As one of the direct neighbors to the Russian Federation I would like to extend an invitation to work with us in fostering the way to stronger diplomatic ties. We share both a land border and access to the Arctic Sea. Thus it is believe that the start of a trade relationship would be to our benefit. Not only that, but the start of artic cooperation to avoid confusing situations. Russia has been inward facing for the past two years since the failed coup by communist hardliners. We would like to look outwards.

As a country that shares our border and access to the same seas, there is something else. We would like to have your help in combating the rise of so called kleptocrats in our nation. Also known as oligarchs they often hide their amassed wealth in off shore bank accounts, encourage corruption, and illegally smuggle cheap foreign goods. Already they are taking advantage of corruption and privatization. We would like your help on the international stage to crack down on them. often evidence against them is locked away outside the country.

Thank you very much, it has certainly been an interesting period of time here in the Russian Federation. However, as to answer your question. We are not able to enforce the law in other nations, nor look for evidence in other countries. Many of these Oligarchs have obtained wealth with smuggling. Both via the sea, and via land borders. Then others yet place money in off shore banks away from prying eyes. We would like it if Norway were to keep an eye out for such people. There is a great danger of their growing influence, and it must be stopped before it is too late and possibly spreads to other nations. We believe one way of slowing their movements is the start of official trade as well as cooperation between our legal systems.

The Kingdom of Norway is happy to work with other countries to help reduce corruption of any kind. We will do everything within our legal means to help Russia, we of course wouldn't want this kind of corruption to spread to Norway, and the government is dedicated to bettering the countries around us when we can, including Russia. Very good, I am glad that you have seen the implication of said corruption. It is an insidious thing no? Those that obtain power through it, are never satisfied and are more then willing to spread to other areas, other countries. Many reforms, while well intentioned can open doors for these types unfortunately. That coup attempt by the hard liners didn't make anything easier. We suspect that many were well connected to the Soviet hardliners as well. If that is of any use to you.

We also look forward to hearing from the minister of trade. I believe there is much we have to gain from cooperation.
