He has no reason to shut down his Trade Route to Russia, I suspect that that's pure metagaming.

In this message the italian Governemnt directly threatened to seize brazilian ships crossing the Mediterranean. This would be, in my interpretation, a valid reason for him to shut down the commercial traffic through that place to avoid his ships getting seized or sunk.

I understand if you want another opinion, @Dutchy can look into it, but I think its clear.
