Owing to the long and storied history that Italy has with many nations across the Mediterranean Sea, and owing to the defense of certain values in the Mediterranean Sea, the Kingdom of Italy, under my authority, hereby proclaims that it is Guaranteeing the Independence of the Following Countries:

1. The Republic of San Marino
2. The Principality of Malta
3. The Vatican City
4. The Principality of Monaco
5. Montenegro
6. Albania
7. The Republic of Cyprus

The Federal Government of the German Reich commented on the proclamations with congratulations to Italy for upholding democratic states, but remained wary of the Italian government's own plans. The Royal Household and the Reich Chancellery debated back and forth on the matter, considering their options
