The State of Michigan is interested in being home to Sparrow Industry's manufacturing facility. Detroit is known as The Motor City, not only because the first cars in the world were made here, but because it's a mecca of manufacturing for the United States and has some of the hardest-working people in the nation. If you would have this facility located in Detroit, and if it were to employ more than 5,000 locals, I am confident that we could organize a significant reduction in taxes with the federal government. The money that Sparrow would be paying in property taxes would go to improving the City of Detroit and the State of Michigan. Opening a facility in Detroit would help improve Sparrow's image with the United States and would provide a safe and healthy environment to manufacture great products for the world.

To this message I have attached the property which the City of Detroit would be willing to part ways with. Considering the fact there is already a regional airport located on part of this property, the pricing for this property (after the city has taken it through the process of eminent domain and moved any graves in the way) would be a flat $175,000,000. After that, all of the buildings on and within would belong to Sparrow Industries - but the property would of course still be within the city limits of Detroit. Because this airport would go from being a public facility to being owned by Sparrow Industries, there will be much less regulations that Sparrow will have to abide by, however there will still be certain height limitations for any new buildings constructed near the airport for obvious reasons (this is in accordance with regulations from the Federal Aviation Administration). Sparrow would be able to alter the property and the structures on it in any way that you like, within the bounds of the law of course.

Location: KDET Detroit City Airport (and surrounding properties), Detroit, Michigan

Size of site: The site is more than large enough to include a massive manufacturing facility, offices, recreational facilities, airport expansions, and more.

Room For Expansion: This would need to be negotiated with the city, but there is some limited potential for expansion next to that same site - and there is plenty of potential to expand in other parts of Detroit or the State of Michigan.

Helipad Facilities: These can be constructed on-site since the site includes a municipal airport.

Private Transportation: This site includes access to the United States rail network as well as access to Detroit's bus service.

Initial Property Cost: $175,000,000

Yearly Property Tax: $500,000,000

VAT: $0

Laws: Must abide by all laws of the United States of America, the State of Michigan, and City Ordinances of Detroit. Romania is interested in hosting Sparrow Industries Shipyard. The port of Constanta, the seventeenth-largest in Europe, could happily host a new shipyard. Despite being such a large port, the land inside the harbor is almost sparse. We could easily accommodate a large shipyard there. I can offer you a plot of land 4 kilometers square to build your shipyard on. The nearby city could benefit from new jobs, potentially upwards of 5,000 workers. You would be working alongside the pre-existing Constanta shipyard. Alongside the dirt plot, there is plenty of other lands either taken up by storehouses or other free land. There is potential for up to another 4 square kilometers of land nearby, plus another 4 by dismantling unnecessary storehouses. This land is at the extreme north of the port. The initial 4km is completely undeveloped land and could be used by you to develop whatever you may want. There is an air terminal ten miles inland, as well as plenty of roads. Civilian boat docking is also available. There is also a rail line running nearby that can be used for the transport of goods. By placing your shipyard here you would get a large plot of land and be seen as helping to develop small nations. This could be beneficial for both of us. The German Ministry of Finance would like to present its bid for the new location of new Sparrow Industries Manufacturing Facility and Shipyard. The location of both site is actually one in the same. The currently unused Hamburg Finkenwerder Airport is the proposed site. The Finkenwerder aircraft works and associated airfield were established in 1939 by the aircraft arm of manufacturer Blohm & Voss. They were substantially undamaged during World War II and when the company, revived as HFB, re-established itself there about 15 years later, the facilities began a long series of progressive expansions and modernizations. In 1964 both the HFB 320 Hansa Jet and the third prototype Transall C-160 made their first flights from the airport. Through a series of mergers and acquisitions, HFB and its Finkenwerder facility eventually became part of Airbus at which the site itself was abandoned when Airbus was acquired by Sparrow Industries. The site hold large older Airbus Manufacturing facilities that are already built to standard only that they sit unused. The site also holds a large deep water shipyard. The site has also plenty of room for expansion to the south and east of the site. The site itself is located in Hamburg, Germany which would give Sparrow Industries a central European Location to better service its customers.

We would like to sale Hamburg Finkenwerder Airport, the associated manufacturing facilities, and the deep water Shipyard to Sparrow Industries for $1,350,000,000.00. Yearly Property Tax would be $650,000,000.00. There will be No VAT due at any point. Sparrow Industries would have to abide by all the law of The Republic of Germany, Hamburg, and the Hamburg Port Authority. This includes all safety standards and workers rights. Communication will need to be made with the Hamburg Airport Air Traffic Control to avoid any issues with available airspace but the two locations are far enough apart that it shouldn't be an issue. We would love to host Sparrow Industries here in Hamburg. We believe that we have not only the best ready made location but we also have one of the best work forces in the world. Products that've been peace and democracy brought to country's in the most devastating of civil war and turmoil, have assisted in international humanitarian aid missions following unimaginable hurt at the hands of natural disasters, war and poverty as well as the continued service to the hundreds of nations worldwide that rely on your infrastructure, technology and investment to ensure their national security. The safety of populations worldwide is very much in part down to the services your organisation provides. Sweden is no exception to that and has been a continued customer, partner and friend of Sparrow Industries for a number of years; so imagine my elation when I heard about your tender for foreign locations.

My name is Berit Högman and I am the Governor of Västernorrland County in Sweden, allow me to propose two locations for you, both of which sit in the city of Sundsvall.

Sundsvall-Timrå Airport
Sundsvall-Timrå Airport is a self-contained airport and is locally known as 'Midlanda' which refers to it's geographically central location in Sweden. Having been built on delta land it has an overwhelming capability of extensive and investment. Security is no problem with the island being surrounded by water but yet easy access to arterial roadways, namely the E4 which follows the Swedish coastline to the economic centre of the world, Stockholm. This location is unlike any other in the world with the sheer amount of potential. At present, the airport retains a 6857ft asphalt runway at a heading of 16/34 and is unimpeded by any other local airports or regional restrictions, permitting twenty-four-seven access by air.



Port of Sundsvall
As you can see from the presented images, this location comes with an extensive, unrestricted access to the Gulf of Bothnia and Baltic Sea, some of the safest waters in the world. This location boasts a centralised position in Europe, the home to some of the largest operators and customers of Sparrow Industries at an intimidating distance from an arm of your competitor, Russia of 'RusAr'. Not only that, we also encompass the capability of extensive grown and regeneration capabilities in this location with ample amounts of unused real estate capable of facilitating Sparrow Industries needs. As with Sundsvall-Timrå Airport the location has extensive transportation links and is only a stones throw away if you were to use both locations.



I have only expressed very little as to why Sundsvall is absolutely the best location for Sparrow Industries to pursue their expansion. An initial flat rate of $1,000,000,000.00 (one billion) followed by an annual cost of $500,000,000.00 (six-hundred and seventy-five million) - in addition to this, we can assure any plans to expand either location will see planning permission granted without dispute on the provision it does not effect the welfare of the local civilian population and it be seen that there are no business taxation appended to your organisation in the interests of cooperation.
