The members of the Ministry of National Security has convened and put forth a project proposal, detailing about a certain research facility to house the development of future equipment, and technologies for the use of the Portuguese military. The Project details a research facility approximately 350 hectares in area, and is located at [4 kilometers] west of the nearest town, Montargil. The research facility is planned to be maintained by 2 ministries, therefore sharing in the running costs, particularly the Ministry of Defense, and The Ministry of Science, Technology, and Education.

Project Title: Tempo Rapido Railway system
Year Proposed: 1995

APPROVED AND COMPLETED

With the advent and turn of the next millennium, the Portuguese Ministry of Infrastructure and Labour proposed a consolidation of the Railway systems in Portugal. Project Tempo Rapido would be the foundation in creating an efficient and timely railway system. The project would include: replacing old lines with new and more time-efficient ones, continued maintenance of old railways, and replacement of old trains with newer, more fuel-efficient ones. The railway systems of Portugal would then be improved in a way wherein all railway systems are connected through several prominent transport hubs to ensure complete efficiency.

The project's aim is that by November 1995, a basic skeleton of the efficient structure would be completed, wherein trains would arrive and depart on time. Such a train line is hypothesized to stretch from Braga to Faro, with the main transport hubs being Lisbon, Braga, and Faro itself. In the following years, railways would be expanded from these main transport hubs, and by 2005, almost all of Portugal is connected through rail.

The members of the Ministry of National Security has convened and put forth a project proposal, detailing about a certain research facility to house the development of future equipment, and technologies for the use of the Portuguese military; particularly land and air-based products . The Project details a research facility approximately 350 hectares in area, and is located within 4 [kilometers] west of the nearest town, Montargil.

Within the 350 hectares, there would be appropriate facilities for the personnel involved, including living quarters. A large area would be modified to suit all-terrain and maximum firing range testing. A small airstrip would also be constructed for aircraft. The Ministry believes that this is one way of ensuring that Portugal would not rely on foreign equipment, and an investment is appropriate to lessen costs.

The Construction would last 2 months, and a general cost of 500M USD would be requested. The Ministry would also request the Assembly that within the next few years, an annual 10M would be directed to the improvement of the facility.

The Portuguese Military wishes to "modernize" itself by restructuring the Draft laws and reforming it's current look. A massive overhaul would be made in an effort to completely change it's look so as to not associate itself with the previous Portuguese Republic.

Project Title: Universal Fall Back Law
Year Proposed: 1995
Proposal Situation:
APPROVED AND RATIFIED

The Universal Fall back law is a law that aims to decrease the rate of unemployment and provides basic universal health coverage. Project HELP (Helping Los Portuguesa) aims to find people who were recently unemployed and helps them by providing a 2 month allowance for basic needs. Within that 2 month period, they are guided to find a new place for employment. People are encouraged to go to their nearest government health center to apply for the program.

A small form of basic universal health coverage would also be established, wherein people's financial situation is taken into account in regards to medical expenses. Any major and necessary medical needs that far exceeds the family's budget (Surgeries, Chemotherapy, etc.) would be covered by the government.

Project Title: Iniciativa de Transporte Público
Year Proposed: 1996

APPROVED AND UNDERWAY

The Iniciativa de Transporte Público (Public Transport Initiative) aims to reform public transport in Portugal, in order to reduce traffic congestion. This would reform the system in two ways: Issuing two new cards, and the modernization of existing transport hubs. Citizens would be issued new cards called "Cartão Real de Transporte Público" (Royal Card of Public Transport) that would be incorporated into existing Public Transport Systems. These cards would negate the use of physical tickets, and would vastly help in reducing wait times for commuters during the rush hour.

Cardholders simply present their card to the ticket booth, where the employee stationed would scan their card and deduct their balance, and proceed to their transport of choice. These ticket booths would be strategically placed so that the next area would be the waiting area. Busses would be equipped with their own separate card scanners for those who are waiting in bus stops. The cards would be issued at the nearest administrative center and would require a payment of roughly $10, which would also hold a balance of $10. The cardholder may 'load' their cards to increase their balance by intervals of $5, $10, and $20. The balance on their card would be deducted for every ride, which costs around $2 for tram, bus, and train rides. Loading stations for cards would be located at the transport stations, tourist spots, and administrative centers for ease of access.

The Major city centers of Lisbon, Braga, Faro, and Funchal would be issued special cards named after their respective city, which grants the holder free access of all public transportation within the city until its expiry, which is a year after it is issued. This card would cost $15, with subsequent renewals costing $5.The price of all cards and transport fees would be halved for students and the elderly. The old ticket system would still be in use but will be phased out in the next 2 years. The Government would release ads over national television to help educate the public on the national project and to encourage the population in opting out of private vehicles for public transport.

Tourists would be free to buy these cards for themselves, with the City Cards replaced by a tourist card that costs roughly the same, but with the expiry date at 6 months after issue.

The next half would be the modernization of transport hubs all around the country, through infrastructure checks on current stations, renovation on all existing buildings, replacement and modernization of trams, busses, and trains, the improvement on current waiting areas, and the general goal in making these transport stations more accessible to the public.

Project Title: Henrique Research Facility/Naval Base
Year Proposed: 1996
Proposal Situation:
APPROVED AND UNDERWAY

A newly created research facility, with the added function of a shared naval base, shall be constructed southwest of the island of Flores. The research center shall be epicenter and headquarters for future projects regarding the exploration of the sea. Due to being a joint-effort by Brazil and Portugal, half of the funds would come from Brazil. Brazil would be responsible for the Research and Development of large equipment, such as vehicles, and underwater structures, while Portugal is responsible for the components, electronics, tools, and equipment.

The establishment would be given a budget of 750,000,000 USD. The facility would be roughly 54 hectares in size. It would house a large wharf to allow docking of standard naval equipment, a vehicle development bay, for testing vehicles and modules, a separate training facility to train Aquanauts in their equipment and what to expect, a large research center that is capable of developing new equipment and analyzing gathered data, 4 helicopter pads, housing facilities, and a building designed to house administration. The perimeter would be secured by 6m high fences and regular patrols.

The surrounding 2 square nautical miles would be restricted to authorized vessels only. Civilians wouldn't be allowed inside the facility unless approved by the facility's staff. The Facility would be named "Henrique Sea Station" after Prince Henry the Navigator.
