PROJECT INFORMATION | Project Executive Summary Ministry of Social Development and Human Security Presented Community and Neighborhood Childcare Center Project The number of the Thai population has been rapidly expanding since the collapse of many inter-governmental organization, including the United Nations, on the eve of 1995. According to the latest national consensus conducted on August 2004, the Thai population now stands at 71,697,030 people, a significant rise compared to Thailand population of 58,610,000 people at the conclusion of the 1994 census. This represents a growth of 13,087,030 people over 10 years, or an average annual growth rate of about 2.03%. Furthermore, according to the census, there are now additional 13 million people under the age of 10 compared to ten years ago, representing 18.13% the population. While the growth rate is robust, it also indicates a necessity for proactive planning in various sectors, such as housing, education, healthcare, and infrastructure. To complement the state’s population policy that addresses family planning, reproductive health, and child welfare, the Ministry of Social Development and Human Security is investing in the infrastructure of the childcare service provided freely and universally. As the working-age population is now under immense strain and pressure to take care of their youth dependencies, the scale and ramification of productivity loss should not be overstated. Thus, as part of further economic diversification to prepare a wide range of employment opportunities of this new generation, the investment in both physical infrastructure and human resources are fundamental to the development and sustainability of our nation. The Ministry will construct 75,086 community-based childcare centers across Thailand, distributing one center in each “Muban” administrated by the local community assembly. This childcare would take 1,750 square meters, in which 350 square meters of it is an outdoor area. These centers would be built on the architecture of flexible spaces where versatile areas can be adapted for different activities such as quiet time, active play, creative arts, and educational sessions. Childproofing measures, secure entry systems, surveillance system, and accessibility features for children with disabilities will be prevalent in the facility, coupled with well-marked exits and clear pathways to ensure emergency preparedness. The center will incorporate large windows and adequate ventilation to create a healthy indoor environment, supporting cognitive development and physical well-being. A section of the facility will be designed as the play-based learning centers to offer imaginative play corners, reading nooks, sensory exploration zones, and building block stations. Each area will be equipped with age-appropriate toy and materials that simulate creativity and problem-solving skills. The facility will be equipped with educational materials such as books, puzzles, educational games, and digital learning tools to promote language development, numeracy skills, and early literacy. Outdoor spaces will be designed for active play, gardening, nature exploration, and structured physical activities. These areas encourage gross motor skills development and appreciation for the natural environment. Curriculum framework within the childcare center, inline with our national holistic development goal, will integrate cognitive, physical, and social-emotional, and creative development goals, emphasizing child-led learning experiences that foster curiosity and self-expression. Employed educators will be trained in child development, early childhood, and specialized areas like psychology or special education. They will facilitate structured activities and provide personalized attention based on each child’s needs. The center will provide communication channel and regular updates for parents to understand their child’s progress and engage in collaborative activities such as parent workshops, family events, and volunteer opportunities. The center will be equipped to offer balanced meal options that cater to dietary needs and preferences, ensuring children receive nutritious meals and snacks throughout their stay. Each facility will partner with the Ministry of Public Health to conduct regular health screening, promote hygiene practices, and provide resources for mental health support for children and families. For older children, the center will offer developed structure activities that include homework assistance, enrichment classes in art or STEM subjects, and recreational opportunities that complement their school curriculum. Feedback mechanisms will be implemented in each center to collect feedback from parents, staff, community members, and children to continuously improve services and address emerging needs or challenges. The Ministry will cover the investment in ongoing training and professional development for staff to stay updated on best practices in early childhood education, child psychology, and safety protocols. Community engagement will be facilitated through partnership with local organization, businesses (cooperative-enterprise), and educational institution to enhance resource, promote cultural diversity, and enrich learning experience through field trips or guest speakers. The new jobs will have a multiplier effect on the economy. Enhanced Productivity of the Workforce: This project will alleviate the childcare burden on working parents, particularly women. This will enable more parents to enter or re-enter the workforce, potentially increasing the labor force participation rate. With reliable childcare, parents can work longer hours or pursue higher-paying job opportunities, which can increase household incomes and boost economic productivity. Support for Local Economies: The construction of 75,086 centers will require significant investment in local construction services and materials, providing a boost to the construction industry and related sectors. Additionally, the ongoing operation of the centers will create demand for local suppliers of food, educational materials, and other necessary goods and services. Economic Diversification: The project will diversify employment opportunities, particularly in rural and underserved areas. This will reduce regional economic disparities and promote more balanced economic growth across the country. Partnering with local cooperative enterprises will encourage the growth of cooperative models, which will provide more equitable economic opportunities and promote social cohesion. |
