PROJECT INFORMATION | [/b]National Justice and Security Development Initiative: Phase 1 [/b] Objective: To build a safe, just, and orderly Tanzania by strengthening the capacity, accountability, and accessibility of the justice system, while upholding human rights and reducing crime across all regions. Prison Infrastructure and Rehabilitation Reform
Targets:
Construction of Kigoma Central Correctional Complex with a capacity of 1,500 inmates. Facilities include: vocational training centre, solar power and health unit Construction of Mwanza Women’s Rehabilitation Centre with a capacity of 500 inmates. Facilities include: Women-focused support and child-care facilities Expansion of Ukonga Prison in Dar es Salaam to increase capacity by >1,000 inmates. Facilities include: Overcrowding reduction, ICT upgrades Establishment of Mobile Courts and Holding Units. This will comprise of 10 mobile units to support rural prison processing Introduce mandatory vocational training and literacy programmes in all new prisons. Police Modernisation and Community Safety
Targets:
Construction of four new Regional Police Headquarters, located in Arusha, Mbeya, Dodoma and Mtwara. Establishment of 500 Community Policing Posts in rural and peri-urban zones. Upgrade of nationwide ICT & Communications networks. Launch National Police Academy Expansion with modern training facilities in Morogoro. Introduce integrity-based screening and community relations training as mandatory. Recruit 3,000 officers to Community Liaison Units. Recruit 12,000 new police officers Judicial Access and Efficiency
Targets:
Construction of High Court Complex in Dodoma. This will feature 8 courtrooms, digital registry, admin block and mediation centre. Establish 15 Mobile Magistrates' Courts to operate in rural communities. This will have a processing capacity of 1,500+ cases monthly. Renovation of 60 District Courts nationwide with upgrades & digitisation Hire 800 new magistrates and judges Expand Legal Aid Clinics (govt–NGO partnerships) to every district Train 2,000 new court clerks & registrars Estimated jobs created: Direct: 22,800 Indirect: 8,600 Ripple: 7,000 |
