This was a private letter written by Enoch, enclosed in an envelope, and enclosed by the wax seal of the Crown. It was personally delivered from the desk of the King by two Royal Police Officers. They brought it immediately via car from the Royal Palace to the Dutch Embassy, being sure to directly hand it to the ambassador herself.

Ambassador Stella Penders would open the letter, carefully reading the contents of the message, before messaging the Ministry of Foreign Affairs of the summoning.

She would set off to the Royal Palace, being chauffeured by a single unarmed Diplomatic Security Service Agent. Upon arriving at the palace she would show her diplomatic ID to the security detachment and hoping they could send her in the right direction to whom she needed to speak with.

The Ambassador was greeted outside of the Royal Palace by a few officials from the Ministry of Foreign Affairs. They escorted her and her security deep into the Royal Palace. Finally, they arrived at a meeting room that was behind two large, old doors. They opened it, and the ambassador was allowed inside. The doors were then promptly closed behind her. Seated at a large meeting table were all of Enoch's Ministers, Prime Minister Holt, and King Enoch who was seated at the head of the table. The Ambassador, who likely had an intimate knowledge of Norwegian culture and politics, was probably able to tell that she had just walked into a Council-of-State meeting. These were weekly meetings mandated by the Norwegian constitution since the formation of the introduction of democracy in Norway, and were of course private. They appeared to be having a discussion in Norwegian, but whatever was being discussed ended when the Ambassador walked in. Enoch stood up, which prompted everyone else around the table to do so as well.

"Ms. Penders, thank you for coming on such short notice," Enoch said, impressed with her height. "I apologize for the briefness of my note, I wanted you to make it while our meeting was still going on... Dr. Holt?"

Leif Holt, Prime Minister of Norway, straightened his bowtie and adjusted his glasses. "Hello Ambassador. The Council-of-State, which includes the personal recommendation of myself and the Minister of Foreign Affairs, has put forth our case to His Majesty that the Kingdom of Norway and the Kingdom of The Netherlands should formalize their alliance. His Majesty has agreed with us..." Dr. Holt picked up a stapled pack of papers and brought it over to the ambassador.

"We are proposing an alliance between Norway and The Netherlands," Dr. Holt continued. "Could you please present this rough draft to your government, and inform the Minister-President? We welcome any edits they may propose, if your government is interested in such a treaty that is..."

TTREATY OF ALLIANCE
The Kingdom of Norway & The Kingdom of The Netherlands



Article 1
Declaration of Alliance

1. The Kingdom of Norway and the Kingdom of The Netherlands hereby mutually declare a state of alliance between their sovereign states.
2. In the spirit of their alliance, both nations agree to conduct all diplomacy with each other cordially and respect each other publicly on the international stage.
3. In the spirit of their alliance, both nations agree to support each other in and defend one another.




Article 2
Mutual Defense

1. An attack on The Netherlands shall be considered an attack on Norway, just as an attack on Norway shall be considered an attack on The Netherlands, regardless of who the actor is.
2. Both nations are expected to come to the swift defense of each other, without hesitation, and be willing to use armed forces if necessary to carry out the defense.
3. Neither nation will conspire against the other be it politically, economically, or by means of physical force.
4. When fighting at war together, both nations will provide safe passage through their air space and waters for allied troops and supplies.
5. Neither nation will embargo or sanction the other.
6. Both nations will provide an area to build a military base capable of landing aircraft, providing safe harbor to military vessels, and housing troops. Both nations can put restrictions on the use of these facilities, which should primarily exist for purposes of mutual defense and projection of power of the alliance.




Article 3
Intelligence Cooperation

1. Both nations will share "secret" intelligence with each other if it involves the other.
2. Neither nation will keep credible evidence of an evident attack secret from the other.
3. Neither nation will conduct espionage on the government, diplomatic corps, military, special services, or citizenry of each other.




Article 3
Withdraw

1. Either nation my declare intentions to withdraw from this treaty. Such a declaration requires a twenty-four hour notice given to the ambassador of the other nation.

The ambassador would be momentarily taken aback as she walked into the Council-of-State meeting. She would quickly bow to honour the presence of the Norwegian Monarch, greeting the leaders in Norwegian, "Your Majesty, Prime Minister." She would remain in her place as the Monarch explained the reasoning for her summoning.

"I will ensure this is delivered to my government. I can say that the Netherlands is honoured by the proposition." After receiving the draft and if there was nothing more to discuss, the ambassador would excuse herself in order to return to the embassy in order to send an encrypted and secure fax to the Ministry of Foreign Affairs.

After a few hours the ambassador would be informed of a reply, the Ministry of Foreign Affairs having made certain changes to both wording and details of the document. The ambassador would have a political attaché deliver the new draft to the Norwegian Royal Palace for them to review.

The new draft was reviewed and, after some consideration, the Ministry of Foreign Affairs decided to dispatch Foreign Minister Jakob Vinter to better negotiate the treaty in person with the Dutch. After informing the Dutch of his intentions, he and a team from the diplomatic corps in the Ministry of Foreign Affairs flew to The Netherlands on a private chartered aircraft. With them were a small security team of special agents from Kripos, for protection.

The Norwegian delegation would be welcomed to the Netherlands by a junior foreign affairs staffer would would help them pass through security at Rotterdam The Hague Airport. The Royal Netherlands Marechaussee would check the diplomatic passports of the group and register any and all weapons carried by the Norwegian security team.

An escort would be provided by the National Police from the airport the the Ministry of Internal Affairs & Kingdom Relations. Minister Eveline Mas would be waiting to greet the Norwegian, "Minister Vinter, a pleasure to be meeting you today. I am Eveline Mas, Minister of Internal Affairs. Due to the Foreign Minister currently being preoccupied I'll be heading the Dutch delegation."

She would escort the delegation to a prepared conference room which would have various refreshments, at the back of the room both the Dutch and Norwegian flags stood in either corner. The conference room would be secured to ensure the meeting could proceed privately. "Now, what is it you wished to discuss Minister?"

Minister Vinter was very pleased by the exact efficiency of the escort provided by the police - he had no idea why he liked it so much, but it was very satisfying. Some of the Kripos special agents who had already been to The Netherlands allowed their weapons to be checked, some of them for the 4th of 5th time in their careers, no doubt.

"It's nice to meet you, Minister Mas. We are here today to negotiate the terms of our proposed Treaty of Alliance. While it has most of what we would like contained in side of it, we thought it was a bit barebones for such an important document. I came here, partially, to say that we would not be offended if your side felt the need to add significantly to it. In the spirit of frankness, I wonder if there's any sections that are currently left out, or any provisions that you think would be of great benefit to add?" Vinter said. Before he began talking, he of course made sure that the meeting was private and secure.
