PROJECT INFORMATION	After a recent review of the national crime statistics revealed that Angola possesses the 2nd highest recorded crime rate globally, the government has embarked on a program to significantly increase the surveillance of the greater Luanda metropolitan area, which houses almost a third of the national population. The city’s metropolitan area houses just 700 CCTV cameras, averaging a meagre 0.08 cameras per 1,000 people. Under this new plan, authorities will install a further 274,500 CCTV cameras across the metropolitan area, with a higher proportional density installed in the city centre and within Luanda’s city boundaries. This will drastically increase the average to 31.8 CCTV cameras per capita. Additionally, these cameras will be solely owned and operated by the authorities, including the police force and local councils, whilst $90,000,000 will be set aside in subsidies for CCTV cameras provided to businesses and private residents for their own private ownership and security. Upon completion of the program, Luanda will rank as the 18th most surveilled city in the world, replacing Shenzhen, China. Furthermore, in an effort to tackle road offences, 377 combined red light and speed cameras will be installed across the Luanda metropolitan area.
