Dear Minister van Kan,

I am writing to you for the purpose of exercising the Extradition Treaty signed between The Federal Republic of the Philippines and The Kingdom of Netherlands.

As you may already know Mr. Jose Maria "Joma" Sison, the leader/founder of the already inexistent Communist terrorist-bandit organization New People's Army, who is one of the most wanted criminal in my country, is still enjoying his so-called asylum in Netherlands - in Utrecht to be more precise.

As per the agreement prior to the signing of the Extradition Treaty; we beseech the cooperation of the Dutch government in arresting and turning over of Mr. Sison back to the Philippines. In return Philippines will reassure to Netherlands that Mr. Sison will not receive the death penalty if convicted to all criminal charges against him.

Attached herewith are all the evidences (photos, forensic reports/medico-legal reports/testaments from survivors/NBI reports/police reports) against him, all of which are validated and certified by our Department of Justice as well as our Supreme Court:

As per the Netherlands-Philippines Extradition Treaty, it is part of the procedure to:
1. An as accurate a description as possible of the person sought, together with any other information which would help to establish his identity, nationality, and residence.
2. A statement of the facts of the offence for which extradition is requested; and the text, if any, of the law defining that offence; and prescribing the maximum punishment for that offence.

Specifically I am seeking more details about Jose Maria Sison and the Philippine punishment, set by law, for his offences.

Would you please take note and return to me the requested details needed to formulate a dossier to be sent to the judiciary to be reviewed for the possibility of an arrest warrant.

Maximum punishment: supposed to be death by hanging but will be downgraded to reclusion perpetua as per Philippine-Netherlands Extradition Treaty

c.) Violation of Article 248 of the Federal Republic of the Philippines R.A. 3815 (Revised Penal Code) for mastermind of the assassination of masterminding of the assassination of Hector Mabilangan (former NPA officer)
