The Norwegian Coastal Administration is one of the chief agencies of the Ministry of Coastal Affairs. The agency is responsible for coastal navigation infrastructure, all pilotage and harbor/port infrastructure, and of course lighthouses. All of those aforementioned things are handled directly by the Administration itself, except for lighthouses and foghorns which fall under the purview of the Royal Lighthouse Authority. The Authority is under the umbrella of the Administration.

The Royal Lighthouse Authority is a special service within the Norwegian Coastal Administration. It is uniquely responsible for all of Norway's lighthouses and foghorns. The Authority is led by the Director. He is also in charge of a government-mandated special agent program that is headed by the Chief of the Royal Lighthouse Authority. The Director is directly in charge of all non-law enforcement matters in the Authority. While the Director works at the headquarters in Oslo, the Chief is secretly stationed in a more interesting place: Faeder Lighthouse, which is on a small rocky island just outside of Oslofjord. This lighthouse-complex serves as the headquarters for this special agent program, though a presence is maintained in Oslo. Officially, the special agents have the authority to investigate crimes done to or by Norwegian Coastal Administration staff or on any of the Administration's properties. Also, they investigate "boating accidents" including crashes and murder at sea. Unknown to the public or most of the government, they also investigate unexplained phenomena that occurs in Norway from unidentified submerged objects to the paranormal. They are the only law enforcement with no oversite from the Ministry of Justice.
