Regarding the $3 billion debt

So...as I've noticed, Germany has lost around $7 billion dollars, which has put it into a 3 billion dollar debt. What I'm wondering is how and why this happened. I assume it has something to do with the winter, but $7 billion dollars?

Germany lost $7,000,000,000.00 due to the European Winter Event. Not only was Germany struck hard, but your Government and important Political heads all left the country. This would have caused some Hysteria!
Many other European Countries suffered financial losses. For example, Kingdom of the Netherlands ($10,000,000,000.00) and Great Britain ($15,000,000,000.00)
Smaller European Nations, like Norway and Italy had losses between $4,000,000,000.00 and $8,000,0000,000.00
