I thank you for your offer of Contract #V. The SEDENA and the Department of the Navy are looking for approximately 6 of these vessels. However, this would put this contract over the budget of $500,000,000.00 USD. I have spoken to the Department of the Navy, and they wish to offer the full amount of this contract for 5 of the vessels putting the price at $450,000,000.00 USD. The Navy is offering the additional $50,000,000.00 for future services and to have an office opened up in Mexico for servicing. If this is acceptable then we will close this contract and send the money promptly.

This leaves me with 2 options: (1) Wait for all the contracts to close out and use whatever left-over money is left towards this contract or, (2) make installments, I can provide what necessary funds now, and pay the remaining on the 1st of the next fiscal year of January 2001. If neither of these options work for you, I am willing to hear out other payment options.

We will begin production on these products once they money has been transferred to the United States.
In regards to the Legend-class/National Security Cutter: the United States government has not accepted payment through installments during the Gore Administration. In return I will present you with these options:
1) Pay in full, and we will deliver the product as soon as possible.
2) Pay what is possible now, and then the remaining in January of 2001.
3) Delay full payment to January of 2001.
4) Pay what is possible now, and receive a 5% interest loan from the United States government to pay off the rest of what is owed. This loan will mature and require repayment in January of 2001.

Regardless of the option, we cannot deliver a product until full payment has been made. I hope that these options seem reasonable. Please let me know what your option your government decides on after its deliberation.
