As the Portuguese Minister of Foreign Affairs, it is my duty to oversee the foreign relations of my country's counterparts. We have recently received news of a drastic government change and thus we were alarmed on the matter. I come to welcome the newly named People's Republic of China to the international world and to bid good relations between our two nations.
To formally restart Chinese-Portuguese relations, we would like to ask about the prospect of a joint-ruled region of Macau, a former Portuguese Colony, between our two nations, as we have deemed it necessary for the region's preservation of it's autonomy. We do not wish for full control over Macau, however, and only wish for a Sino-Portuguese based council for proposing any projects and laws that may be drafted for what both of our nations feel like what is good for the region. The decision to approve these drafted laws still lie on the Chief Executive of Macau, as agreed on the Sino-Portuguese Joint Declaration of 1987.
The very composition, location, and details on the Sino-Portuguese council would be explained further if you shall request, and both of us must work together and put in each other's effort to make this work. If you don't approve of this however, we may be able to compromise for an arrangement diplomatic visit, in the form of our ambassador, to talk about the possibility of a Free-Trade Agreement, a Non-Aggression, and a possibility of a Military and Economic Alliance. We hope for your timely response.
Please do not take the contents of this letter wrongfully, and we apologize if we may have offended you. We only hope for a prosperous, and healthy relationship between our two beautiful nations.
Signed,
Modesto Martim Silveira
