Subject: Persian-Spanish Relations

Minister Borrell,

I am very pleased to have received your message on behalf of the Imperial State of Iran, as the neo-Persian Empire desires to greatly strengthen our relations with the nations of the West, with the Kingdom of Spain certainly being at the forefront of European nations that Iran currently seeks increased engagement with. Therefore I would like to accept your invitation to travel to the Kingdom of Spain, as the Shah has instructed me that he desires to discuss a wide-array of topics with you, your government, and your nations leading public and private sector firms. The Shah has also requested that additional Iranian government officials and business leaders travel with me to Spain, in order to discuss possible Iranian investment within Spain and Spanish investment within Iran. Is this something that also interests the Spanish government and Spanish business community?

I look forward to your reply Minister Borrell and hope that we can meet with one another shortly, as I am confident that our two nations have a great deal to offer one another. Spain is one of the great European civilizations, whose strong tradition of monarchy continues to serve as a central unifying force for the Kingdom of Spain and the Spanish people. While Iran/Persia is one of the great Asian civilizations, whose embrace of a strong, yet progressive monarchy, led to rapid modernization and a massive buildup of Iranian power until the 1979 Islamic Revolution. The neo-Persian Empire seeks to rekindle the flame and past success of the Pahlavi Dynasty in rapidly modernizing and strengthening Iran, while unifying Iran's people under a strong centralized imperial form of government, headed by the Shah. I have no doubt our two great civilizations and people's can learn much from one another and I look forward to our increased dialogue and engagement.

Hoping to meet with you soon,

Prime Minister of the Imperial State of Iran, Field Marshal Amir Hatami,

It will be an honour to host you and of course, it would be a pleasure to host a party of Iranian business delegates and any additional government figures, if at all possible, would it be possible to receive the names and any additional requirements of those officials and business leaders who will be attending so that the appropriate arrangements are made for those delegates. I would also like to invite some Spanish businesses to the meeting as they too are interested in seeking investment between our two countries.

Your attendance to the Kingdom of Spain has received a lot of media coverage and has had a great response so it will be a pleasure to see you as soon as you can make it to our country and I hope to see you and your delegation soon.

Minister Borrell,

I'm very happy to see that our request to organize a meeting between Spanish and Iranian government officials and business leaders has been so warmly received by your government and the Spanish business community. I have no doubt this will be quite a fruitful meeting, which will not only see considerable investment within our respective nations, but will also see the building of a solid partnership between the Kingdom of Spain and the Imperial State of Iran, which is built upon a foundation of trust and mutual understanding.

The government officials and business leaders that I have selected to travel with me to Spain are as follows, Minister of National Industry and Mines of the Imperial State of Iran, Abdolreza Rahmani Fazli, the Minister of National Development and Infrastructure of the Imperial State of Iran, Mir-Hossein Mousavi Khameneh, the Commander of the Imperial Iranian Navy, Commodore Hossein Khanzadi, the CEO of Iran Aviation Industries Organization, Dr. Abdolkarim Banitarafi, the CEO of Iran Electronics Industries, Javad Alam, the CEO of Defense Industries Organization Brigadier General Hossein Dehghani Poudeh, the CEO of Iran Shipbuilding & Offshore Industries Complex Company, Commodore Ali Fadavi, and the President and CEO of Iran Khodro Motors, Hashem Yekezareh. Our delegations only special requirements is that we will be traveling with a squad of a dozen Javidan Guardsmen, who will each be carrying a standard sidearm in the each carrying PC-9 ZOAF 9-mm semi-automatic pistol, with five clips of ammunition each.

I'm very happy that the Spanish business community would like to send some of its leaders to meet with our delegation, please feel free to invite as many Spanish businessmen as you'd like, as the Shah seeks to significantly increase commerce between Iran and the West. The Shah and I would also like to request that the CEO of Repsol S.A. Josu Jon Imaz San Miguel attends our meeting, as we have a proposal that I'm confident Mr. San Miguel and Repsol will find extremely intriguing and quote lucrative for their firm, as well as the Kingdom of Spain.

The Shah and I are very pleased that the Spanish media and Spanish society have been so welcoming and eagerly await the arrival of the Iranian delegation that I am heading to Madrid. I'm more than happy to give an interview with your nations leading media outlet at the close of our meeting, should your government wish to give the media that level of access to our talks. I am also happy to say that our delegation is preparing to depart Reza Shah International Airport in Tehran as we speak, aboard a chartered Iran Air Airbus A330-200 airliner, bound for Madrid. So we shall be arriving within the Kingdom of Spain shortly and I look forward to meeting with you and your delegation upon our arrival!

Sincerely,

Prime Minister of the Imperial State of Iran, Field Marshal Amir Hatami,

With the impending arrival of Iranian government officials and business leaders, they would be directed to Getafe Air Force Base by Spanish Air Force controllers who had been pre-briefed on the arrival of the Iran Air flight. When in range, two F-18 fighter jets would take off from Son San Juan Air Base in the Balearic Islands and would make contact with the Iran Air flight to escort it to mainland Spain.

At Getafe Air Base just south of Madrid, preparations would already be underway as a large motorcade capable enough to carry the Iranian leader and his delegates to the meeting location would be made. Across Madrid, barriers would be posted to stop civilians from breaking out onto the road and sniffer dogs would patrol the streets as they made checks for explosives and any weapons.

300 Civil Guard and National Police Corps officers were to be posted along the route from Getafe Air Base to the Santa Cruz Palace and they would stop civilians from breaking out into the street to pose a risk to the motorcade. These officers were carrying Glock 17 handguns and would be very vigilant. Civilians were free to watch the motorcade pass by if they chose to and many chose to do so as they flew Spanish and Iranian flags.

At the Santa Cruz Palace, it was mayhem as final preparations were made to get business leaders and politicians ready for the event and a large conference room had been prepared for the parties to discuss ongoing affairs and for any deals to be made. The Spanish party would be represented by the following people:

- Josep Borrell, Minister of Foreign Affairs, Global Assembly and Cooperation
- José Luis Ábalos Meco, Minister of Development
- Reyes Maroto, Minister of Industry, Trade and Tourism
- Nadia Calviño, Minister of Economy and Enterprise
- Pedro Duque, Minister of Science, Innovation and Universities

- Josu Jon Imaz, Chief Executive Officer of Repsol
- Antonio Vázquez Romero, Chairman of the Board and Chief Executive Officer of Iberia
- Jose Maria Alvarez-Pallete Lopez, Chairman of Telefónica
- Dimas Gimeno, Chairman of El Corte Inglés
- Ana Botín, Executive Chairman of Santander Group
- Jose Ignacio Sanchez Galan, Chairman and Chief Executive of Iberdrola

Getafe Air Base, Getafe

With the Iran Air Airbus A330-200 Wide-Body Airliner having safely landed at Getafe Air Base, all the members of the Iranian delegation were quite excited about their arrival within the Kingdom of Spain and the possibilities this official state visit held for Iran and Iranian firms. The lone exception being the Prime Minister of the Imperial State of Iran, Field Marshal Amir Hatami, who was cursing himself for not having informed Minister of Foreign Affairs Borrell that the Shah had wished for the CEO of Indra Sistemas, S.A. Mr. Javier de Andrés to attend the meeting between Spanish and Iranian government officials and business leaders, in order for Mr. de Andres to hear a major proposal from the CEO of Iran Electronics Industries, Javad Alam. The Iranian Prime Minister was hopeful that Mr. de Andres could be quickly summoned to the bilateral meeting in Madrid, otherwise Prime Minister Field Marshal Hatami expected the Shah to fly into a rage and fire him, as the Prime Minister had been careless and in a rush as he pushed the meeting with the Spainards forward.

As the Iranian delegation departed the Iran Air airliner after collecting their belongings that they'd carried onto the plane, it was the Prime Minister who was the first Iranian off of the airliner, as leading from the front was a trait that Prime Minister Field Marshal Hatami firmly believed in. The Prime Minister was followed by his security detail of Javidan Guardsmen, while the lesser government officials, business leaders, and a small army of assistants followed in quick succession.

Prime Minister Field Marshal Hatami greeted the Spaniards who'd been assembled to welcome him to the Kingdom of Spain, before introducing the various government officials and business leaders to the Spaniards who'd been sent to greet the Iranian delegation at Getafe Air Base. The Prime Minister then descreteely said to the obvious leader of the Spanish welcoming committee, that he had forgotten to request the presence of the CEO of Indra Sistemas, S.A. Mr. Javier de Andrés at the bilateral round of talks that were to be held at Santa Cruz Palace. The Iranian Prime Minister apologizing to his Spanish hosts several times, as he asked if Mr. de Andrés could be summoned to Santa Cruz Palace to meet with the official Iranian delegation to the Kingdom of Spain.

Hoping that Mr. de Andrés could be summoned to Santa Cruz Palace on such short notice, Prime Minister Field Marshal Hatami entered the vehicle within the motorcade which he was led to, while the other members of the Iranian delegation did the same. Once the motorcade left Getafe Air Base, the Prime Minister and other members of the Iranian delegation were quite surprised to see such large and enthusiastic crowds of Spainards having gathered to welcome the Iranian delegation along their motorcades route to Santa Cruz Palace in Madrid. Seeing the many gathered Spaniards waving the flag of the Kingdom of Spain together with the flag of the Imperial State of Iran was quite an emotional moment for Prime Minister Field Marshal Hatami and many of the other members of the Iranian delegation, as most of these men had risked their lives to overthrow the Ayatollahs during the "White Revolution", so that Iran could once again be accepted as the proud and glorious nation it was by the other members of the international community. So while the Prime Minister knew that much work needed to be done to restore Iran's image, the sight of Europeans waving the flag of the Imperial State of Iran meant a great deal to the members of the Iranian delegatio, the Persian people, and indeed the whole Iranian nation.

In Tehran, the Shah was watching the procession of the motorcade with watery eyes on television, as this was the first indication that the neo-Persian Empire was receiving respect and acceptance internationally. Though the Shah was well aware that the damage the Ayatollahs had done to Iran both internationally and domestically couldn't be erased in a period of weeks, months, or even years, this moment made it clear to the Shah that the Imperial State of Iran was on the right path and soon he would be able to unveil his ambitious rapid economic growth and modernization plan, which he's named in honor of the "White Revolution" which had returned the Pahlavi Dynasty to power within Iran.

It was late into the morning and the heavens had opened in the area of Getafe and Madrid which Josep Borrell wasn't impressed by as Madrid was dark and gloomy as winds had picked up and trees shook as many people had ducked into cafes and restaurants to escape the gloomy weather but people still stood along the motorcade route as they continued waving flags, not letting the weather get to them.

Throughout the hour, the Ministers and delegates invited to the meeting between Spain and Iran had finally turned up to the Santa Cruz Palace and passed through security checkpoints before gathering in a lounge to share notes and small talk before they moved into a much larger conference suite where chefs from the Spanish Army had prepared many Spanish and Iranian delicacies so that the people round the table did not get hungry, a wide range of drinks had been laid out for the delegates to enjoy.

With the presence of the Javier de Andrés requested, the Secretary who had been tasked with greeting the Iranian delegation at Getafe Air Base had ordered for a government vehicle to head to the residence of Javier de Andrés who was surprised but knew that if the Spanish government had requested his presence then he must be there and so he did, quickly taking his briefcase with him which had all his business notes and documents.

Josep Borrell had been informed that the Iranian motorcade was minutes away and made his way to the front entrance of the Santa Cruz Palace and opened the doors, an aide held an umbrella up over his head as he waited for the motorcade to finally arrive and when it did, he took the pleasure of opening the Iranian Prime Minister's door and greeted him with a big smile.

"Hello Prime Minister, it is a pleasure to host you here in Madrid on such short notice. How was your journey from Tehran? I apologise about the weather also."

He chuckles, greeting the rest of the Iranian delegation that had been invited to Madrid, this was when he guided the entire party into the Santa Cruz Palace and that was when the Spanish Ministers and party members introduced themselves to their Iranian counterparts.

Santa Cruz Palace, Madrid

With the motorcade having arrived at historic Santa Cruz Palace, the Prime Minister of the Imperial State of Iran, Field Marshal Hatami, excited the rear of his vehicle and was surprised that his door had been opened by none other than the Spanish Minister of Foreign Affairs, Josep Borrell. The Iranian Prime Minister returned Minister Borrell's warm smile and shook his hand, while commenting "Not to worry about the weather Minister Borrell, it's in the low 50's for a high back home in Tehran. At least the snow has held off in the city for now... Inshallah. The snow and cold are murderous on my back..... An old wound from the Iran-Iraq War which never truly healed. Anyway..... The flight was pleasant and it gave me time to get some important paperwork done, so I'll be able to devote all of my attention to our meeting, which I must say I am quite excited to begin Minister Borrell.

His Imperial Highness the Shah sends his best to you and your government, the Spanish people, and of course His Royal Highness King Felipe VI and the rest of the Royal Family of the Kingdom of Spain. The Shah also has an invitation he would like to extend to King Felipe VI and leaders from the Spanish business community, which we can discuss once we begin our meeting.".

The Iranian Prime Minister then introduced all of the members of the Iranian delegation to Minister of Foreign Affairs, Josep Borrell, as well as any other members of the Spanish delegation who were outside Santa Cruz Palace to greet the Iranians.

The delegates from both nations would be directed from the lounge to a large conference room where the waiting Javier de Andrés was located as he took his seat where his name card was located, the Spanish delegates also took their seats at the table and the Iranian delegates would be shown to their assigned seats. It was Josep Borrell representing Spain and Amir Hatami representing Iran who occupied the seats at the head of the table, behind them were two flags and those were the flags of each country involved in the meeting.

The doors to the conference room were shut by two security agents and they politely asked the Iranian guards to not intrude the meeting to allow the Spanish and Iranian officials to discuss business but did show them to rooms where they could grab some food and drinks if they did so require it.

With the meeting underway, Josep Borrell smiled to all of the delegates in front of him and stood up and adjusted his suit before speaking.

"Prime Minister Hatami and the delegation from the Imperial State of Iran, on behalf of my country, myself and the delegates representing the Kingdom of Spain here today, it is an honour to host you all here today at the Santa Cruz Palace as we look to ignite a new friendship and bring our two countries closer. May I take the time to thank Iran for accepting this official visit and hope that we can conduct a lot of business here today which will benefit both of our countries for many years to come."

He took a seat back down, taking a sip of water as he and the Spanish delegates opened up their laptops and notepads ready to take notes of the meeting for later use.

Sitting opposite Minister Borrell, the Prime Minister of the Imperial State of Iran, Field Marshal Hatami, listened carefully as Minister Borrell opened what was considered an incredibly important bilateral meeting by the Iranian state. Prime Minister Hatami was quite pleased with Minister Borrell's pleasantries, as it was apparent that the Kingdom of Spain was looking to woe the Iranian delegation, seemingly seeking to build strong diplomatic and economic relations with Iran at the very least. Were this to be the case, it would present the Iranians with their first opportunity to seek much desired European investment within Iran, while also potentially allowing Iran and Iranian firms the potential to invest within the Kingdom of Spain and Spanish firms, allowing them to gain access to the lucrative markers of Europe.

While the businessmen within the Iranian delegation practically salivated at the possibilities that this meeting held for their respective firms once Minister Borrell finished speaking, the Prime Minister led the Iranian delegation in a polite applause for the opening remarks by the Spanish Minister. Prime Minister Hatami then rose to make his opening remarks and said "Let me start by thanking our host, the Kingdom of Spain and especially Minister Borrell, as your eagerness to begin friendly engagement with the Imperial State of Iran will surely bring many mutual benefits to our respective nations and people's. I think I can speak for the whole of our delegation, when I say that we feel truly welcome by not only the Spanish government and business community, but all of the Spanish people, as we were thrilled to see the enthusiasm of the Spanish people along our motorcade route. The Kingdom of Spain, similar to the Imperial State of Iran, is the inheritor of one of the world's great civilizations and cultures, so all of us feel honored to be welcomed with upon arms by Spain.

Let me assure all of you, the Imperial State of Iran is open for business and I'm so pleased that several of Iran's leading companies are represented here today. While Iran and Iranian are seeking foreign investment in a number of domestic projects, which are a part of a much wider program which promotes rapid economic expansion and growth domestically, Iran and Iranian based firms also wish to invest internationally, as we feel strongly that this is the best way to expand the Iranian economy as quickly as possible. So I'm quite confident that our two nations and our nations great companies can assist one another greatly within the economic sphere, as I'm quite positive that we will see considerable investment within both Spain and Iran over the coming days, as a whole host of deals are discussed, negotiated, and signed.

With that said, how would you like to proceed the meeting Minister Borrell? Our delegation is happy to make our initial presentation, though if your delegation had planned on making your presentation first, we shall gladly differ to you.".

With his opening speech completed, he eagerly awaited the opening speech given by the Iranian Prime Minister. This was his first visit from the Iranian Government during his tenure as Minister of Foreign Affairs of what he hoped would be a strong relationship. Josep Borrell had all the experience as a government Minister as he previously was in the government of Prime Minister Felipe González back in 1991 and began his political career back in 1976.

He was one of the oldest politicians in the current cabinet representing Spain and was one of the most experienced and a close friend of the current Prime Minister and had met with him before the meeting with the Iranian delegation and they shared topics and then shared these topics with the Spanish ministers around the table and that was what the meeting was going to revolve around.

"Thank you for your kind words Prime Minister, we are truly grateful to host you here today. Please, you may start your initial presentation and we will follow on when appropriate."

The ministers smiled as they readied to take notes to present to their ministries after the meeting had concluded.
