliest convenience in Hanoi.

Sincerely,
Teresa Kok Suh Sim,
Malaysian Minister for Foreign Affairs."

"Dearr Mr. Pham Binh Minh,

I'll be on my way shortly.

Sincerely,
Teresa Kok Suh Sim,
Malaysian Minister for Foreign Affairs."

With that, Teresa would depart for Kuala Lumpur International Airport where a Malaysia Airlines Boeing 737 would be chartered for the relatively short trip to Hanoi, a team of advisors would be on board to assist her with making a conscious decision about the South China Sea. They would head North-East over the Gulf of Thailand.

At Noi Bai International Airport the 230th SA Artillery Thong Nhat Regiment would be informed to prepare for the visit from Teresa Kok Suh Sim and provide security as well as transport. Once within Vietnamese airspace the Regiment would communicate with Air Defence Divisions from the south to the north in Vietnam. All in an effort to track their flight as it made it's way to Hanoi. At the same time two Huemul Troopers would be fueled for use in transport to the meeting point. Fourteen PAVN Infantry would gear up putting on their K07 pattern uniforms, and K07 chestrigs which had six Galil ACE thirty round magazines loaded with FMJ into them. A Galil ACE with a thirty round magazine already inserted was also what they took with them as primary weapons. One full canteen of water and a encrypted two way radio later and they were set to go. They would wait near the two trucks which had five yard between them off the tarmac and out of taxi ways. At the same time when coming in for approach the tower would guide the aircraft in safely. They made sure ahead of time to clear the schedule to prevent mishaps.

Upon landing the aircraft would taxi to its designated spot. Once the stairwell was attached, officials would begin coming out including Teresa Kok. They would make their way into the motorcade which would assumingly take them to the Foreign Affairs building.

Indeed it would, once everyone was aboard and safely so they would depart the airport through a brief security checkpoint. Driving down the road they would make their way to the front of the Foreign Affairs building. The vehicles would park and their passengers would be let out. Standing in front of the building was non other then Phạm Bình Minh who was wearing a suit and would bow in greeting."Welcome to Vietnam! I trust the flight was pleasant?" he asked in greeting to them.

"Yes, quite a short flight, not very tiring at all. It's why I prefer engaging with South-East Asian neighbours, not too far from home."

"Indeed, please come in. We have much to discuss." he said inviting them to follow him inside the building. If they followed he would take them through the building and into a meeting room. A long table with chairs lined up on either side of it, a projector on the table."Any refreshments?" he asked.

Now Mr. Minh, we understand there are some.... military actions.. occurring on the Thai-Laos border. Please fill me in on this situation."
