I am Nur Misuari, President of the Philippine Office of Muslim Affairs. I am writing to you on behalf of the Federal Republic of the Philippines for the purpose of re-establishing ties with your country.

The relationship between Philippines and several of your predecessors has been a fluctuation of highs and lows. With the rise of the newly resotred Imperial State of Iran, the Philippines is again hopeful that our two countries will have a stronger and firmer bilateral relationship.

Philippines is a predominately Christian country, but we have a thriving Muslim population that coexists in harmony with all religion and ethnic races in the Philippines. I believe the new Imperial State of Iran shares the same values as ours.

Perhaps we can set a videocall between our 2 leaders to discuss things further. Of course, in your most convenient and available time.

The Imperial State of Iran and I would like to thank you for reaching out to Iran on behalf of the Federal Republic of the Philippines, as this begins to facilitate the process of reestablishing formal bilateral relations between the Philippines and Iran. It is the sincere hope of the Shah of Iran, that the reestablishment of the Imperial State of Iran will see bilateral relations between Iran and all of our foreign partners become significantly more stable than they were under the previous regime, as Iran seeks to become a moderating influence within the Middle East and the wider world community. A regional hegemon, more concerned with commerce and development, than the ridiculous policy of war followed by the previous regimes.

Therefore it goes without saying that the Imperial State of Iran is looking to increase our presence throughout the world, though of particular interest to Iran is the many emerging powers of East Asia. The Philippines most certainly being of particular interest to us, as your nation is growing at a rapid rate and it would seem that both of our nations products and services could be expected to sell well within our respective markets. For instance I am happy to say that the Imperial Iranian National Tanker Company has been so pleased with the three HHIC-Phil Very Large Crude Carriers and four Suezmax Crude-oil Tankers that has IINTC recently purchased from P.I.M.P.S, that IINTC wishes to make P.I.M.P.S their exclusive supplier of VLCC and Suezmax Crude-Oil Tankers going forward.

In addition, the tolerant and open acceptance and treatment of Filipino Muslims by the Federal Republic of the Philippines, allows the Imperial State of Iran to fully engage with the Phillipinnes without any threat of a public backlash. While the Imperial State of Iran is hoping that our desire to not only protect Iran's minority groups, but to also see to their populations continued healthy growth rates, will avoid any similar backslashes from the Philippines and/or the international community.

All told, the Imperial State of Iran is quite hopeful that the time and situation are right for our two nations to engage in full range of areas, from commerce, to diplomacy, and more long-term bilateral development plans.

At present His Imperial Highness Mohammad Reza Shah Pahlavi, Shahanshah of the Imperial State of Iran, Aʿlāhazrat, Homāyuni, Ŝāhanŝāh Āryāmehr, Bozorg Arteŝtārān, is available to take a video call from President Duterte whenever the President is free to open communications. Thank you for your prompt and earnest response. We indeed are happy to hear that the Imperial State of Iran, the neo-Persian Empire of the 21st century, would be in power. While several predecessors has committed grave mistakes in the past, as the saying goes... Past is past. While the world never forgets, but I believe the world can forgive. In the case of the Philippines, despite the high and lows. Iran really never had any grave issue nor your failed predecessor did any direct negative impact on my country. Hence, we don't have any qualms and hesitation re-establishing ties with your country. The Philippines can forgive and forget.

Our President and Prime Minister are still unavailable at this moment. I sincerely apologize for that. But rest assured, they will be calling your leader once they are finished with their current businesses. As a start, since we have established initial communication, while I don't have complete liberty to discuss high-level topics. I'd like to take this opportunity to rectify this...not so critical but still important issue.

The Kish Island of Iran is a famous destination of migrant Filipino workers/expats residing in the United Arab Emirates. Filipinos expats who renew visas in the UAE, especially in Dubai, would usually exit from Dubai and would transient in the nearest possible airport such as Kish Island for 1-3 days then they'll fly back to UAE to have their renewed visa stamped onto their passport; making the visa renewal process complete. However, there are instances that problem arises in UAE immigrant itself i.e. UAE companies or sponsors get themselves; hence affecting the renewal of visas of Filipino expats. There are many cases of this in the UAE. And as a result, unfortunately, Filipino expats get stuck at Kish Island.

There are more than 2,000 Filipinos stranded in Kish Island. Some are stuck there for almost a year already. With this said, I'd like to seek the help of the Iranian Ministry of Foreign Affairs on how to resolve this.

It goes without saying that the Imperial State of Iran, which promotes the concept of the modern Iranian state as a neo-Persian Empire, is very appreciative of the foreign policy of the Philippines regarding the Imperial State of Iran. The Imperial State feels that it is absolutely imperative that while our new regime begins to rectify the mistakes of past Iranian regimes, the world community begins to embrace Iran once again, as Iran is to important a nation within the region, from our culture, energy reserves, our geographic position, etc, to simply be ignored by the world community at large. I'm happy to say this isn't currently happening, as the great fear of the Imperial State of Iran is the international community rejecting our concept of a neo-Persian Empire due to the sins of the Ayatollahs, which would cause significant difficulties to our regime diplomatically, economically, and otherwise, and would in our opinion be a major policy mistake. So I'm quite hopeful that the Philippines policy regarding the Imperial State of Iran can serve as a roadmap to many of the other states of the world, especially those states within Asia.

The Shah looks forward to speaking with either the President or Prime Minister of the Philippines once either one of them is available to enter into high-level, wide-ranging discussions with the Shah, on a host of bilateral, commercial, economic, and international issues, which effect our two states.

Well it seems that you've come to the right place regarding your nations stranded expatriots, as I am more than happy to ensure that the Imperial Iranian Ministry of Foreign Affairs expends every effort to resolve this current issue. The easiest remedy of the current situation is for those migrant Filipino workers seeking continued employment within the Middle East to seek employment with several Iranian construction and land development firms, whom the Imperial State of Iran is contracting to develop Kish Island into a major destination for tourists within our region, as well as building a vibrant commercial district to rival Abu Dhabi or Dubai, which will also require the construction of a greatly expanded infrastructure network on Kish Island and across the surrounding region. So migrant Filipino workers will have no problem when it comes to acquiring well paid employment within the Imperial State of Iran, should they wish to remain within the Middle East. Should your migrants wish to return to the Philippines, we are happy to arrange for their travel back to the Philippines, in a show of good faith and the growing partnership between our two nations.

That said, with the scale of the infrastructure projects that are to be called for once the "White Revolution" is formalized, Iranian firms will be in need of far more skilled managers, equipment operators, and laborers, than our domestic labor pool can currently satisfy. So I'm not only hopeful that many of the Filipino workers on Kish Island will apply for employment with Iranian firms, I'm also very hopeful that Filipino migrant workers looking for work within the Middle East will choose Iran as their preferred host nation, as they'll receive competitive wages, significantly safer working conditions, much more comfortable lodgings, proper professional treatment from employers, and observed religious tolerance/freedom of worship, should they chose to work in Iran.

While your President and Prime Minister are occupied, in hopeful that we may also discuss several other issues of importance to Iran, such as air travel, while I would also like to present for later review by either the President or Prime Minister, the initial groundwork for a potential major deal between our two nations major national industries.

Thank you for your reply regarding our expats in Kish Island. To date, there 2,442 Filipinos stuck in Kish Island. We wish to have them all repatriated back to our country. We will be willing to send our commercial planes to facilitate the repatriation. We are also willing to pay for all the unpaid fees all our Filipino expats has incur while staying on Kish Island worth $122,100,000. All we need from your side is permission for our commercial planes to enter Kish Island Airport.

By the way, since we are talking about Kish Island, I'd like to clarify if Kish Island is still a Free Economic Zone under your new government? If yes, then I am confident that after we resolve this Filipino expat problem in Kish Island, our Department of Trade and Industry will be contacting your Iranian counterpart very soon as I believe that Kish Island will have an even bigger window of economic opportunity that will, as you said earlier, will rival UAE's Dubai and Abu Dhabi. I personally think it will also rival Kuwait, Doha (Qatar), and Manama (Bahrain) if other countries will invest in Kish Island.

We will await for your kindest consideration on our proposed repatriation solution.

Please you have no need to thank me for assisting in the repatriation of your nations expats who'd become stranded on Kish Island back to their homeland, as the Ministry of Foreign Affairs and I are only taking the correct humane action. The Imperial State of Iran does not approve of the treatment of guest workers by many of our Arab neighbors under their kafala system. Know that going forward, now that I have been made aware of this problem, Iran will do whatever we can to assist any Filipino guest workers who've either become become stranded on our territory, or are seeking refuge on our territory. The Imperial State of Iran strongly believes that the kafala system is unislamic, unjust, and cruel, as a nations guest workers should receive the customary hospitality of a guest within a host nation. It is my sincere hope that our Arab neighbors will abandon this primitive and barbaric system of near modern slavery very soon, as it's a blight on many of the development projects within the Persian Gulf Region.

Iran is happy to accommodate as many commercial airliners as necessary to repatriate your expats back to the Philippines as quickly as possible. It's also my hope that this can lead to a dialogue about expanding flights from our national airlines to destinations within our respective countries. Iran Air has recently invested over $13,000,000,000 in new Airbus airliners and billions more are planned to be invested into Iran Air, as the Imperial State of Iran views the modernization and expansion Iran Air's fleet of airliners and a dramatic increase in international routes flown by Iran Air, as the necessary first step in Iran's desire to promote dramatic economic growth, attract significant foreign investment, and supplant our Gulf State competitors as the premiere commercial, economic, and tourism destination within the Middle East. With that being said, the Imperial State of Iran would like to encourage Philippine airlines to increase the routes their flying to destinations within Iran.

As for the unpaid fees accumulated by Filipino expats, the Imperial State of Iran would like to thank the Philippines for covering these unpaid fees. As a token of our appreciation for this gesture, instead of a simple transfer of funds, Iran is happy to have the funds credited to our pending order for additional commercial vessels built by P.I.M.P.S. for IINTC.

The Imperial State of Iran is continuing the Free Economic Zone on Kish Island and we are soon to announce additional pro-business policies on Kish Island, which will also be expanded to several other Iranian islands and seaports. We are very pleased that the Philippines has shown such an interest regarding our Free Economic Zone on Kish Island and the Royal Court would like to extend an early invitation to your Secretary of the Department of Trade and Industry, Ramon Lopez, to attend the Tehran International Economic Forum, where Iran's newly expanded pro-business policies regarding Kish Island and elsewhere across Iran will be announced. Once Secretary Lopez gets in touch with me, I'll have the Royal Court provide Secretary Lopez with all the details regarding the Tehran International Economic Forum. Also please inform Secretary Lopez that all Filipino government officials and business leaders are welcome to attend the Tehran International Economic Forum, which will be publicly announced to the world tomorrow. It's our hope that through our continued bilateral dialogue and multilateral engagement at the Tehran International Economic Forum, will build a strong, mutually beneficial partnership between our two nations, which will benefit both of our people's.
