Operational Background
Operation Umbra is the Ministry of Security and Intelligence's direct response to the events that have happened in Belgium. After careful consideration within the ministry, the Operation had been approved. Operation Umbra plans to have zero violence towards the opposing sides involved, and Agents are briefed on keeping low and not to arouse any suspicion. The Selected Agents would be made sure to memorize and act as their covers down to every little detail. If the unfortunate event of a blown cover, the Operation would automatically be cancelled, and any agent in a huge risk to be caught in the act would be advised to kill themselves before any sensitive information would be uncovered.

After one last briefing, the agents would be sent according to schedule. Bernardo Coelho and Palmira Gouveia would approach to the Belgian embassy in Lisbon for any remaining travel documents that they need to secure in order to enter Belgian territory. They would ask for the documents together, working under the guise of local news reporters who are willing to document Portugal's reactions to the situation.

The remaining two would approach the embassy at different times.




Jeremias Vargas would wear a suit and tie entering the embassy and would approach to the receptionist and tell them of his intentions of immigrating to Belgium to find work. He would ask them of any travel documents that they would need to secure in order for things to go right. He would wait at the lounge until his turn.




Alexico Chaves would smile as he enters the embassy, looking forward to enter Belgian soil. He would seem cheery, and he hopes that even though the protests are present, he can still take pictures and ride a bike across the country side. He would also ask for an inquiry on any missing documents that he would require to enter Belgian territory.

Palmira would smile as she waited for her partner to answer. Bernardo would chuckle before continuing.

"Hello, my name is Bernardo Coelho and this is my partner, Palmira Gouveia. We are reporters for our local news station and we wish to enter Belgium to report on Portugal's response to the current protests. I'd like to request travel visas good for 2 weeks, and I would also like to ask for the requirements of said visas."

Bernardo would motion to Palmira to show their Journalist ID's. Both would look lively and filled with excitement.

"Pleasure to meet you both, unfortunately due to the tense climate in Brussels and the everpresent threat of violence spreading through the country, my government has instructed me to take certain precautions to ensure the well being of the Belgian state as such I cannot provide foreign nationals with travel visas until further notice. If you come back in a few weeks, I might be able to work something out though." The receptionist would take a sip of her coffee and then continue speaking. "All Applicants wishing to receive travel visas must sign a written pledge to abstain from criminal as well as subversive activity and be willing to hand the passports and national identification cards over before undergoing a background test for security purposes, assuming you can meet these requirements you should be able to travel to Belgium."

Their smiles would fade away as Palmira would step in. Bernardo would excuse himself as he would take a phone call, supposedly looking like he was talking to his superiors. He then went away a good distance before relaying to SIS HQ about the current situation. Palmira would lean in to whisper to the receptionist.

"We are simply journalists who wish to cover the events currently unfolding, I and Bernardo have been looking for ages for a scoop like this. Things have been rough back at the studio and we were stuck in an endless loop interviewing grandmothers who lost their kittens and other mundane "news." When we heard about the news in Brussels, we knew this was our only chance at redeeming ourselves as journalists."

She would shoot a look of desperation at the receptionist, attempting to convince her to contact her superiors.

"I'll tell you what, can we possibly arrange a let's say... a "Collaborated and Sponsored Coverage" between my news station and Communisme van de Raad? I can help spread information that has been laid out to those who are interested in learning what exactly happened in Belgium, and avoid possible outrage. Nonetheless, I really am asking for a favor here... Besides, we are not simply foreign nationals, we are advocates of the freedom of speech and the freedom of the press."

She would look at the receptionist with a hopeful demeanor, eagerly waiting for her answer. Bernardo would come back to the desk, his Documents at hand.

"I was wondering when we would sign the pledge?"

"Sorry, but my country's government does not wish to be responsible for the safety of foreign nationals lest they become the victims of mob violence due to political considerations. A quota system is still in the process of being set up for the acquiring of travel visas and unfortunately the section reserved for Portuguese nationals is currently full at the moment. " the receptionist said vigorously with a thinly veiled trace of disdain.

"Pledges can only be acquired after all other papers are in order and a reservation spot on your nations quota." She got up from the desk. "Excuse me, I'm on lunch break, if you need anything please feel free to return."

"Very well, we'll return once your government allows journalists in again. While it may be late, it's better than no report at all."

Bernardo would hand over a card of the local news station for her to contact once they may be able to acquire travel visas. Bernardo and Palmira would exit the building once confirmation of the contact would be established. He would wave goodbye to the receptionist and apologize for the rough morning.

While the operation didn't meet it's goals of infiltrating Belgium at the height of the protests, the SIS was still willing to enter the nation to acquire information about the newly formed communist government

The pair would try and attempt a second run. They would call the embassy to schedule for their travel order to be checked. If all goes well, they would then proceed to the airport with all the documents required and would head on to Brussels, the heart of Belgium. The CIS aims to finish this as quickly as possible seeing that the protests would have died down by now.

The receptionist at the embassy would take their call accordingly and would arrange for meeting with the two Portuguese nationals to ensure that their papers were in order before running a security accessment. The Portuguese Quota, seemed to be open with up to 25 empty spots available for use. A fact she didn't hesitate to notify them of. Things in Belgium seemed to be returning to normal once more as the last demonstrations finally fizzled out.

The Agents, after hearing of confirmation of the meeting, would accordingly prepare themselves and rehearse their covers. They would call out a taxi from their local news station and would head to the Embassy. The Morning traffic delaying them a little while. They would make sure that they were ready by double checking the required documents that were given to them by the Portuguese Government. Nonetheless, they would disembark the yellow vehicle, pay the fair, and walk on the steps leading towards the Belgian Embassy.

"We are here for our travel visas, and I was informed that there would be an interview... May you guide us?"




Jeremias Vargas, who was previously denied entry to Belgium due to the ever present intense political chaos, would try again and apply for a work visa into Belgium. He would make sure that his documents were in order, and would prepare himself for the interview. He would check his crude leather watch as he waited for his turn. He would enter the embassy a day after Palmira and Bernardo's interview.

The receptionist greeted the two Portuguese nationals as they entered the embassy, "Yes, of course. Right this way please!" She said in a surprisingly confident manner while guiding the two to a conference room for the planned interview. having sat down she grabbed her notes. "Shall we begin, gentlemen?"

Both of them would follow the receptionist to where the receptionist would lead them, taking note of their surroundings in a curious manner. They would enter the room and sit down, carrying their required documents and their passports. Bernardo and Palmira would sit beside each other, and put their documents near their chairs. They would observe the receptionist with great interest. Bernardo would speak first.

"We are ready for the interview madame, thank you for providing us the time."

The receptionist got straight to the point. "Your most welcome, my government has decided to give you a spot on the Portuguese quota of arrivals into Belgium. Though in order for that place on the quota to remain open for your use, I must request your papers and that you sign this pledge."

[OOC note: Whilst Belgium is now under new management, Flying and I decided to continue this operation, as if it all took place before the elections]

The two would take the pledge, read through it, and continue on signing it. They would also hand over the necessary documents for their travel to Brussels. The situation there has significantly changed, seemingly decreasing in violence. They were eager, even if through some miracle the communists were ousted, to enter Belgium and continue on establishing a network in the heart of what was known as the 'ground zero' of socialist thought.

The receptionist would examine the documents and then would escort them out of the conference room. "Everything checks out, Enjoy your time in Belgium and be sure to stay clear of riots."

The atomosphere had changed quite a bit in Belgium as the communists were outted from power in an election which they agreed to hold alongside Pro Patria and a literal fascist party which it was later proven received 6 seats in the national assembly despite having engaged in street violence and intimidation. The "Ground Zero" of socialist thought remained intact with at least five active communist news publication.

The pair then proceeded to thank their wonderful host for being so polite, and continue on their mission. After staying clear of any crowds, they would notify HQ of their advancement. HQ had decided that the other agents would be held until a later date, the pair's success was critical for any future operations regarding central Europe. They would hail a cab and go home. Soon the sun starts to set, the day stores beginning to close down. Another day in the busy capital of Lisbon.

Meanwhile, tickets would be secured for the pair, and would proceed to their flights as intended. They would carry their assigned inventory, along with a couple of miscellaneous items. An effort by the SIS would be made to buy a property for use under the guise of a 'Small-Scale Commercial Business.' The SIS would seek to find low-cost and low-maintenance properties, for the benefit of their network.

After a few hours of the excruciating TAP flight, they would arrive in Brussels as expected, and proceed to comply with Belgian Airport security. They would spend the first few days familiarizing key points of interest and generally act as if they were tourists entering foreign territory. At noon, they would find the property that the SIS has secured for them, and prepare for their next objectives.

After establishing the forward base of operations in Belgium, agents Coelho and Duarte would head back to Portugal as scheduled, and agents Belo and Daniel would begin their efforts to immigrate to Belgium, set up permanent residences, and live there undercover. They would be secretly monitoring Belgian Military movements and reporting suspicious activity that would be detrimental to both Portuguese and European security. They would also monitor any radical political movements, and pass information accordingly.

The agents would be reminded to follow Belgian law, and to not arouse suspicion towards them. They would cause no trouble nor violence, but are willing to defend themselves if need be.
