After a few days of deliberation, a new constitution would be drafted by the Officers who had led the Coup. This constitution would drastically change the functions of the government. All civilian institutions of the central government would be replaced with Commissariats and placed under the command of military officers, called Commissars. The Parliament would be replaced by a 50-man senate, named the Commissariat Assembly consisting of field-level officers (Majors, Lt Colonels, and Colonels), and would meet only once a month. These would be elected by junior officers and senior enlisted, as well as honorably discharged veterans.

The Leader of the Commissariat Assembly, appointed by the Commissariat Assembly from Flag Officers would be titled the Consul, who would also lead the various governmental Commissariats ("Departments"), while the Head of State, and Commander in Chief, would be entitled the Grand Marshal, and would be a Flag-Grade officer, appointed by his fellow flag officers. The Grand Marshal would also command Serbia's law enforcement forces.

The Constitution would also enshrine certain rights of the citizenry, civilian and otherwise, such as self-defense, free expression in most cases (but not the right to the franchise), the right to attempt service either as a combat officer or in service of one of the Commissariats, and the right not to be deprived of life, liberty, property, or other rights without due process.

Alongside the new Constitution, certain reforms were made to bring the Serbian Ascendancy's laws in line with the ideals and principles of the new government. The primary part of these reforms:

  • The Age of Consent in Serbia, previously the age of 14, would be raised to 18. In conjunction with this, it shall be a criminal act for anyone over the age of 18 to engage in sexual relations with anyone who is both under the age of 18, and more than 3 years younger than the accused. Depending on the age gap and aggravating circumstances, the sentences will be anywhere from 5 years to life imprisonment
  • The Crime of Engaging in Human Trafficking will be punishable by 15 Years to Life in prison while engaging in human trafficking for the purposes of sexual exploitation will be punishable by death by firing squad.
  • Able-bodied and able-minded persons unwilling to search for a job, or incapable of finding one, shall be in the employ of one of the Commissariats, carrying out duties such as low-level clerical work, basic construction (especially in the construction and maintenance of roads and other simple transportation infrastructure), or other jobs of unskilled labor.





Dead were the days of the Republic of Serbia, and the Serbian Union.

The Serbian Ascendancy was Born.

The Government of The Republic of Ireland would extend diplomatic recognition to the new regime in Serbia and would consider those officials currently acting on the mandate of the Serbian people to be the legitimate government of Serbia. Privately, however some members of the Irish Government would expression certain reservations about the coup and the new order as it stands.
