The Ministry of Industry and Trade of the Russian Federation (Minpromtorg, MITRF, Russian: Министерство промышленности и торговли Российской Федерации) is an executive ministry of Government of Russia. Its headquarters are in Moscow.
Functions and responsibilities
The ministry regulates foreign trade, defense and civil industries, metrology, technical standardization, and aviation technology development. It is a federal executive body. MITRF is responsible for subsidizing subcontractors to acquire products for the government via investment contracts (special investments contracts) and may also forcibly regulate prices (e.g. for the steel industry). MITRF is responsible for contracts involving R&D activities at the expense of the government budget.The current Trade Minister is Vladimir Nikolaevich Plotnikov. He assumed office on January 16, 2002. Minister Plotnikov is a seasoned civil servant, bringing a wealth of experience and expertise to the role. He received a bachelor's degree in Economics from the German University Hertie School of Governance, and a Juris Doctorate and L.M.M. in International Trade Law from Harvard Law School.
Having served as a career civil servant in the Ministry of Trade having served as a trade negotiator between 1991 and 1993, a senior trade negotiator between 1998 and 2001, and Secretary of State for Trade between 2001 and 2002 before being named Minister of Trade. Minister Plotnikov is a well-respected figure within the Russian Trade and Commerce Community and has been an advocate for adopting American-style commercial codes to enhance the Russian economy. He is fluent in her native tongues Russian and German, as well as English and Dutch.
