Minister of Foreign Affairs Brian Cowen would place a call to Jean-Marc Ayrault at the French Ministry of Europe and Foreign Affairs. He was calling on behalf of Taoiseach Bertie Ahern who wanted to arrange for major diplomatic talks with the French Empire. They were at the top of the list of nations that he wanted engage diplomatically with, espoecially after the non start that was the previous French government.
