To: Lawrence Adams
From: Tang Jiaxuan

Dearest Secretary Adams,

My name is Tang Jiaxuan, I am the Minister of Foreign Affairs for the People's Republic of China. I am contacting you on behalf of my government as China believes that the United Kingdom is among the most important nations on the global stage.

It is no secret to any of us that China and the United Kingdom have had some extremely bumpy rides throughout history, some worse than others. It is Paramount Leader Hu Jintao's interest that we make sure that such bumps do not happen anytime in the future and that our relations are to remain preferably positive but, at the very least, neutral. As of recent history: the United Kingdom were among the first to recognize the authority of the People's Republic of China, Elizabeth II was the first British monarch to visit China, and the sovereignty of Hong Kong was peacefully transferred over. Our hopes is that we can leave the past behind and continue to prosper this positive relationship through the rest of the 20th century and into the 21st century.

With that being said, I believe that perhaps the best way to begin future relations is with trade of resources? China is currently exporting the following: electrical machinery, machinery including computers, consumer goods, vehicles, and articles of iron and steel. If possible, we would be interested in importing pharmaceuticals and precious metals from the United Kingdom. I also believe that perhaps a meeting between you and myself or two other members of our governments would allow for our relations to benefit?

I am eager to hear back from you.

Kindest Regards,
Tang Jiaxuan
Minister of Foreign Affairs
People's Republic of China

Due to the contents of the email and to avoid a back-to-back email exchange, the Minister of Foreign Affairs, Tang Jaxuan, was invited to a phone call with Lawrence Adams. A memo sent ahead to confirm it was in relation to the email and the opening of relations between the UK and China.

With the memo being sent ahead of time, Tang Jiaxuan would answer the phone with the intentions of Secretary Adams being on the other side.

"Hello, Secretary Adams. I am glad you called, I believe that we have much to discuss between our two nations. Is there anywhere specific you would like to begin?"

"Good Evening." responded the Secretary. "I'm aware you'd like to discuss trade at some point which can be a good starting area. Before that, however, I'm aware your government hasn't been in office for long. How has everything been going?"

"I thank you for asking; the election and transition of power between previous Paramount Leader Jiang Zemin and our current Paramount Leader, Hu Jintao went off without any problem. The rotation of Ministers was also quite quick and simple. What about yourself? How is the current British administration handling things?"

"Fantastic, it's always a great time when a rotation of ministers and government itself proves to be a smooth transition." responded Secretary Adams. "Surprisingly, it's the same over in the United Kingdom. Since Prime Minister Evans entered office, the government has been fully stretched on opening relations, addressing domestic problems but also trying to help on an international scale. This led to a humanitarian effort in Africa against Ebola. I'd like to see a different relationship between the UK and China, a closer one than what we have seen previously if this is something your government would be open too? Of course, starting with trade but I'd be intrigued to know your opinion of a joint training exercise between our militaries, and working together long-term in a multitude of scenarios if this is a value you too share."

"Yes, we have heard of the current situation in Madagascar. China wishes that it could help, but sadly we currently do not possess enough troops to send overseas as humanitarian aid.

We certainly would be interested in a possible joint training exercise between our armed forces... perhaps we could do something in the China Seas for our navies or something on mainland China for our armies. China has various terrains in which our troops could gain unique skills from, such as; jungles, deserts, mountains, and plains. Or, we could do something within British territories if you prefer."

"That's absolutely no problem, your desire to help is much appreciated nonetheless. We have a small task force present, commanding a certain region of Madagascar to help try to contain the outbreak. We hope to see positive results in the coming months.
Having China host a naval exercise in the China Seas would be amazing, if it's something you'd like to proceed with and can arrange? Britain has a Carrier Strike Group at our base in Diego Garcia so depending on how you'd prefer to do it, we could potentially have a joint exercise where our air assets and naval assets work together. Operating from each others naval ships, etc. If this is something you would like to host?"

"We could place our two carrier forces together in a joint air and naval exercise in one of the East China Sea. We have been planning on training with the BAE Harrier IIs that our Armed Forces have purchased from Nexus, so I believe that this would be the perfect opportunity. You may bring over your carrier strike group to the Naval Base of Ningbo where our own fleet will meet up with yours: one Kiev-class Cruiser Carrier, one Sovremenny-class Destroyer, two Type-053H3-class Frigates, and one Type-905-class Replenishment Ship. I would recommend keeping the fleet you send to a similar size.

We could practice anti-submarine warfare, logistical support, and whatever else you wish to train and integrate our troops with. We would also like to bring the BAE Harrier IIs into play somehow in the exercise to familiarize our naval air wing with them."

"Oh, most definitely. Having UK and Chinese Harriers operate and work together would be a great experience and an amazing step forward in regards to cooperation between our countries. We will divert our Carrier Strike Group to Ningbo and go from there. If you're happy to, could you send the briefing ((Create the exercise topic)) over to our Maritime Group 1, they will be able to begin heading over immediately after. Having two fleets work together, having to integrate logistics and aircraft but also managing any language barriers would no doubt serve useful. Unless you have any more points related to the exercise, I would very much like to discuss trade between the UK and China."

"No, I don't have any more points related to the exercise. What did you want to discuss related to trade?"

"I would like to discuss the prospect of opening multiple trade routes between the United Kingdom and China, something I believe could bring wealth to both our countries and enhance our economic and political partnership. We have a number of exports that we could offer, and in return, would like to see what China is willing to export. Of course, geography permits a monthly route only but we would like to open a few different routes. Is this something you would be interested in? We would be able and willing to export Machinery, Cars, Precious Metals, Pharmaceuticals and Organic Chemicals."

"Yes, we'd certainly be interested in opening trade routes with the United Kingdom. We'd be willing to import precious metals, pharmaceuticals and organic chemicals.
