Your Majesty, I hope this communication finds you and your family in good health and a joyous disposition. First I would like to extend my sincerest congratulations for the tremendous political upheaval you have achieved by establishing the Sultanate after the Khedive was abolished by the British in the early 1900's. It is this act of defiance against past historical aggressors, that Poland finds kinship in. With the rich histories and colorful cultural heritage that each of our nation's possess, along with the troubled history with imperialist European powers, I feel that our two nations can bridge the gap of worldly distance to allow our two nations to develop a friendship that will bring stability and growth to both regions and to the world as a whole. I am particularly eager to begin discussions regarding cultural exchanges, trade, and assist in stabilizing the region from troublemakers. While it is true that Poland is a European nation and has no place to police the politics of Africa, the Middle East, or Asia, I feel it is our duty as humans to assist in bringing compassion and friendship wherever possible. Especially in regions of the world known for bloodshed and hatred between brothers. I believe between Poland's Catholic faith and your own faith in the prophet Mohamed, we can close this gap that causes so much violence and finally bring a close to this chapter of bloodshed that has lasted a millennia between our people. It is my firm belief that Egypt is to be a major player in the region and will need many friends during the current troubling times and the peaceful future. First I would like to formalize this relationship first and foremost be declaring the villages of Kruszyniany and Bohoniki as National Historic Monuments for the cultural achievements brought by the first Muslims to settle within Poland, the Lipka Tatars. I would also award the Order of the White Eagle posthumously to Samuel Mirza Krzeczowski, a Lipka Tatar who saved King Jon Sobieski during the battle of Párkány. This, hopefully, shows the Egyptian people and the world that Poland believes that all people, despite personal religious beliefs, should be honored and respected. Second I would like to propose establishing a mutual trade agreement between our two nations. Kingdom of Poland and the Sultanate of Egypt and the Sudan are both lands filled with natural resources and culture that bring a certain value to the world. I would also like to propose a cultural exchange that would exist in two parts. The first would be a student exchange program for secondary school students and higher education students to better foster cultural immersion, gain a broader exchange of global issues, and foster international friendships at the basest of levels. The final proposal I would like to offer is a religious exchange program where young religious students from both nations will spend time abroad and learn the good of both of our state religions to better foster a peaceful coexistence.

Your kind words mean much to me and my kin. It is true that the battle against imperialism, present and past, is an admirable one, and one I hope you will join us in furthering. It is true that Egypt will soon reclaim its dominant position in the Near East, especially with tensions rising dramatically as more and more nations of the region pull themselves out of collapse with radicalized governments. Foreign aid in establishing our international capabilities will be needed.

Your move to make the Islamic people a more recognized and culturally equal minority is a sight for sore eyes, as anti-Muslim sentiment is on the rise internationally. Here in Egypt, we ensure the rights of both our majority Coptic Christian population and our much larger Islamic population are treated equally and with equal rights. I believe that a religious/educational exchange program would be beneficial to both of our nations, however I would also like to propose a potential military exchange program, where the most promising cadets of our officer cycles are exchanged for foreign education in specialized fields.

More details are a must for a trade agreement, however, I am intrigued.

Your Majesty, Poland is currently in a position to offer Foreign Aid to a select few Nations that meet the criteria for furthering Poland's influence around the world while also helping defend the liberties of civilians. For Poland to consider sending foreign aid to the Sultanate, we would need to have documentation that furthers Egypt's stance against Imperialism and promotes Egypt's devotion to human rights. While I have my people working on drafting a Memorandum of Understanding detailing these duties in exchange for Foreign Aid, I would like to inquire as to what Foreign Aid the Sultanate would like to receive? Our hearts are warmed that you agree with Poland's sentiment to better recognize the cultural improvements that Muslims have added to the world, not just within Poland. And we are glad to hear the Egypt is also promoting freedom of religion within their borders, even for minority religions. I will have a Memorandum of Understanding for the Cultural/Religious Exchange Program drafted and sent over with the Foreign Aid Document. As for the Military Exchange Program, Poland is intrigued about the idea. It is certainly something that we will have to talk to the Ministry of National Defense to see if it is feasible for us to participate in. It is certainly something that would bring much needed variance specialized training that would allow our cadets to better lead men in a fluid combat situation that is becoming more prevalent in modern times. The unique information and knowledge garnered from this Program would certainly benefit either of our nations. More than it could harm it, that is for sure.

Your Majesty,

For a basic overview, I will say that Egypt is considering a direct armed response against any military actions by a foreign power in the Middle East and Northern and Eastern Africa. We believe that these foreign powers should keep their arms out of our lands, and we are willing to back up that belief with violence if diplomacy fails.

As for the aid we seek, our current focus is on our own military, considering the high tensions in the region currently. Considering this, we are always open to potential deals involving licensing rights OR, especially, the purchasing of surplus equipment already manufactured for immediate delivery. However, the primary type of aid we are seeking is financial aid for the further development of our civil infrastructure. With our national funds mainly dedicated to preparing for potential defense operations, we are hard-pressed to find room in the budget for road, electricity, and healthcare improvements. Changes that could significantly improve the quality of life for my poorest citizens.

I will patiently and with anticipation await your Defense Ministry's response to my military exchange proposal, as well as the various memorandums you have mentioned.

You Majesty, Attached to this communication will be a series of Memorandums and drafts of Proposals designed by the Ministries of Foreign Affairs and National Defense regarding the aforementioned topics discussed between you and myself. In regards to your stance regarding foreign intervention within the Middle East, North Africa, and East Africa, I feel it must be said that the Kingdom of Poland does have interest in witnessing the development of the increase of tensions within the area as well has holding a military position within the former Empire of the Congo. While Poland does not have a history of imperialistic advancement within the continent of Africa nor does it intend to start a regime there, Poland's war against Terrorism and for Human Rights world wide, we have introduced measures to advance these goals within Africa. We do not wish to provoke you or disrupt the burgeoning friendship we find ourselves forming but at this time we are not abandoning our current global goals regarding Africa. Regarding Foreign Aid, I am sure that Poland can assist the Egyptian military as well as Egyptian infrastructure. I will speak plainly that while we can offer Foreign Aid and assistance to the Egyptian Armed Forces outside of the Exchange Program, we feel it is necessary to inform you that the cost of such a venture would require compensation of some kind. Whether that is in the form of future loan repayments or access to Egyptian bases for Polish forces operating within the area. We would be willing to form a Status of Forces agreement with the Egyptian Government detailing the limitations of Polish access would be within the Sultanate and what access the Polish forces are allowed to have. This would not be a permanent Polish foothold within Egypt but more of a right to transit through Egyptian Airspace and utilize Egyptian Ports and Airbases for refueling purposes. We have no wish to establish more of a Polish foothold within Africa at this point in time. We just wish to increase our ability to maintain Polish assets within the Theater. We understand if a SOFA is not what Egypt is looking for in regards to aid and are more than willing to listen to counter-proposals for such aid. In regards to Civilian infrastructure projects, Poland has a history of helping developing nations, such as Vietnam, expand their public works and then train the local population to maintain these works. For a resume of sorts, Poland has establish internet lines to Vietnam, overhauled the Vietnamese mobile towers, and overhauled the Vietnamese Landline grid to better accommodate the growing population within rural areas. With Egypt's unique topography and climate, Poland's engineering firms would be eager to expand upon their skillset and assist the Egyptian government in expanding the network of roads, communications, and healthcare for the Egyptian people.

I understand. Your position in the Congo is outside of what I would consider our area of concern for right now, however, it should be noted that any military action OR presence within the immediate regions I have mentioned will NOT be welcomed and may very well strain relations. I don't foresee us having any issues there, though.

I am very willing to discuss a Status of Forces Agreement with you and your defense ministry in exchange for aid. One caveat would be if the mission of those forces utilizing our facilities and national airspace were to contradict Egyptian missions- specifically, our outstanding resistance to any foreign power acting within the Middle East, Northern Africa, and Eastern Africa.

All of these memorandums look more than acceptable to me. After a short consultation with the relevant department heads, I have decided to send over signed copies of all three digitally to you. I hope this is the first step in an age of cooperation between our governments.

It is truly our goal to assist Egypt in becoming the sitting power of the Middle East, even if it is to keep the Imperialistic and Warmongering neighbors in check. Most likely the forces would utilize those facilities and resources would be in response to threats outside Egypt's sphere of influence and would allow our forces to access our base within the Congo easier, access Eastern Asia, and the Pacific. Having the ability to refuel ships within and then having access to the Suez would be of great strategic importance to Poland. We have received this signed copies and have filed them with the appropriate Ministries and filed them within the National Archive. As a continuation of these talks, I would like to extend an invitation for you and your family to visit Poland to continue talks of bilateral relations in person and the ability to stay within the Royal Castle in Warsaw. We can also arrange a tour of the important historical and cultural locations important to myself during these talks. I would also appreciate to do the same within Egypt. Your Majesty, First I would like to personally thank you for taking the time out of your impossibly busy schedule to discuss the terms of a Status of Forces agreement between our two nations. It truly warms my heart to be able to discuss this important topic with someone of your grace and upbringing. While I am aware of what was stated by His Majesty, the King, in the previous communication, I would be doing my Ministry an injustice if I did not at least attempt to have a small Polish force based within your nation. It would be no more than a aerial refueling wing designed to assist Polish long range transports travelling to the Congo and into the Pacific Ocean as well as a small complement of Polish fighters to assist in protecting these assets in the air. Normally we would request an additional detachment of security forces to provide security for these aircraft but we believe that the Egyptian Army would be more than capable of providing security, despite the additional funds and manpower it would require. I believe having this semi-permanent installation within Egypt would also come with bonuses that I fill must be indicated for You Majesty. With the inclusion of Polish troops at an airbase, it would also allow Poland to assist in developing the airbase as technology advances as well as the installation of long range radar stations that would assist in defending Egyptian airspace and their sphere of influence within North Africa, East Africa, and the Middle East. On more realistic terms, my government has agreed to accept, at the basest form, authority to land Military aircraft at Egyptian air bases for the purpose of refueling and maintenance, at the cost of Poland, and Naval ships to dock at Egyptian ports to be able to refuel and replenish supplies before moving through the Suez Canal or towards Poland, depending on the direction they are coming from. As for what Poland is able to offer, at this time the scale of Aid will be adjusted to the level of the SOFA agreed upon by you, your majesty. But at the basest form, Poland is able to offer a production license for PZL W-3A and PZL W-3W helicopters for the duration of the SOFA as well as access to our OT-64 SKOT APC line. As for naval ships, Poland is looking to retire a few ships in preparation for the Naval modernization program and would consider Egypt to be the chief point of contact should these ships be retired. Some of the ships would be handed over in exchange for the SOFA while the remaining could be purchased for at cost prices, rather than the usual markup that the Polish Defense Exports usually charges. I am happy to alleviate any concerns or answer any questions you may have regarding what Poland is requesting and offering.

Mr. Macierewicz,

An aerial refueling wing would be well within reason, however, an armed fighter contingent would come with some stipulations. If any armed aircraft are to be stationed in Egypt, it must be made clear that under NO CIRCUMSTANCES may a foreign aircraft stationed in Egypt engage in combat over the Egyptian Interdiction Zone. This will be laid out in detail soon, but it will include the majority of the Middle East, Northern Africa, and Eastern Africa. This rule would apply regardless of circumstance- even if fired upon in this region, foreign aircraft would not be permitted to return fire.

If an airwing were provided by Poland to be staffed by Egyptian pilots and operated by the Egyptian Air Force with the sole mission of protecting Polish air traffic, however, they would be permitted to take action in these restricted zones.

As for what Poland is willing to offer, our APC and Helicopter needs are relatively met, and thus those offerings are unneeded. However, we do have a severe shortage of Interception/Fighter aircraft, as well as a shortage of radars and SAM/SSM systems for territorial defense. If Poland is willing to offer the production of these, it would be a major step in furthering the reach of Egypt into its Interdiction Zone.

Your Majesty, I'm afraid I must ask your majesty some clarification questions regarding the Egyptian Interdiction Zone and I fully understand if you are not at liberty to divulge anymore information than you already have. While we here in Poland understand the need to protect national airspace and the airspace of our allies, we must ask for clarification on foreign aircraft would not be able to return fire even if engaged by hostile forces when inside this Interdiction Zone. It seems that law-abiding nations traveling the area would become targets for those nations who do not care about the rule of law. And would this interdiction zone extend into international waters and air space? As for what Poland is capable of providing for the stationing of an Aerial refueling wing, Poland is in the process of upgrading several of it's aging MiG-29 fighters to more modern and would be more than amenable to approaching the Sultanate of Egypt and the Sudan should the modernization continue on the correct path. As for RADARs and SAM/SSM systems for territorial defense, Poland can offer three RADARs for Egypt to consider, I must advise you that they require all three to function at the intended capacity. The NUR-22, NUR-31, and NUR-41 RADAR systems work in tandem with one another to determine altitude, distance, and azimuth of aircraft within 240km at an altitude of 10,000km. Should the SOFA agreement be extended to a permanent foothold within the Sultanate, Poland would be amenable to the construction of an AESA-based RADAR system for Egypt to use in a cooperative agreement. However, I must state that Poland has hesitations about placing Polish airmen remotely near Egypt with the recent information regarding the Egyptian Interdiction Zone and the inability of Polish aircraft to defend themselves, even when travelling from Poland to the Polish Airbase within the Congo. Or when travelling from Poland to our allies in the southeast.

The EIZ Policy has been recently publicized. I urge you to read up on it and send me any follow-up questions. The EIZ does not extend into International waters nor airspace; however, Egypt will extend its operations into these regions in order to uphold the EIZ's integrity should a violation occur.

Egypt is very intrigued by your RADAR offerings, and I would like to discuss that more once we have ironed out the arrangements of the SOFA. As of right now, all of your concerns may be alleviated if Poland is willing to fund or provide equipment for a wing of Egyptian fighters dedicated solely to escorting Polish craft throughout the EIZ.

Your Majesty, I have discussed the matter regarding funding an Egyptian Air Wing in an effort to protect the Polish African Refueling Wing, and we have reached an agreement to sponsor eight MiG-29A fighters to be transferred to the Egyptian Air Force to work in tandem with the Polish African Refueling Wing. We would like to impose a restriction of the sponsorship would end should the SOFA agreement be terminated early. The vehicles will be officially transferred to the Egyptian Air Force after a period of five years. And, in an effort to provide security, Poland will establish a single long-range AESA-based radar station on the Polish Air Base where flight tracking data will be shared freely with the Egyptian Armed Forces. We are also willing to provide the production license for the NUR-22, NUR-31, and NUR-41 mobile radar stations for the length of the SOFA agreement in exchange for access for the Polish African Refueling Wing to be hosted on an Egyptian Air Base. In regards to the other matter of the SOFA, would Polish ships be allowed to use Egyptian ports to refuel, and rearm if necessary, during transit through the Med and through the Suez Canal? In regards to the EIZ, while we admire the Sultanat of Egypt and the Sudan goal of protecting the nations around it, we must impress upon you and your government the backlash you may face by forcibly deciding Egypt is the designated protector of the Middle East, North Africa, and East Africa. It is not our place to interfere with the working of governments native to those locales and will offer more insight other than please be mindful of developing a reputation of meddling like Thailand has received over the years.

Mr. Macierewicz,

I appreciate your willingness to cooperate with our policies in the EIZ. Rest assured, these MiG aircraft will serve well in protecting Polish assets in the EIZ. All stipulations and offers regarding radars in your email are acceptable, and I am glad to approve of them.

Polish ships would be allowed access through the Suez, as well as permission to refuel at Egyptian ports. There are a few select stipulations I must make about Polish warships and Egyptian ports:

• Polish warships, in times of conflict, may not use Egyptian ports as shelter. They may stop within the port for refueling/replenishment, emergencies, and medical care, but otherwise, if they wish to stay near the port, they must weigh anchor outside of port waters. This is for the safety of the port and Egyptian civilians.
• While Polish warships are not permitted to rearm at Egyptian ports, they are permitted to replenish their stores of defensive weaponry. This includes CIWS missiles and ammunition, chaff cannons, radar decoys, and depth charges.
• Direct unprovoked attacks on other sovereign states launched from Egyptian ports is highly discouraged.

If this is acceptable, I believe we have come to an agreement.

Your Majesty, We can agree with the stipulations in regards to Polish warships utilizing Egyptian ports, however, we must stress that Polish ships will defend themselves and the port they are docked in should there be an attack launched against them or the Port facilities. However, we can agree that Polish warships will not launch unprovoked attacks while docked within the ports and if there are to be any conflict, they will vacate the immediate surrounded to insure the safety of local civilians and shipping lanes. We will be sure to add these provisions to the existed SOFA agreement that we are preparing and have that securely faxed over to your office for your signature once you read over the details in person.
