It is of my utmost honor to initiate contact with the Democratic Republic of the Congo. I am Dona Sandra Henriques, the current Foreign Minister of Portugal. I am delighted to tell you that the Lusophonic Organization of Free States, an intergovernmental organization who's primary objective is humanitarian, economic and military cooperation, has found that your nation is suitable for the designation of 'Observer Status.' This designation would grant your nation the benefits of a full-member, bar a few activities such as proposing legislation. With the DRC joining the LOFS, we can help you rebuild infrastructure and organize joint-humanitarian efforts to your people. As such, it is my duty to inquire you about such invitation, and whether you are interested in joining the LOFS as an observer state.

Hello Minister,

I thank you, it is my honor to be contacted by the Parliamentary Monarchy of Portugal. I am Félix Tshisekedi, the Department Director of Foreign Affaris and International Cooperation.

Humanitarian missions and economic cooperation are certainly valuable to us, but I am not certain I understand your proposal. The Lusophonic Organization of Free States, I assume, is a commonwealth of all lusophonic nations. The Democratic Republic of the Congo is francophonic as a result of Belgian colonization. I am unsure if it would be logical to join your organization, then, especially if it prevents the Congo from other military alliances. I am not interested in this observer status unless this is explained.

If this was not a mistake, what other countries make up this organization? I cannot find any information on this, nor any members, nor any guidelines on the rules and regulations not subject to observer states.

Greetings!

Whilst of course the LOFS, is indeed a Lusophone-based organization; only full members are required to be lusophone nations. that is why we offered the position of observer state, rather than a member. If you are concerned on whether you cannot join any other military or economic alliances because of your observer status, do not worry. As an observer state, you are free to join any other intergovernmental organization as you like.You are, after all, not bound to the articles of the LOFS, as you are not a full member.

Currently, the only members of the LOFS are the Empire of Brazil and the Parliamentary Monarchy of Portugal. We are actually planning on having a summit at Brasilia, to officially flesh out the LOFS, its articles, and officially picking the council members. If you accept our invitation, you may send a representative to observe the proceedings, so as to assure that you know what the organization is doing.

We wish to clarify that we are inviting you as a gesture of goodwill, and the Lusophone Nations are willing to help anyone in need, regardless of their past.

Hello again Minister,

Thank you for the concise but accurate description. I would like to personally visit this summit in Brasilia that you had mentioned, if I am able, without making a binding agreement beforehand. However, I would not say I am opposed to the idea, and both Portugal and Brazil are worthy allies in this troubled world. I must wonder what other nations you may invite, but regardless of any proposals, I am more than open to the increase of relations with Portugal.

Our Angolan brothers have been long allies, and as a potential member of this organization as well I would be more than happy to, at the very least, cooperate and begin settling trade agreements. Portuguese and Brazilian goods, as well as aid, would be incredibly helpful. As the Congo becomes a nation, her needs become many, and people still die every day to preventable disease. Portuguese teachers, if you would like to discuss this more, may be offered debt relief and a steady salary to come to the Congo to teach.

You may observe the summit, even if you had not decided to join the LOFS beforehand. I will arrange for my assistants to notify you three days before the summit would start so that you may be able to prepare accordingly. I will inform my Brazilian counterparts about your proposition regarding economic cooperation as well as the prospect of our educators to teach there. In regards to other nations, we are currently trying to find other nations who might be in need for our help. If, however, you have any suggestions, please feel free to share with us.

Maybe you may find interest in future joint projects between our three nations.

If you have any concerns or inquiries, please do tell. We are more than happy to cooperate with you and your people.
