Operation Description:
The serbian government will send spies into the montenegrin government to expand the popularity of the PCY party or the Patriotic Coalition for Yugoslavia the goal of this is to get a pro-yugoslav puppet government in power in montenegro in the next election currently the PCY holds only 1 seat in government yet with careful planning and propaganda campaigns we can get the PCY in power by 2002

Goals:
Land approximately 5 spies in the montenegrin cities to expand the PCY population in montenegro

Get contact to fringe yugoslav parties to join the PCY

Win the 2002 Montenegrin election

"Convince" The new montenegrin state to reunite Yugoslavia
