With Serbia being pushed north of the Ibar by the KLA, it was decided that Operation Reprisal was "go."

Strategies were to be collated and put together (in secret) in order to deliver large shipments of military arms to militant separatist groups, across the world if possible. A list of groups to be armed included:

All Groups and Affiliates of the Irish Republican Army,
Euskadi Ta Askatasuna

Front Nacionala Liberacion de Provença
National Liberation Front of Corsica
