Elections have now concluded in Norway. Under the new constitution I am responsible for the Ministry of Foreign Affairs and the Ministry of Defense. Leif Holt was the Minister of Foreign Affairs in my temporary Royal Government, but has now been elected as Prime Minister which means that the Foreign Ministry is currently without a head. Prime Minister Holt and I have agreed that establishing diplomatic relations with the Kingdom of The Netherlands and other democratic nations in Europe is going to be an important first step of Norway's national agenda. I would like to invite you and your Prime Minister to Oslo for diplomatic proceedings with myself and Prime Minister Holt. If it isn't a conflict of interest, I would also like to invite the President of The European Treaty Organization, because the Kingdom of Norway has some interest in joining the ETO. I understand that your government must be busy at the moment, especially after the recent heatwave. If only you or only the Prime Minister can attend, I would not be offended, but I do hope you both can make it.

The Office of The Crown of Norway made contact with the Office of The Crown of The Netherlands. Arrangements were made for King Willem-Alexander and the President of the European Treaty Organization to arrive in Oslo on the fourth of July. Officially, King Enoch and Prime Minister Holt would be meeting with King Willem-Alexander and the President of the ETO, however there was a possibility that the Minister of Defense and the Queen may also make an appearance. Measures of security were raised in Oslo. The Guard Battle Group of the King's Guard would be on standby throughout the international visit, as well as three companies from the Home Guard Rapid Reaction Force. Also, the Office of The Crown did its best to find out what King Willem-Alexander liked to eat.

Since the Royal Air Force did not have trained pilots yet, an escort could not be provided for the King's aircraft once he entered Norwegian airspace. However, soldiers from the King's Guard did honor the King as he and the President of the ETO departed his aircraft. At the airport, dozens of journalists and spectators watched the Dutch leaders from a safe distance. From Oslo's international airport, government vehicles brought the King, the President, and any other staff to the Royal Palace in Oslo. Before long, King Enoch and King Willem-Alexander were face-to-face in an elegant room within the palace. Enoch was in his mid-twenties and was unusually tall. Like most other Norwegians, he had blonde hair and blue colored eyes. Prime Minister Holt was an older gentlemen. The PM's new suit sort of looked out of place on him. In truth, the man was a scientist and a professor, not a professional politician. But in Enoch and the Storting's opinion, he was the leader that Norway needed at the moment.

Enoch offered to shake King Willem-Alexander's hand. "Your Majesty, the Prime Minister and I were happy to hear that you and the President were able to make it to today's meeting."

Enoch then shook the President's hand as well, "I hope our conversations are productive today, Mister President."

He gestured to the PM who looked like both a friendly and determined older man. "This is Prime Minister Leif Holt."

After everyone greeted each other, Enoch offered everyone to take a seat. Everyone was offered refreshments, and they were informed that an afternoon meal would be served soon.

"Thank you again for coming. I didn't plan on talking about this, but I imagine that you're both aware of what's going on in Canada. It seems like the Canadians are just sitting on their hands while they country is being taken over by radicals. Is there any word if the Americans or the British will be getting involved?"

It looked like Prime Minister Holt wasn't pleased that Enoch started off their diplomatic talks with such casual conversation about international politics, but he tried to keep his displeasure to himself. Enoch still had much to learn.

A Royal Netherlands Air Force Airbus ACJ319Neo would take off from Eindhoven Airbase carrying the Dutch delegation including the King and Queen, President of the ETO various aides and advisers as well as 10 members of the Royal Netherlands Guards Koningsgarde. 2 fully fueled and fully armed, F-16C/D Fighting Falcon squawking IFF from 312 Squadron not currently being upgraded by First Choice International would escort the government aircraft over Dutch and international airspace before turning back before without breaching Norwegian air space.

The ACJ319Neo would continue on and smoothly land at Oslo Airport. The pilots would follow instructions from the tower and part at the assigned stand. The Koningsgarde would be first off the plane as they secured the area before the King walked down from the steps and inspected the Norwegian honour guard. The delegation would take their places in the convoy.

Being led into an elegant room in the palace, both Willem-Alexander and van Vreeswijk would greet their political counterparts. "Please, call me Willem, or William if that is easier I think calling each other Majesty is going to get tiring" he said with a smile. "A pleasure to meet you Prime Minister" he said while shaking his hand. President Thomas van Vreeswijk would introduce himself to the pair and shake the men's hands. They would both take their places after having requested for a glass of water.

"Yes, I'm certain we have both heard of the Canadian situation and are following it closely. At this time I cannot comment on any operational details being considered by our allies. I'm sorry, though I'm certain you understand."

Enoch put up his hands and nodded, "Yes of course. I understand. I..." He looked like he was a bit unsure in what he was going to say for a few moments. The Prime Minister decided not to say anything, because he himself was curious to see if the King would sink or float.

"I bring it up because we have some sensitive information. I don't feel comfortable getting Norway involved in this situation, but I don't think it would be right for us to keep this information to ourselves." The King nodded to Leif who pulled out an envelope that had "TOP SECRET" written across it in red letters. Leif handed it to the King, who slid it over to King Willem. Before Enoch began talking, he made sure the only people in the room were the Kings, the President, and Prime Minister Holt.

"The United States is an ally of The Netherlands, which is why I thought it would be fitting to share this with you. Hopefully your government can pass it along to the CIA as quickly as possible, seeing as it's time-sensitive. You are free to read the contents of the report for yourself, but the synopsis is that the Chinese government is not funding, but literally arming the communist faction in Canada. They have delivered weapons into Canada among the chaos, weapons which have been used in the war. And now we intercepted a Chinese communication to the legitimate Canadian government to send in Chinese special forces to reinforce their embassies and diplomatic missions in Canada."

Enoch stopped talking as one of the house staff walked in and laid out a platter of cheeses for the men, and poured them each a glass of King Willem's favorite wine - this information was hopefully obtained from the Office of The Crown of The Netherlands. Once the butler-like figure left, Enoch continued.

"I don't know about you, but the Chinese deploying special forces throughout Canada in the midst of a civil war in which they are aggressively arming one side is incredibly worrisome. These special forces could be used to help the rebels, they could start fighting some kind of guerilla warfare against the Canadian government or American military if they get involved... I felt that we had an obligation to share this information with the Americans, or one of their allies. The Chinese government arming Canadian rebels should be dangerous enough, but the extra layer of wanting to send in their special forces makes it feel like there may be a bigger plan."

Next, Prime Minister Holt Jumped in. "King Enoch wanted to inform the Canadians directly, but I advised against it. If their government fell, then there's a good chance that it could be traced back to us." The older man checked his gold watch and then looked back up at the Dutch King.

"This isn't the only reason we asked you here, Your Majesty," Leif said to the King. "We do want to establish diplomatic relations, but the King and I agree that this is of the most immediate importance. If you want to take a moment to pass this along to your staff so they can relay it to your intelligence agencies or military, we wouldn't be offended. I don't think lunch will be ready for another fifteen minutes."

Enoch seemed supportive of the Prime Minister's comments, "Yes, and we'll have tea afterwards as well. Did we choose the right country to pass this along to, Willem? You are now the arbiter of some sensitive information."

The President of the European Treaty Organisation would rise from his chair, "Excuse me gentlemen, I'll leave the room while you continue this discussion. I am a representative of a economic and political union and certainly not military. Since I do not represent the government of the Netherlands I will either expect this document to come from them if they see the ETO should be made aware of these developments." He swiftly left the room for the men to continue.

The King would wait for the President to have left the room before speaking "This is troubling news, the Netherlands suffered a civil war only four years ago, we know what suffering it brings. The fact that nations are attempting to exploit the situation so close to the border of one of our most important allies is worrisome. I would like to have this information forwarded to the office of the Dutch Ambassador to ISAF on a secure channel as soon as possible, if you permit. I'm certain that ISAF will take suitable action to counter this threat."

"I welcome the talk for diplomacy, but the Canadian situation does take precident at this moment. I'll be pleased to reconvene in fifteen minutes."

Enoch stood up, as did Prime Minister Holt. "Yes, I understand. Please, follow me Willem. You may use the phone in my office. My private line is encrypted, secure, and isn't even monitored by Norwegian intelligence. Prime Minister, if you would please accompany the President I would appreciate it. I wouldn't want us to be rude to our guest." Leif nodded, and stepped outside. What Enoch said was true. The private line in his office was encrypted, secure, and it was monitored by no one, not even Norwegian intelligence.

If Willem was alright with using Enoch's private line, then he guided him to his office. There was a landline on Enoch's desk, but he ignored it and picked up an older looking phone from underneath. It was rotary and looked to be from the mid 19th century. "I'll leave you alone to make the call. If you want the documents we gave you sent to the Dutch embassy here in Oslo so they can be copied and sent off, we can arrange a car as well for some of your staff."

"Thank you for being so accomodating," Willem said to Enoch as he privately contacted the Dutch office inside the ISAF headquarters, as well as having the document privately encrypted to the office as well from the Dutch embassy in Oslo.

"Now that we have completed this, rather unerving business, I hope we can continue to the real talks we came to discuss. Greater cooperation between the Netherlands and Norway and of course Norway and the European Treaty Organisation."

Enoch led King Willem back to the meeting room where he, Enoch, Prime Minister Holt, and the President of the ETO were reunited. Waiting for them were freshly made club sandwiches with some pretty fantastic and inspired ingredients. Enoch sipped from his glass of water and turned his attention to the President of the ETO.

"Mister President, thank you again for coming today. I know that joining the European Treaty Organization is a process and wont happen over night - not to mention that Parliament and the people would need to support it - however I wanted to inquire about some of the finer details of joining. The Prime Minister and I find the idea of Norway joining the ETO to be an exciting possibility. However, there are some reservations that I believe Parliament will have. I think Prime Minister Holt can articulate those best..."

Prime Minister Holt was about to take a bit of his club sandwich, and sadly put it back down. "Yes, thank you Your Majesty. Mister President as I'm sure you know, Norway has established itself to have a successful welfare system and stable economy. The largest reservation which both the government and the opposition would have would be having open borders with any other countries, or allowing foreign citizens to work and live in Norway in any permanent way. I think the status of our membership in the short-lived European Union exemplifies that, I think. Would it be possible in any way for Norway to join with an exemption to this clause?"

"Your Majesty, I am truly pleased to hear about the Norwegian interest in joining the organisation. Your addition would be a major boost to the European Treaty Organisation, with you bringing many of the desired values and traits we seek."

Directing his attention now to the Prime Minister he continued "The European Treaty Organisation was set up to bring peace to our continent and once again let our people flourish, we have seen too much wars and too much blood lost in the short span of a decade that something must be done. The ETO embodies the values we hold dear, Liberty, Justice, Equality. If we look back at the history of not just Europe but the world, we started off by uniting as tribes, then continuing to unite as towns and cities, counties and duchies, kingdoms and republics. The European Treaty Organisation is the next step, to see Europe unite and work together as a continent."

"This is why I cannot allow such an exemption, because it is time for our people to properly know each other. Dutch living and working in Britain, Britons in Norway and Norwegians in the Netherlands. By offering a simpler means to explore and live all over Europe, allowing our cultures to mix and evolve."

"If you fear mass-migration, I assure you there is nothing to fear. By uniting our people, our economy will only prosper, and the ETO will be there to always assist Norway. I do truly hope this hurdle won't stop your ascension, as I dream to one day see Norway as our organisation's representative on the international stage."

The Prime Minister heavily considered taking a bite of his sandwich, but decided to be polite and continue to listen.

"I understand, Mister President. I admire your determination and unwavering ambition. I think that what you are talking about is a utopian idea, but I'm not the kind of man to outright dismiss the possibility of anything. I have spoken with the President of the Storting, who has assured me that these or other allowances would need to be made for Norway to join the ETO. I will try harder in the coming weeks to see if there are any parts of the parliament that could possibly sway, but my party's own position on such matters is fairly clear. I will keep you in the loop if there are any changes or developments regarding this situation."

Enoch seemed disappointed, but after technically overthrowing the government he wasn't interested in becoming involved in party-politics or really anything to do with the Storting that wasn't ceremonial (and even then, it was usually a drag). It was quite apparent that of the two, Enoch was the one who was more interested in the ETO.

"As the Prime Minister will try again to see if our admission into the ETO could somehow be possible, I hope that you, Mister President, can check with your colleagues and see if there are any compromises that can be made to let us in. But if it proves to be impossible, I'm sure we'll all understand."

"I must say, that I would be more than willing to address the Storting to answer any questions regarding reservations that any Members of Parliament may have. Once again, we would see the addition of Norway to the organisation as one of the greatest achievements, as we see the Norwegian people as a progressive people, able to bring their values to the organisation."

"I just don't see splitting the organisation in multiple sections, each with their own rules, as a sustainable way to keep the organisation efficient. "

Prime Minister Leif Holt thought it over for a moment, it looked like he was on the fence, so Enoch chimed in. "I don't think much of substance is being debate today. If the two of you walk over to the Storting now, I imagine you'll make it before lunch is over. There, you might have an opportunity to talk to the President of the Storting. I'm sure he and the parliament will be happy to hear from you, Mister President. Don't give your hopes up, but if you would like to make an appeal directly to our legislature, I will by no means stop you. That's up to Mister Holt and the President."

Leif ran his fingers through his peppered hair and nodded. "Yes, Mister President, I think that can do." He turned his attention to King Willem, "Your Majesty, if you don't mind, the President and I can head over to the Storting where he can make his speech. I imagine your majesties still have military and diplomatic issues to discuss."

If King Willem was alright with this arrangement, then Leif led the President outside of the Palace. With a limited amount of security, they would have a pleasant walk to the Storting building which was not too many city blocks away from the Palace. In fact, there was a straight road that physically linked the monarchy and parliament together, called "Karl Johans Gate." Once inside the Storting, Leif and the ETO President easily found the President of the Storting walking down one of the halls. He seemed to be very welcoming to the international representative addressing parliament.

It was now just Enoch and Willem alone in the room now. "I'm working hard right now to rebuild Norway's armed forces. As it stands, we do not have an air force and we only just finished construction on two frigates. While I don't expect Norway as a military powerhouse in the future, I can see her as a notable power here in Europe which is capable of defending herself. Do you think there's any possibility that our armed forces and intelligence agencies can cooperate in the future?"

The President would be taken aback for a moment as he realised what the King had tasked him with, addressing the representatives of the Norwegian people. He realised that his words would determine the course of Norway's future, either as a member of the European Treaty Organisation or not. He replied politely "It would be an honour to address your nations representatives, your Majesty." President van Vreeswijk followed the Prime Minister as he led the way to the Storting.

"If you request, I can always get you a direct line with the Dutch military command if you would like a temporary deployment of Dutch forces to assist with the defence of your national sovereignty while you rebuild your nations armed forces. A De Zeven-Provinciën-class could be deployed or a squadron of F-16 Vipers," the King responded

"I would think it is more than possible to cooperate, we see Norway as an important partner, not only diplomatically but militarily as well. Could you expand more on the topic of cooperation? Are you referring to exercises, joint-operations, intelligence sharing?"

Enoch probably hadn't taken into account that proper speech-writing and presenting an organization in a positive light would take time to prepare. That, or maybe he figured that if the European Treaty Organization does have the noticeable amount of benefits that President van Vreeswijk claimed it did, it shouldn't be hard for him to present them to the Storting. Regardless, Leif chose for the President and him to walk to the Storting, perhaps to give him 10 or 15 minutes to collect his thoughts before he started the speech. A security detail followed behind them, and it was safe to assume that there were others ahead of them, though the President wasn't able to see them. While Leif wasn't an advocate of the ETO, or of Norway joining it, he wasn't necessarily dead-set against it. Like most Norwegians, Norwegian sovereignty was to be taken very seriously. In the opinion of many, Norway's progressive economic system was for the Norwegian people, not for hoards of foreigners who could flock to Norway to work and benefit from the generous welfare programs that the state had. Though, President van Vreeswijk had on his side the fact that only Britain and The Netherlands - two wealthy Western European states - were currently in the ETO.

"You'll be fine, Mister President," Leif said. His black suit and tie were indicative of his conservative nature. His silver hair was neatly combed, and his hands were shoved into his pockets. "You'll be the first outsider to address the Storting since The Troubles. The Storting will be assembled, you'll be announced and the President will invite you inside to address us. After you give your speech, you'll remain standing and the President will recognize anyone with questions to ask them to you. It's really up to his discretion as to how many he allows to be asked, assuming there are questions. Please feel free to say whatever you want about myself or Norway or the ETO. But the bit of advise I would give you is to avoid discussing the opinions of preferences of the King."

Under the new constitution, the Crown had direct control over the Ministry of Defense and the Ministry of Foreign Affairs, and is responsible for guiding the actions of both. While Enoch was free to have his own preferences and opinions - unlike most other constitutional monarchs - it was still important to avoid pointing them out unless absolutely necessary. The August walk was pleasant and uneventful. Leif's black-brimmed hat and dark suit did well at disguising him, and most Norwegians weren't aware that the ETO had a President or what his name was. Once they were inside the Storting Building, Leif guiding the President down one of the halls to the chamber when they ran into the President of the Storting, William Volden.

Volden was older than Leif, who was also an older man. He was a bit heavier than a normal man his size, but not too much. He had on a pair of thick spectacles and he walked with a determined swagger. It seemed like he had a lot on his mind and that he kept himself busy. Leif caught his attention and stopped him in the hallway. William extended his hand to Leif and they shook, "I didn't expect you back today, Prime Minister. Who is your friend?"

Leif gestured towards the Dutchman. "This is President van Vreeswijk of the European Treaty Organization. He believes that Norway would make a good candidate for the ETO, and he would like to address the Parliament and take some questions. Could that be arranged?"

President Volden checked his watch, "Yeah, that shouldn't be a problem. Lunch just ended so people are streaming back in. We had just finished debate on fishing quotas. President van Vreeswijk, I'm William Volden, President of the Storting. It's very nice to meet you." He patted him on the back, "I'm looking forward to the speech, I imagine this is by far the most interesting thing we'll hear today. Maybe legislation will even come out of your remarks."

The Prime Minister left van Vreeswijk in the hands of President Volden who wrote down his full name and a few other credentials. He explained the process of how he would enter the chamber, and probably comforted him by explaining that he'll be guided inside. Just as he said it, it happened. Ten or so minutes later, after a few procedural matters were cleared up, a man outside of the chambers knocked on the door and requested entry for van Vreeswijk. The President admitted him, and the members cheered and stomped their feet in what could only be described as an almost soothing rhythm, since clapping was forbidden. This went on for ten or so seconds after van Vreeswijk made it to the podium. Then, the President recognized him to speak, and let him begin his remarks.

Enoch's gold Masonic ring shimmered in the natural lighting of the room as he lightly tapped his fingers on the wooden table they were sitting around. "A squadron of F-16s, who perhaps scramble once a week at some random time to remind everyone that we do have air protection, would be very comforting. Our pilots wont be ready until September (OOC: they will be completed October 10, 2018). Could you base a squadron here, and in return the Norwegian government will reimburse The Netherlands for $50,000,000, or whatever amount seems reasonable to you?"

"I would like us to have joint military exercises in the future when our armed forces are more capable, but for now I think joint intelligence sharing would be most beneficial. The recent cyber incidents and the events ongoing in Canada have really scared a lot of people around here."

"I was not expecting that when I would be traveling to Oslo, to meet with his Majesty and the Prime Minister, I would also be standing before the democratically chosen representatives of the Norwegian people. But I relish the chance to make my plea to the Norwegian people directly. I am here today to make my stand for Norwegian membership to the European Treaty Organisation.

"In all honesty, Norway doesn't need the European Treaty Organisation, you have a robust welfare system, a flourishing economy and a stong sense of justice. Which is exactly why the European Treaty Organisation needs Norway. This organisation needs your candor...your incorruptibility....your ambition, we need Norway to improve ourselves and reach the goals we were set up for: peace on our continent, prosperity for our people, cooperation between our nations."

"The other members states, namely the Netherlands and the United Kingdom, share your morals and values. Your ascension would likely be a stepping stone to improved relations and cooperation between their nation and your own."

"This is why I hope that Norway will rise to its rightful place on a global level, but not forget the good it can do for Europe. The European Treaty Organisation is new, it is small and it has its growing pains. But none that cannot be overcome by the consolidated power of our people working together for a brighter future. I have many plans for the organisation, but none I cannot complete without your help. When you go home today, please give my plea some thought, weigh the pros and cons and when the time comes, make your honest opinion known wheter to vote in favour or against joining the European Treaty Organisation."

"I would like to thank you all once again for giving me the opportunity to speak to you today."

To say that the President's speech was well-received would be an understatement. No one in the chamber expected such an honest and direct speech. Many of them, especially those among the government, were suddenly filled with the yearning to make Europe a better and more powerful place. This included Prime Minister Holt, who himself was afraid that the President's speech would be stale and bureaucratic, but ended up being pleasantly surprised. Throughout the speech, various MPs throughout the Chamber cheered or otherwise verbally signaled their support, especially when the President complimented Norway's institutions and effectively made the point that Norway had the rare ability to make the continent a better place. After humbly ending his speech, most of the Storting were stomping their feet, banging their fists on their desks, or outright cheering "Here here!"

President Volden let the cheering go on for ten or so seconds before he started trying to regain order. He briefly made eye contact with van Vreeswijk and nodded to him. He thought that, for the ETO's cause, it would be best if things ended on a high note, so there would be no questions. The chamber continued to make noise for the ETO President until he was escorted outside again. Prime Minister Holt excused himself from the chamber ten minutes after and privately congratulated van Vreeswijk.

"I didn't think it would go that well - you did a very good job, Mister President. I have to get back in there, but I am positive that the Storting would approve our entrance to the ETO if His Majesty signed off on a treaty. I called a car around to come pick you so you can bring this news to the King, if you wish."

The President nodded as he received the standing ovation from the members of the Storting, pleased that he made a significant impact to the opinion of the Norwegian MPs of his beloved organisation. He followed his escort outside and patiently waited for the Prime Minister.

"Thank you, I too was surprised at the excitement of your Members of Parliament. If I don't see you again, I would like to say it was an honour meeting you" the President said just before he stepped into the car to take him back to the diplomatic meeting between the Kings.

The President was brought back to the Palace to rejoin the kings. Enoch was still sitting with the King as they both enjoyed lunch.

"I'll let Minister Ingvar," the Norwegian Defense Minister, "know who to contact if he still agrees with me. In the meantime, I would like to gather your opinion on some of the other nations here in Europe. Does your government have any formal relations with Italy or Germany beyond recognition? We've yet to have any major contact with them, but I'd like to be able to hear if you have any opinion about their governments, and if they're worth working with on more complex issues?"

When the President walked in, Enoch clapped is hands together and asked, "How did your speech go, Mister President? Something I wanted to bring up to you about the ETO which I forgot - I think part of the guidance which Norway can bring to Europe is our national mindset for the environment and the things we would like to do to make Europe a greener continent. Do you think there's a place for us to bring these initiatives forward in the ETO?"
