Prime Minister Alexander Rutskoy standing in his office, blinds closed, and door locked hurriedly dialed his phone which was on the SIN a system that encrypted the phone line and other means of communication. This private call was urgent and he did not have much time at all. He however composed himself. He was dialing up the British Ministry of Defence the office of the British Minister of defense himself. He put the call through and awaited an answer as he took a seat checking his watch as he did so.

Jack Towse, the Secretary of State for Defence, ensured privacy within his office and answered the call on a private encrypted line. Patiently waiting as it went through ."Hello? May I help you?"

"Yes hello, this is Prime Minister Alexander Rutskoy... of the Russian Federation." he said with a pause tapping his desk."As you may know we have an issue in Moscow. That is putting lightly I know..." he said with a longer pause."I would like to request your help with the matter." he finally said with some hesitation."Alpha Group is currently in training, and while our Commando Frogmen are good... if we send them in it will be a bloodbath. Could you lend us a hand in the form of SAS?"

There was a short silence, it was clear the call had escalated pretty quickly in terms of the concept of Russia requesting British special Forces. "I would need a full rundown of the situation in Moscow, can you please provide that? And what kind of support would you be looking from our Special Forces?".

The relationship between Russia and the UK has been rocky, the majority of the time? Rather bad; but the UK often opted to help where it could.

"Of course." there was a pause."A group of around fifty to sixty Chechen terrorists arrived in Moscow riding what appear to be two mini buses, one pickup truck, and one car. They assaulted the Kotelnicheskaya Embankment Building and shot at everyone outside the building. They were armed with what appear to be AKM model rifles and also unloaded a single heavy machine gun and a small number of RPG launchers. They also unloaded explosive equipment with these other items. They entered the building from every entrance while covering escape routes. Once inside they started to round up guests and residents. Based on reports their claim of having four hundred twenty three hostages seems accurate. Moscow Police who have scouted the building report movement in the entry ways. From what we can tell they have gathered the hostages up in one or two areas.

It is very likely they have rigged the rooms with the hostages to blow if we even make a move. We suspect deadhand systems much like with previous encounters. They claim to be with the 'Special Purpose Islamic Regiment' and are demanding that we release Chechnya under the control of the Caucasus Emirate. They are also demanding that they receive international recognition at the Global Assembly. On top of that they want us to send them a Chechen politician who is rather pro Russian." he said explaining the situation as it came to him."At this moment all we have on hand are Commando Frogmen who are not trained for these situations.

We send them in, the terrorists will be dead... but the body count will be extremely high among the hostages. We do not want a repeat of past incidents. Normally we would have Alpha Group on hand, but as I mentioned before they are not yet ready. The reason I call you and nobody else is because no other Special Forces has such a reputation with such situations. I speak of course of the Iranian Embassy siege. We would like you to send your SAS to Moscow and work with our Commando Frogmen. If we are to prevent a massive death toll we need people with the tactical precision such as with Alpha Group or the SAS. There is somthing else as well, we believe they may have the Australian Ambassador hostage."

"You're talking much more than a simple terror attach, a force of that size and that well armed is almost a company worth of combatants. I've seen snippets of the situation on the news, the fact you've come to us to ask for help says a lot about your interest in saving lives, something I definitely commend you for. I will dispatch a unit to assist however we can, we will need floor plans of where they're held up. However, our personnel won't be in counter-terrorism attire, but conventional combat simply because of the risk the opposing force is evidently presenting. I presume I can trust you to do what you can to keep my men safe too?" There would obviously be a worry based on the lack of trust given Russia's more recent history.. but it was a hope this could be a u-turn to the rough patch between the UK and Russia. "We will not be able to contribute vehicles, would your forces be able to transport my operators to the command center? We may also need some helicopters.. but that can be discussed on the ground between our Commanders."

"You can count on us to ensure that your men are given everything they need and we will do everything we can to keep them safe. We will give them vehicles, provide transport, and what ever other equipment that they will require. We can also provide to them the floor plan of the building. In fact, we can get the original plans from the archives. Now there is another issue, they keep giving us deadlines and making demands which we simply cannot cave into." he would say with a pause."We need to stall them while our forces are put into position. Now they will not trust our word and will obviously grow tired of our stalling. But, one of their stated demands is international recognition of Chechnya under their regime." he would say with a pause."I am sure you can see where I am going with this? Would the UK be able to talk with the hostage takers and make them believe that they are getting what they wanted and from one of the most prominent nations on the international scene. That should stall for enough time to move everything into position."

"Whilst we have no problem with that, for Britain to get involved publicly and especially negotiate, I think it'd result in a hugely negative response. The relationship between Russia and the UK is widely known, and the UKs response to terrorism is something that everyone knows isn't negotiated. The group you're facing seem more militant and understanding of tactics. Give them something to go on, perhaps even ask for proof of life before you can sign their terms. Something to just delay them but I do think the UK ought to remain on the sideline to prevent the backlash from these terrorists."

"You would not be involved publicly, it would be a private and secured phone call. Regardless we have followed your suggestion and they have agreed to send out two hostages. We are hoping that while we are planning the take down that we can bleed as many hostages from them as possible. However, they seem extremely delusional when it comes to their demands and it has been suggested to me that they likely view themselves as freedom fighters, not terrorists as they are. While the UK is known for its response to terrorism their attempt to reach out to the international community might make them believe even if for a short while that the world agrees with them, as delusional as it may be. But you are correct, this group is very militant and understands tactics. There are some possibilities behind how well equipped and knowledgeable they are. 1# is that they are being lead by someone or a group of people with experience from our war in Afghanistan during the 70s and 80s. Their equipment being scavenged from the fall of the original Soviet Union. 2# There are former soldiers from one of the past Russian administrations in their ranks. Their access to weapons is due to the poor tracking of equipment both Soviet Era and post multiple government collapses. 3# They have been trained by forces yet unknown abroad and or have other groups sympathetic to them. Their equipment donated by other forces yet unseen. 4# Any combination of the three to varying orders."
