Refugee Housing and Visa Provision for New Caledonian Refugees

Introduction:

The New Zealand Government, in recognition of its commitment to humanitarian principles and international obligations, hereby announces the provision of housing and visas for New Caledonian refugees who seek asylum in New Zealand. This document outlines the terms and conditions of this provision.

Scope:

This provision applies to individuals who are recognized as refugees from New Caledonia and have sought asylum in New Zealand due to reasons including but not limited to persecution, conflict, or threats to their safety and well-being.

Housing Provision:

1. New Caledonian refugees eligible under this provision will be provided with temporary housing accommodation upon their arrival in New Zealand.

2. The housing accommodation will be arranged and facilitated by the Ministry of Civil Defence and Health in collaboration with relevant government agencies and humanitarian organizations.

3. The accommodation provided will meet minimum standards of safety, hygiene, and privacy to ensure the well-being and dignity of the refugees.

4. The duration of the housing provision will be for a period of three months, during which refugees will be supported in their transition and settlement process.

5. Certain places in Auckland (list below) will be reconfigured to house refugees. Unlisted are hotels and motels.

Western Springs Speedway, Victoria Park, Grey Lynn Park, Coyle Park, Fowlds Park, Albert Park, Ellerslie Racecourse

Visa Provision:

1. New Caledonian refugees eligible under this provision will be granted a temporary visa upon their arrival in New Zealand.

2. The temporary visa will have a validity period of three months from the date of issuance.

3. The visa will allow refugees to reside lawfully in New Zealand and access essential services, including healthcare and education, during their stay.

4. Refugees holding this visa will have the right to work in New Zealand, subject to relevant employment regulations and conditions.

Support Services:

1. New Caledonian refugees availing of this provision will be provided with access to essential support services, including healthcare, education, and social welfare assistance, to facilitate their integration and settlement in New Zealand.

2. The Ministry of Civil Defence and Health will coordinate with relevant government agencies, non-governmental organizations (NGOs), and community groups to ensure the provision of adequate support services.

Review and Extension:

1. The New Zealand Government will periodically review the implementation of this provision to assess its effectiveness and address any emerging challenges or issues.

2. Depending on the evolving circumstances and needs of New Caledonian refugees, the Government may consider extending the duration of housing and visa provision beyond the initial three-month period.

Conclusion:

The New Zealand Government reaffirms its commitment to upholding the principles of refugee protection and providing humanitarian assistance to those in need. Through this provision, New Caledonian refugees seeking asylum in New Zealand will receive essential support and assistance to rebuild their lives and contribute positively to the community.

New Zealand Health personnel would set up health stations at the parks. New Zealand Police and Immigration Service personnel would set up vetting areas at the Port. Ministry for Business, Innovation and Employment personnel and contractors would set up large tent and portable homes for semi-permanent housing areas at the Parks. They would also bring in administration, toilet, shower, medical and many other types of portable buildings in preperation. The Saint John's Ambulance service in Auckland would be reinforced with other ambulances from the Southern Island. The Parks would be able to fit around 7,000 people in them, the many hotels near the port give another 12,000 and the Racecourse about 35,000.

Personnel: 5,500 - NZP 1,000, NZH 1,000, contractors 1,500, NZ MBIE 500, NZFS 200, NZ IS 200, volunteers 1,100.

By 1 October 2004, the services in Auckland would begin to become overworked and overstrained. To mitigate this, 4 Air New Zealand Boeing 777-200 (cap: 400) and 2 Boeing 767-200 (cap: 200) aircraft would fly 1,000 refugees to Wellington, Christchurch and Hamilton each, where Parks would be taken over and pre-fab housing put up by volunteers, the local New Zealand Fire Service and MBIE personnel. The airlift itself would be completed by the 10th, as the the 1,000 people would only require 2 B777-200s and a B767-200 to get to their destination cities.

The personnel planned to assist any refugees would be stood down and re-assigned to normal duties due to the calming of tensions in New Caledonia and the decreasing of the chance of a large-scale civilian evaction.

Upon the release of the document, New Zealand Health personnel would re-establish health stations at the parks. They would also bring in administration, toilet, shower, medical and many other types of portable buildings in preperation. The Parks would be able to fit around 6,000 people in them, the many hotels near the port give another 10,000.

27SQN RNZAF, flying out of RNZAF Base Wellington, would be put on alert incase inter-city transport would be needed to move refugees from Auckland elsewhere.

Personnel: 4,625 - NZP 500, NZH 750, contractors 1,500, NZ MBIE 500, NZFS 175, NZ IS 200, volunteers 1,000.

1,500 New Zealand Navy and Air Force personnel would, at the announcement that the sealift had started, move to the many parks across Auckland to help set up refugee camps. Among that 1.5k, some would be truck drivers assigned to transport refugees with M4TVs and M6TVs. Another 500 would go to the port, where the Thai vessels were expected, to assist in the offloading of refugees.

6 MH.1As from RNZAF Base Wigram would fly up to RNZAF Base Auckland. On board each there would be 6 maintenance personnel, plus the helicopter crew. The helicopters would support operations by transporting personnel and refugees, and conducting security for the NZDF bases around Auckland. The NZDF assets already based at or near Auckland would assist or provide security in any way that they could, and 27SQN would remain on alert.

The 26SQN CA.130J aircraft, based at RNZAF Base Auckland/Whenupai, would relieve the 27SQN Boeing aircraft. The Boeings would be stood down and 2 CA.130s would remain ready for transport operations at all times.
