Sir or Madame,

I have been tasked with extending to your country the normalization and establishment of proper and good diplomatic relations, as well as to discuss the... sensitive purchase of essential military equipment. As such, I should like to meet with a foreign affairs representative of your country at the earliest convenience.

Our nations have a long history of support and cooperation with each other, and I am sincerely excited to do my utmost to continue that history

Peace be Upon You,

Matèo Michel
Ambassador-Designate to the United States
High Kingdom of France.

OFFICE OF
THE SECRETARY OF STATE

ENCRYPTED MESSAGE

TO: Matèo Michel, Ambassador-Designate to The United States of America ( Logan )
FROM: Jackson Fitzgerald, Secretary of State of The United States of America

Ambassador,

Thank you for your message. The United States values its relationship with France, as your country was of course our very first ally during the Revolutionary War. Unfortunately, I am about to depart for Canada, and the Deputy Secretary of State is in a meeting with another international delegation. However, I have contacted the American Ambassador to France, Mister Robert G. Hebert. He is presently in Paris, and would be more than happy to meet with officials from your government. I wish you the best.

Best Regards,

Jackson Fitzgerald
Secretary of State

The American Ambassador in Paris would securely receive the information from the Department of State. He would contact the French Foreign Ministry securely, and request directions on where to meet with French officials. He would of course follow those directions, bringing a single security agent with him, and patiently wait to meet with French representatives.
The American Ambassador would be given directions to the palace of Jacques Cœur, where he would be escorted to a study that Henri VI had set aside for receiving dignitaries. The High King would meet him wearing a black military dress uniform, adorned with rank tags of the Knights of Ste Therese, consisting of a silvered rose, the Markings of a Knight-Commander. he would have a few medals, mostly good conduct and qualification medals (which would show his relative inexperience), but would wear a blue sash adorned with golden Fleurs-de-Lys, denoting his station as king."

"You'll have to relay my condolences to your President, on behalf of France, and my Personal apologies for being unable to make the funeral. Henri Severin, High King of France, at your service, sir."

Ambassador Hebert would respectfully bow to the High King. He was wearing a black suit and black tie, in addition to a small black piece of ribbon tied around the shoulder of his left arm. "Your Majesty, on behalf of the American people I thank you. I will be sure to relay this message to President Gore. Our nation remains in mourning... It's very nice to meet you," he said. If the King would appear to want to shake hands, Hebert would offer his hand, if not, he would respectfully stand at attention.

"It's nice to meet you as well, How have you found Bourges and Paris? They seem so distant despite being close together. One a metropolitan centerpiece and the other an almost provincial town, ancient and quiet." The king would take his hand and give him a firm handshake, smiling politely as he did so.

"It's amazing here" he said. "Living in France on its own has been a bit of a culture shock to me, even though I've been here a number of times. The closest thing we have to this in Louisiana is New Orleans but in many ways... it pales in comparison to Paris, Your Majesty. Thank you for inviting me," he said as they shook hands.
"Oh," he said, "I nearly forgot to introduce myself. I'm sure you know my name, of course, but I am Robert Hebert," he said, "United States Ambassador to the High Kingdom of France," he said with a friendly smile.

"Delighted to meet you, Your Excellency. I can understand the culture shock, even regions in my own country are extremely varied in culture and language, something our various Republics disdained but that I've learned should be a source of pride. May I offer you a drink? We've everything from water to brandy."

He'd sit down, motioning the Ambassador to do the same. "To begin, may I ask, in a general sense, what your nation's foreign affairs stances are, at the moment? I find it important in such partnerships as I wish to forge with your country to know where our shared, and possibly opposed, interests lie."

The Ambassador politely declined the offer of drink, and sat down after the High King did. "Right now, the Gore Administration is trying to have the American government look internally as we recover from the recent attack on D.C. There's a lot of introspection that we need to do in regards to what our duties are to the world, and how we can keep our country safe. For now, we're trying to reorganize and establish relations with countries such as France, whom we have considered long-time and natural allies. That is what our plans are for now. What about for France?" he countered.

"We're looking to establish relations with strategic partners, such as the United States while building both our soft and hard power projection capabilities. One of my highest priorities is to secure and stabilize the Francophone, which of course will require both of the above."

"We also look to monitor various regions we're currently wary of, especially Canada and the Nordics. Between their aggression in Antarctica and their recent harassing of our submarine in the Barents sea, Sweden has earned my suspicion as to their agenda."

"I'm especially wary of Canada's attempted purchase of a VX Warhead. No one in my government buys their story that it was a typo, and under our policy, such a travesty as that could be construed as an act of open war no matter who they were planning to use it on."

"Well," the ambassador said, "I can assure Your Majesty that the United States does not and will not sell weapons of mass destruction to any nation. The Secretary of State informed me that the White House has made this a crystal clear policy of the United States. I hope it was just a typo, however I don't know anything more about what happened. Could you expand on how Canada and the Nordic Countries are being aggressive towards France, from the High Kingdom's perspective?" he asked.

"We're specifically concerned with Canada considering their current government, unlike much of the world, my government never stopped being wary of their party makeup, especially with regards to our brethren in Quebec. In my eyes, this attempted purchase of a VX warhead is merely the piece of evidence we've needed to take diplomatic action."

"as far as the Nordics are concerned, we had a fast-attack submarine headed to the Barents Sea on a patrol, making sure our seamen were up to snuff and looking out for any boomers. They must have tripped a Sonar net or something because as soon as they moved up to raise their radio mast, they were threatened by Swedish Air Force aircraft. We responded by sending out the Charles De Gaulle and after a back and forth of provocations, they withdrew to Norwegian Airspace."

"They claimed that our submarine was nearing Norwegian waters but its path at no point intersected with Norway's territorial waters, so the only possible conclusion is that this was a provocation - for what reason we've haven't been able to discern, but I believe it was to assert their dominance over the Arctic, like they have the antarctic."

"I appreciate you sharing this information, Your Majesty. Please let me know if there's anything that the United States can do in the future for situations like this. I would hope that the situation with Sweden was just some kind of misunderstanding, but when things like this happen, it tends to be one nation trying to show dominance, so I'm sure there's a strong chance that you may be right in your assumption. I suppose for now, only time will tell," he said.

"Before we move along, I would like to offer the services and any data retrieved from the WC-130 hurricane-hunter I've recently stationed in the Caribbean, as well as the one we've stationed in the South Pacific, though it may not be as much use to you as the one in the Caribbean."

"Trade was going to be on my docket but with the World Trade Forum's opening, I imagine it would be best to use that as a medium for our trade agreements. Are there any particular agreements or treaties that you or your country would like to offer before we talk military procurement? I personally would like to discuss some sort of general cooperation agreement regarding the Caribbean, however, that might perhaps best be discussed with other particularly interested parties, specifically the United Kingdom, in the room, so to speak."

"That's very generous, thank you. I'm sure the National Weather Service and the Air Force will be very thankful to hear that," the Ambassador said (not to mention the millions of people that lived on the coast).
"What exactly did you want to discuss about cooperation in the Caribbean?" he asked.

"Essentially an agreement between countries with territories in the Caribbean, and Caribbean countries themselves should they wish to join in, that we'll assist each other should any humanitarian issues arise or should the area face destabilization. I am worried that, especially with the yearly occurrence of tropical cyclones in the Caribbean, it is likely to face a similar situation as happened in the Pacific last year, and would like to, to borrow an American expression, head off such a situation at the pass. Part of this would include the sharing of meteorological data, such as from the Hurricane Hunter."
