It is China's foreign policy that Africa is a continent with untapped, endless potential and that each nation within this continent needs only a small boost to reach that potential. With that being said, it is by President Jintao's demand that China helps these African nations, who have suffered from Western Imperialism, reach this potential. Ethiopia will be the first African nation that we contact and it is our hopes that your nation would be open to working closer with China. We would like to begin our relations by opening trade routes. China is currently exporting the following: electrical machinery, machinery including computers, consumer goods, vehicles, and articles of iron and steel. We would be interested in importing coffee, tea, and coal from Ethiopia. Furthermore, would Ethiopia be interested in holding a meeting between a member of your government and a member of my own either here in Beijing or in Addis Ababa? A meeting would show not only the world by our own people that we are interested in securing ties between our two nations. Lastly, how is Ethiopia's military? The People's Armed Forces are currently holding excess equipment that we would be interested in getting rid of and we were interested in knowing if Ethiopia would be interested in purchasing this equipment at an extremely low price. In case that your Armed Forces are interested, here is what we are in excess of at the moment: x250 Type 59 Main Battle Tanks, x255 Casspir MRAPs, and x2,000 Tatra 815 logistical trucks. The equipment would be sold at the following prices, if Ethiopia so wishes to purchase: $350,000.00 per unit for the Type 59s, $175,000.00 per unit for the Casspir MRAPs, and $10,000.00 per unit for the Tatra 815s. As a sign of good will we will be willing to give the following equipment for free: x30 Type 59 MBTs, x20 Casspir MRAPs, and x80 Tatra 815 logistical trucks. I eagerly await your reply! Dear Minister Jiaxuan,

We are honored to be starting business with the great nation of the People's Republic of China. We are opening trade talks up to the majority of the world, and it has been working out beautifully! However, we are very intrigued to be opening up trade talks to the nation of China. We should also mention that we are honored to be the first African nation that the country has came forward to. We should begin talks in the following paragraph.

We would happily open trade routes with the People's Republic of China. We are willing to give up tea and coffee for your computer goods, as we feel the computer goods would further our nation greatly. I see this trade agreement as a possible furthering of both countries in the international ring. This is a great possibility to learn more about each others culture, political views, and outlook on other nations.

About the two final talking points you bring up, we would gladly have the honorable Minister Zenawi visit the capital of China to have the two leaders meet. We believe it would be a pleasure to have two powers meet face to face. Moving to the sale of goods, we would gladly take your gracious offer for free equipment, along with the purchase of more equipment. Our purchase would go as follows.

To: Meles Zenawi From: Tang Jiaxuan Dearest Minister Zenawi, I am happy to hear that the Ethiopian Federation would be interested in beginning bilateral trade and relations with the People's Republic of China. It is certainly a boon that the Ethiopian Federation recognizes only the People's Republic and holds no relations with the illegitimate state of Taiwan. We will begin shipping our machinery and computers to Ethiopia via the nation of Djibouti. I assume that Ethiopia is currently lacking in a merchant navy? If so, China's merchant navy will be able to take Ethiopian exports back to China. When it comes to military equipment, with the equipment that we will be sending you already; we can only sell the following: x220 Type 59 Main Battle Tanks, x235 Casspir MRAPS, and x920 Tatra T-815s. We do not hold the domestic production rights to produce further Casspirs and Tatras and therefore we can only sell what we have in surplus. However, if you wish to purchase an additional 265 Type 59 Main Battle Tanks you can visit our Chinese Defense Exports and place an order. Lastly, we have heard troubling reports surrounding current events in Ethiopia. There are armed revolts in Addis Ababa? Let it be known that whatever is happening, China supports the legal elected government of Ethiopia and if there is any information that you can give us regarding what is currently happening, it would be greatly appreciated.
