After the message was received it would quickly be processed by the Ministry of Foreign Affairs before finally being forwarded to the Quirinal Palace for the King's eyes.

Using the same channels and security precautions a reply would be sent.

Thank you for your kind and heartfelt message. While Portugal may not in the strictest sense be a Mediterranean nation, it is in effect and beyond that there is much that binds us culturally, linguistically and historically.

We also have a economic proposition to present to you, after thorough consideration of our navy needs we view that the capabilities of the Durand de la Penne-class destroyer fit quite well in our navy, we do understand that Italy does possess a better version with the FREEMs, we are interested in acquiring the limited production rights for this naval vessel. Yt is important to note that our proposal is based solely to production rights, and we do not seek the right of ownership, as such we only have the unrestricted capacity to produce this vessel. We also would not sell it or produce it to other nations, and in the eventuality of its decommission we would scrap it in our naval docks. This approach ensures a collaborative and strategic partnership between our two nations. To facilitate this collaboration, we are prepared to offer a substantial sum of 3,000,000,000 US Dollars in exchange for the specified production rights. We understand the intricacies and the value of the technology involved, and we believe that this offer reflects the importance we place on acquiring these production capabilities. We of course are open to more discussions for any concerns you may have regarding this proposal.

Your Excellency,

We understand your interest and appreciate your proposition. After reviewing your proposal and consulting my advisers we have come to the conclusion that your offer is reasonable and a proper price for the Durand de la Penne Class. As such I will gladly authorize the Portuguese Republic to produce the ship. As soon as the funds have been received by the Kingdom, I have authorized Fincantieri to provide you full designs. Their staff is also available to consult with your shipbuilders.

TREATY BETWEEN THE REPUBLIC OF PORTUGAL AND THE KINGDOM OF ITALY CONCERNING THE DURAND DE LA PENNE CLASS DESTROYER

Article 1: Transfer of Production Rights


1.1 The Italian Republic hereby grants the Republic of Portugal exclusive production rights for the Durand de la Penne Class Destroyer outside the borders of Italy.

1.2 The Republic of Portugal agrees to pay the Italian Republic the sum of 3,000,000,000 (Three Billion) US Dollars as compensation for the transfer of said production rights.

Article 2: Production Restrictions

2.1 Italy shall not impose any restrictions on the production of the Durand de la Penne Class Destroyer by Portugal outside the borders of Italy. Portugal has the right to produce an unlimited number of vessels for iits own national needs.

Article 3: Non-Sale Clause

3.1 Portugal undertakes not to sell, transfer, or otherwise convey the Durand de la Penne Class Destroyer, or any vessels produced under this treaty, to any third party.

Article 4: Decommissioning and Dismantling

4.1 Upon the decommissioning of any Durand de la Penne Class Destroyer produced under this treaty, the Republic of Portugal shall ensure the environmentally responsible dismantling of the vessel.

4.2 The Italian Republic retains the right to oversee and approve the dismantling process to ensure compliance with international environmental standards and maritime regulations.

Article 5: Duration of the Treaty

5.1 This treaty shall enter into force on the date of signature and shall remain in effect for a period of 50 (fifty) years, only there after can either parties revoke it.

Article 6: Dispute Resolution

6.1 Any disputes arising from the interpretation or implementation of this treaty shall be resolved amicably through consultations between the two parties.

6.2 If consultations do not lead to a resolution, the parties agree to submit the dispute to arbitration in accordance with the rules of the International Court of Justice.

Due to the time it was taking the government of Italy to sign the agreement, the Portuguese Cabinet would decide to invest in other ventures with other nations. Since it was being taken that Italy was reanalysis its willingness to depart with the Destroyer, which would be understood by the Portuguese Government, this of course was an internal discussion.

After careful consideration and internal discussions with my Cabinet, the Portuguese government has decided to reevaluate its procurement strategy regarding the acquisition of the Durand de la Penne Class from Italy.

We wholly appreciate the efforts and collaboration throughout the negotiation process, however our current priorities and strategic objectives of our Department of Defense have led us to reconsider the proposed deal. It is essential for us to align our defense procurement decisions with our evolving national security requirements and economic considerations.

Regrettably, this means that Portugal will not be proceeding with the previously discussed agreement for the acquisition of the destroyer at this time. However, please understand that this decision is driven by our own internal assessments and is not a reflection of any shortcomings on the part of your esteemed organization. We value the relationship between our two Mediterranean nations and hope that this decision will not adversely affect our diplomatic and trade ties. We remain open to exploring alternative opportunities for collaboration in the future that align more closely with our current needs and objectives on other venues. Especially in terms of diplomatic cooperation in Europe.

I, again, would like to express our gratitude for the time and effort invested by your Government, throughout the negotiation process. We look forward to the possibility of engaging in mutually beneficial endeavors in the future.
