All 32 members of the Russian Security Council had been called to an immediate, emergency meeting inside the Kremlin Senate building. Those who would not be able to make it time had been told they were required to telecommute. They had all been informed via protected email services of what the meeting was going to be about.
It had taken a few minutes to get all of the video conferencing equipment set up and get every member seated and connected. President Vladimir Putin was sat at the head of the table, waiting for his moment to begin speaking.
"Thank you for joining me on such short notice gentlemen. By now, I am sure you're all aware of what has happened in the Congo and unfortunately I must inform you that, whilst we have no report of it, we have been unable to confirm if there are any survivors from the embassy and must assume the worst. And that is that Ambassador Youri Aleksandrovich Romanov, the Head of Mission at the Russian Embassy in Brazzaville, along with his entire support staff and security team, have unfortunately been killed in the callous attack. This makes one thing clear that the Imperial State in Congo has been attacking civillian targets. So before we begin, I would like to propose that Ambassador Romanov and his embassy team be awarded the Hero of Labour of the Russian Empire and I would like to pause for a minute to reflect on this situation."
President Putin bowed his head, the security council following in suit.
After a moment, Putin raised his head and began to speak again.
"Now gentlemen, we must move on to how we are going to deal with this situation that has arose. Obviously this conflict is in its early days and we dont really have much idea what is happening until more news reports come in. I have already spoke to Her Majesty and we both believe that it should be the position of the Russian Empire that we condemn this violent attack by the Imperial Forces of the Congolese Empire. However, that is something that should be discussed in the Duma." President Putin would pause for a moment, before continuing. "Now onto another point, and that is the possible closure of the Embassy in the Congolese Empire - with the evacuation of Embassy staff and the Search & Rescue and repatriation of the deceased from the Embassy to the Republic of Congo... General Kvashnin, what is your point of view of a rescue operation?"
General Kvashnin would lean forward, his placing his elbows on the table. "Well, Mister President, the HMRS Vladivostok is currently in port in Severomorsk. I can make a call for Fleet Admiral Kuroyedov and Admiral Korabelnikov to join us via video conference so they can give their opinion on a naval force deploying to the African Continent?"
Putin nodded, giving a "mhm" as the General spoke. "Very good General, make the call now, we can't waste any more time."
The General nodded and stood up from his seat, leaving the table to go and make the call. After a few moments, he returned to the table. Giving the rest of the Council a nod. "Admiral Kuroyedov and Admiral Korabelnikov will be joining us momentarily."
"Thank you General." Putin responded, and waited for the screens at the table to light up with the two Admirals there. Once they did, Putin spoke once again.
"Admirals, thank you very much for joining us. I'm sorry to interrupt your busy schedules, however this is of grave importance. I was just informing the security council that the conflict that has broke out in central africa has had a direct effect on the Russian Empire as it looks like the Russian Embassy in Brazzaville has been completely destroyed with a loss of all life. It has been made clear that we for one: Close the Embassy in Kinasha and rescue the staff from in there and conduct a Search & Rescue operation for any possible survivors in Brazzaville and to repatriate the bodies."
Fleet Admiral Kuroyedov was the first to speak. "I can give the order now for the crew of the HMRS Vladivostok to be recalled. It will take a few hours for the crew to recall and the plans to be made. I also recommend the use of HMRS Vladimir Kolechitskiy out of Kaliningrad and the HMRS Ostin out of Murmansk for Replenishment. Alongside the HMRS Admiral Kharlamov for escort."
"Thank you Admiral, issue the order now." There was a few second pause of the Admiral nodding his head before exiting the call. Putin went on "Admiral Korabelnikov. What is your nearest unit to the vessels deploying?"
"That would be the 70th Special Purpose Detachment, Mister President, when I leave this call I will call Admiral Kuroyedov on a private call and discuss the use of helicopters getting them to the port."
"Very good Admiral" Putin instantly turned his attention back to General Kvashnin. "General. What medical support can we get from the Northern Military District?"
"Roughly 150 Medical Personnel with the 200th Separate Motor Rifle Brigade"
"I want 50 of them to deploy on the ship aswell." Putin nodded between the General and the Admiral. This giving them their cue to leave and make the necessary preparations.
There was a brief pause in the room as things settled. Before Ivan Ivanov, the Minister of Foreign Affairs, spoke up. "I shall get intouch with both the Imperial State of Congo and the Republic of Congo to inform them that we are conducting an operation to repatriate the dead bodies."
"Thank you Minister. If no one else has any business to discuss. I call to end the meeting."
There was muttering a nods. Before all of the men were dismissed to their jobs.
