Greetings Friend,

We took notice that you are attempting to produce 300 Original Model BMP-2 obr. 1980 which is severely outdated and will without a doubt under perform. We unfortunately cannot allow you to produce them for a number of reasons. Firstly, you do not have the proper tooling and thus the quality of the recreation will be severely lacking. Secondly, such a recreation will send a poor message about the quality of the Russian Arms industry. Thirdly due to your purchases from the RUSDefense store you have shown that you understand we are the proper rights holders of Russian equipment. With that we ask that you cease the attempted production as we will not be sending the key Russian components or weapon systems. We have also listed on our store page a better alternative for the BMP-2 you are attempting to create. The BMP-2M "Berezhok" exceed your expectations for a BMP-2 chassis vehicle. We also understand that the previous administration in Vietnam did little to develop Vietnam, Laos, or Cambodia towards being a developed nation by 2020. Thus, we would like to make an offer in regards to the BMP-2M "Berezhok" Infantry Fighting Vehicle. Russia will invest in a heavy industry factory with the proper tooling for the production of this variant of the BMP-2 and sell Vietnam a production license. This factory will provide employment and provide your need for a modern IFV being built with the proper tooling. This deal also includes the sale of tooling for the weapon systems that go into the BMP-2M. However, before commencing we will need to know what your estimated final number of desired vehicles is.

Under the advisement of the Ministry of Defense, Minister Le of the Ministry of Industry and Trade would invite his Russian counterpart to Hanoi to take part in a weeklong excursion to bask in the Sun as well as to discuss certain alternatives to earning defense equipment.

Greetings,

I have received your invitation to spend some time in Vietnam and discuss alternatives when it comes to this equipment. However while there I would like to discuss more then just that and the development of Vietnamese Industry. As I understand the previous Russian administration failed to uphold a promise to work with Vietnam on developing your industry. Vietnam and Russia have historically prior to the failures of previous administrations been good friends. i wish to reignite this friendship with my visit to Vietnam by addressing the issues that affect both our nations. With 50% to 40% of your workforce tied up in agriculture there is obvious areas for improvement.

Now then, with all of that in mind when would be the best time for me to come and visit?

Dear Denis Manturov, the esteemed Minister of Industry and Trade,

The Republic of Vietnam Head of State, President John Duc Ngo, would be delighted to receive you at your earliest convenience. While Vietnam's manufacturing output has surpassed agricultural output since the early 80s, we do agree that there is much improvement to be made. The Ministry of Industry and Trade has continuously been drafting a second Doi Moi economic reform program and would love the input and guidance of the Russian Federation's Ministry of Industry. We assure you that your stay in Vietnam, should you choose to come, will be met with luxury and grace.

Best,
Le Kien Binh
Minister of Industry and Trade

I apologize, as the records in regards to previous plans had accounted for the modernization of Laos and Cambodia. However, you are correct that there is much room for improvement. We would like to assist Vietnam with being fully developed and industrialized by 2020. Now then, for the stay I know it may be short notice but would the 2nd or 3rd of this month work?

Dear Denis Manturov, the esteemed Minister of Industry and Trade

While the short notice is noted, those dates do indeed work. We look forward to having you and your retinue. President Ngo is looking forward to making your acquaintance and would like to extend an invitation to your family to the ground-breaking event, where the President plans to commission the first vessel of the Republic of Vietnam Navy, a FREMM Multipurpose Frigate, the RVNS Võ Nguyên Giáp on the 4th of this month, named in honor of the legendary Vietnamese general of the Viet Minh. General of the Armies (Ret.) Võ Nguyên Giáp will be in attendance at the event and will be a keynote speaker.

Best,
Lê Kiên Bình, Minister of the Ministry of Industry and Trade
