To the Esteemed Members of the Global Assembly,

The Kingdom of Poland submits this letter with the utmost gravity and concern regarding the escalating crisis in Catalonia following the events that unfolded in the early hours of August 1, 2006.

At approximately 02:43 AM CET, coordinated elements of an armed separatist movement known as the Free Catalan Assembly, led by former officer Júlia Riera, initiated a full-scale seizure of governmental institutions in Barcelona, including the Palau de la Generalitat. Operation “Albatross” has resulted in the effective occupation of critical state infrastructure in Barcelona and other key locations. The insurgents have proclaimed a unilateral separation from the Kingdom of Spain and established a Transitional Council of the Catalan Republic, publicly calling for international recognition.


The Spanish government, currently in emergency session in Madrid, has responded by initiating military containment operations, including border closures, communication blackouts, and the deployment of national security forces. Civilian casualties have already been reported. Social media footage depicts scenes of panic, disarray, and mass mobilization in urban centers. The specter of full-scale urban warfare looms.


In accordance with the founding principles of the Global Assembly—to protect civilian lives, uphold international peace and security, and provide stabilization in the face of emerging internal conflicts—the Kingdom of Poland respectfully urges the Assembly to take immediate action by authorizing the deployment of Global Assembly Peacekeepers to Catalonia with the following objectives:


  1. Protection of Civilian Life: To shield non-combatants from armed confrontations and prevent the escalation of violence in residential zones.
  2. Stabilization of Key Infrastructure: To safeguard hospitals, humanitarian corridors, and communication lines essential for public welfare.
  3. Monitoring and Reporting: To provide transparent, neutral observation of conditions on the ground and prevent misinformation or retaliatory abuses by any party.
  4. Facilitation of Dialogue: To create the conditions for peaceful negotiation between the Spanish government and representatives from Catalonia, while preserving international law and sovereignty norms.

The Kingdom of Poland does not seek to prejudge the political aspirations of any group. However, we are unequivocal in our belief that violence must not be the instrument of national transformation, and that democracy and diplomacy must prevail over disruption. We are particularly mindful of the symbolic and practical ramifications this crisis holds for the European continent and global order.


If unchecked, the Catalan crisis may ignite further separatist unrest across Europe and erode the fragile fabric of state legitimacy. The deployment of peacekeepers is not merely a response to this moment—it is a bulwark against a dangerous precedent.


Poland stands ready to contribute personnel, logistical assistance, and diplomatic support to any peacekeeping mission authorized by this Assembly. We also call upon all member states to act with unity and resolve.
