Gentlemen,

I request that each of you dispatch a high-ranking military officer to NORSCOM's temporary headquarters here in Oslo. These officers and myself will make up the proto-NORSCOM High Command. We will specifically be organizing a possible mission to evacuate the Swedish embassy in Iraq. I'm sure it goes without saying that time is of the essence.

The Norwegian Ministry of Defense chose Vice Admiral Erik Blix of the Norwegian Royal Navy to be Norway's temporary military attache for NORSCOM, which was in the Government Quarter of Oslo. He arrived first, seeing as he was also in Oslo at the time. He brought with him many documents, plans, and information for the private meeting. They waited patiently for the two other officers who would be from Sweden and Denmark.

Swedish Chief of the Army Major General Karl Engelbrektson would immediately be dispatched to the temporary Nordic Stategic Command headquarters in Oslo, Norway. It would naturally be noted the upmost importance of Swedish diplomatic missions abroad and this being the first real-time exercise of NORSCOM's power since its establishment earlier in the year. Major General Karl Engelbrektson is privately informed by central government that this is an opportunity to display the unrivalled cooperation, friendship and alliance of the Nordic states and the Nordic Council in general.

He would board a Swedish Air Force Airbus A330-300 destined for Norway, with him he would carry a number of sensitive documents including embassy floor plans, possible Swedish military deployments and economic implications of military operations of any scale. These are all secured within a black conference file.

The Supreme Nordic Commander is informed of the Swedish departure.

General Dan Jasper and Vice Admiral Erik Blix both welcomed Major General Karl Engelbrektson into the meeting room. He was offered some refreshments and was given a minor preview to some of NORSCOM's plans for the mission so far. However, things could not officially begin until the Danish arrived.

The Danish Defence Minister has dispatched Kontreadmiral (Mr.) Magnus L. Petersen of the Royal Danish Navy Command along with the Vice Chief of Sefence Staff Generalløjtnant (Mr.) Mimir V. Poulsen (Airforce) to the temporary NORSCOM building in Norway, they would be flown within a Danish Airbus A321-200, NORSCOM command would be notified of the departure of the Danish delegation

The Danes would be welcomed into the room as well. The meeting was, of course, private. Once everyone was seated, the meeting began.

"Thank you for coming gentlemen," Dan Jasper said. "I've been in close communication with Prime Minister Frost, who has given me extensive information about the international coalition growing to take on Iraq. The Norwegian government has decided to join this coalition. The British and Americans are aware that Sweden has an embassy in Baghdad. It appears that at least the American, British, and some other national embassies have been taken over by the Iraqi military, and the civilians are being held captive. Sweden's embassy has so far been ignored. I, as Supreme Nordic Commander, cannot act on behalf of Sweden diplomatically. But I assume if an attempt is made to have them leave Iraq, the civilians and staff inside the Swedish embassy are likely to be detained or killed as this has been the case for virtually every other Western country.

"I believe that our best chance at success would be to at least coordinate with, if not directly working with, the Americans in British in an operation to liberate the civilians of embassies in Baghdad. Considering Baghdad's central location in Iraq, this will present some serious logistical issues. However, an international team of British, American, and NORSCOM members should be able to overcome these hurdles.

"There are a few things we need to decide upfront.

"First, is Sweden going to try to diplomatically contact Iraq to attempt evacuate their embassy peacefully? I understand that there are also Norwegian and possibly Danish civilians there, but this is ultimately up to the Swedish government seeing as its their embassy.

"Secondly, are we in favor of coordinating and planning a mission with the Americans and British to use our special forces in Baghdad? Again, I recommend that we do this. If we don't conduct our operations at the same time, whomever goes second will lose the element of surprise.

"Thirdly, we need to know what forces each of our countries can commit to this operation. Prime Minister Frost informed me that Norway is going to be a member of the Coalition, which means that Norway wont simply be going home after this operation is concluded. This means, of course, that the assets Norway sends will likely be larger in number and there for a longer duration of time.
I specifically need to know what special forces, and how many, each of you can send. I would also like to know exactly what navy vessels each country can commit."

Dan Jasper looked to the Norwegian Minister of Defense and nodded to him. "Let's start with Norway," Jasper said.
The Norwegian Minister of Defense provided the following information, in regards to the questions asked by Dan Jasper, as well as what forces Norway will commit.

1. Norway votes that NORSCOM coordinates and plans a special forces mission alongside the international coalition led by the Americans and British.

"We are willing to cooperate with the international coalition on a purely Special Forces orientated mission in the interest of ensuring logistical challenges are overcome as a result of such cooperation. Our priority, as you can expect, is to ensure the staff and civilians within the Swedish embassy secure safe passage away from Iraq rather than strategic deployment in the region, I must stress that at this stage the Swedish government has no interest in deploying to Iraq. Of course, we respect the Nordic Concordant and will pursue all and any requirements to ensure the safety and security of Nordic mainland and overseas territory."

Major General Karl Engelbrektson scratches his head before continuing...

"We will, once contingencies are in place, attempt diplomatic contact with Iraq to secure the Swedish embassy peacefully. I am hopeful that the lack of Swedish involvement in the ongoing tension thusfar will work in our favour however I'd be unhappy with a simple chartered civilian flight without some form of military support. I don't trust that luring them out the embassy will not see the actions towards the international coalition echoed against us. I want zero casualties."

"Denmark will not be deploying anymore forces at this moment in time, the budget set out by the Treasury Department needs to gather enough budgeting for the Ministry of Defence to deploy. Once our personnel are done in Spain, which they should be. They'll be recalled to Denmark"
