This is not only a recognition of your leadership and vision by the Turkish people, but also a moment of personal significance for those of us who have known you and worked with you over many years. I deeply value the friendship and mutual understanding that we developed well before either of us assumed our current offices. I am confident that this spirit of trust and open dialogue will continue to guide relations between our two nations.

Russia attaches great importance to strengthening our strategic cooperation with Türkiye. I look forward to working closely with you to further develop our bilateral ties across political, economic, and cultural spheres, as well as to ensure regional stability and prosperity.

Please also extend my warm congratulations to Recep Tayyip Erdoğan and the entirity of Refah Partisi, whose support has played a key role in your election. I wish both of you continued strength and success in your shared endeavors for the benefit of the Turkish Republic.

As President, I am mindful that the office I now hold is a non-partisan institution, representing the entirety of the Turkish nation. While I have longstanding ties with various political leaders, I remain committed to serving as an impartial head of state, working to unify our people and strengthen Türkiye’s democratic and international institutions. In this capacity, I will engage Prime Minister Çiller to convey your message, and I will lend my full support to ensuring the continuation and deepening of our bilateral relations. Türkiye and the Russian Federation are both essential actors in preserving peace and stability in the Black Sea region. Our shared geography and intertwined interests make cooperation not only desirable, but necessary. It is in this spirit that I propose the opening of formal trade talks between our governments, and I would welcome the initiation of discussions, under the leadership of Prime Minister Çiller, toward a bilateral trade agreement. Furthermore, I believe our countries would benefit from embarking on a strategic joint infrastructure project, specifically the construction of a gas pipeline directly linking Türkiye and Russia. Such an initiative would be a cornerstone of long-term energy cooperation and a testament to our shared vision for regional integration and mutual prosperity. Allow me also to express our appreciation for the intelligence provided by your government regarding the recent placement of naval mines in the Black Sea. Your timely sharing of this information is a clear demonstration of the value and necessity of sustained strategic dialogue between our nations.
