Because there was no Norwegian ambassador to Canada, Norwegian Foreign Minister Jakob Vinter picked up the phone and made a secure call to his Canadian counterpart. He patiently waited for the Canadian leader to pick up the phone.

The phone call was terminated shortly after it began. The Foreign Minister went back to doing the work he had to do in his office.
