People's Prosecutor's Offices
The People’s Prosecutor’s Offices (PPO) are an independent judicial organ part of the Thai judiciary. The PPO’s role is to certify and employ public prosecutors. They represent the government or the community police to present a criminal charge against the defendant before the court. A public prosecutor typically has a detective partner from the local community police department. They are tasked with leading the investigation and evidence collection, normally with the presence of the defendant’s public defender and their legal assistant. The PPO’s motto is “To expose the truth,” which derives from the organization’s role to extract truth from the accused and crime scene so the court can arrive at a just resolution. Public prosecutors in Thailand are not educated or trained to seek a guilty verdict primarily, and they have a cooperative relationship with the Public Law Offices. The community police departments and the PPO maintain a neutral relationship because law enforcement is part of local executives, while the public prosecutors are servants of the judiciary. However, they enjoy consistent joint inter-organization activity despite the strict separation of power.
