Minister Dubois,

Bonjour. I hope this message finds you well and the complexities of wartime have not effect you nor your family much.

I am writing you today to inquire as to the steps you wish the Polish contingent on New Caledonia to take during your war with Canada. As of the current moment, Polish forces have assumed a defensive posture around the island to limit any acts of war by Canada or opportunistic strikes by other foreign nations on the New Caledonia territory. The Australian government has recently reached out to my office in an effort to get our forces to stand down and allow Australian military and other government agencies access to the island so that they may assume the humanitarian operations on the ground. We have denied them access to the islands currently in an effort to prevent the same thing that Thailand attempted some time ago with the planting of their flag and attempted annexation of the region. They stated they would be operating under the South Pacific Forum which they have not been publicly apart of for several of the administrations. We will maintain our protective circuit around the region and prevent foreign intervention until we hear back from your government regarding the situation.

Your Excellency,

Thank you for reaching out to my Office. Due to the nature of some of the things that will be mentioned in this message I request you classify this and further communications as Secret or higher or the Polish equivalent of these.

The Empire of France continues to admire and appreciate the Polish commitment to the security of New Caledonia. While this Government was planning to request your forces to withdraw from these territories and a permanent French military presence to return, the unprovoked declaration of war by Canada has caused a strategic re-evaluation. Considering this re-evaluation we would like to request Polish forces to remain on New Caledonia a while longer primarily to act as a deterrent and secondarily to continue its anti-insurgency activities. The French government will resume exclusive humanitarian operations and is intending to instruct the French Navy to deploy a Horizon Class Air-Defence Destroyer, the French Air Force to deploy a squadron of Mirage 2000s, and the French Army to deploy an Infantry Brigade (5,500 soldiers, and sufficient support units and assets). These forces are intended to be in the region permanently for the defence of New Caledonia and other Indian Ocean territories of the Empire. However, as the insurgent activities remain to some extent and that despite their commitment we doubt Canadian sincerity about not expanding the war beyond the Americas if they feel they are losing, we believe Polish forces are essential to the protection of New Caledonia against any threat foreign or domestic. To avoid a level of chaos that could endanger our subjects, we will however not allow any other nation's forces beyond those already stationed on New Caledonia. This includes regional powers such as Australia.

Regarding the governance of New Caledonia, despite the war in the West the Empress has not lost sight of the needs of the rest of her Empire. in an effort that has already been going on for some time she is planning to very soon establish the Principality of New Caledonia. This will act as an autonomous territory within the Empire of France with its own government, Parliament, and courts, but for foreign and military affairs will remain dependent on the Empire of France. A suitable candidate has been found to assume the title of Princess of New Caledonia. Both of these changes will be announced in the upcoming days and elections are provisionally planned for March 2004. We request that Poland will assume leadership on anti-insurgent and external defensive efforts, while we appreciate our Thai friends we recognize that there can only be one captain on the ship. In line with Caledonian autonomy, however, we must insist that any military operation on the island is done in consultation with and permission from the new government. In these efforts command of French Armed Forces in the region will also be deferred to the Polish commander on New Caledonia.
