Dear Mr Secretary,

I wish to introduce myself first, I am Maximiliaan Theunissen, the newly appointed as Minister of Foreign Affairs of the Netherlands. The United States and the Netherlands share a strong brotherly bond forged through years of common hardships. With the elections and formation of a new government having been completed, my government wishes to reach out in order to rekindle that relationship.

We believe it would be beneficial for both our nations to discuss a range of topics in order to expand our mutual cooperation. Would it be possible to arrange a phone call?

The Minister of Interior Affairs & Kingdom Relations Michelle Andringa, after ensuring her office was secure, initiated an encrypted phonecall to the office of Secretary Warren Christopher.

Through an encrypted line, Secretary Christopher would answer the phone. "Hello, Minister. How are you doing today?"

"Good afternoon Mr Secretary, I am doing rather well." the Minister responded. "I wish to apologise that Minister Theunissen is unable to be present at the moment due to currently being engaged in a meeting. He has asked me to take over his duty in regards to this call."

Having explained the situation the Minister asks, "may I ask how your day is going?"

"That's quite alright. We're all rather busy these days aren't we?" The secretary would chuckle, before listening to the Minister's question. "It's going quite good, and yours?"

"Most definitely," the Minister said in agreement.

"I am doing well, if you don't mind I'd prefer to get down to business as quickly as possible. My government sees the United States as the most influential player on the international stage and believe it is essential that we initiate a positive and cooperative relationship. We are also interested in hearing a few of your administrations policies, especially in regards to the dissolution of NATO and the reformation of the Union of Soviet Socialist Republics."

"We most definitely welcome an idea of a cooperative relationship. And with regards to NATO and the USSR, I am quite troubled by this. The dissolution of NATO was a blow to those who served the alliance for years and reaped the benefits it presented, and now more than ever, with the return of the USSR, there will be no alliance like NATO to stand in their way if they were to attack. I have been in contact with the President of Soviet Russia and it was the same bullcrap it was in the 70s and 80s."

"We agree that the North Atlantic Treaty Organisation has played a crucial role at maintaining peace and stability since its foundation after the second world war. With its dissolution we've lost a foundation upon which we can rely on our defence and security. Europe has transformed from a group united by a single goal to a fragmented continent, leaving it weakened entities with hostile intentions. The resurrection of the USSR is also a worrisome thought, though we will continue to monitor the situation."

"May I ask how the United States may aim to tackle the issues which lay ahead, are there ideas about a rekindling of NATO?"

"We would like to see a return of NATO, however, after countries did not speak to each other for so long. I feel like a return of NATO is a long way away in terms of rekindling trust between other countries"

"The Netherlands believes it is essential for our national defence to rekindle strong ties with our historical allies. I hope that the United States sees a similar essence in a strong relationship between our two nations. On behalf of the Minister of Defence I have been requested to inquire into the possibiliy of making some naval purposes in the near future. In order to bolster the Netherlands naval power we might be interested in vessels such as the Wasp-class, Ticonderaga-class, Cyclone-class, Arleigh Burke-class and Los Angeles-class vessels. I can understand if this has to be communicated through to the Department of Defence, what course of action do you recommend?"

"We have recently been in discussion with the United Kingdom of a possible alliance in the future. If you are interested in the rekindling of NATO, we can start that discussion right now if you wish? Obviously, I feel like a meeting in person would be better served to come to some sort of agreement, but that can be discussed. And, with regards to that sales request, unfortunately a number of those vessels aren't available for sale at the moment, however we do have alternatives available if you wish to hear the list?"

"A list would most definitely be most helpful in regards to our future procurement plans."

"A meeting in person might be much more effective. How would you feel about the Netherlands hosting a summit between the defence ministers and secretaries from the United States, United Kingdom and the Netherlands? My Prime Minister is currently meeting with the British Prime Minister and could bring up the same offer, if both yourself and the British agree to the meeting we can begin arranging a summit to be held within a few months."

"That sounds great to me, and at the end of this discussion I would contact the Department of Defence to transfer a list of alternatives to your Ministry of Defence, along with information of the vessels, so you can make an informed decision"

"Thank you for passing on our request to the Department of Defence. I'm glad we have been able to lay the foundation for a positive working relationship between our two nations, I've touched all the points that I was asked to discuss with you, is there anything else you wish to bring up at this moment? I'll inform the Ministry of Foreign Affairs to prepare for the summit upon confirmation of participation from the British."
